This is one of those meetings. Led by Heather Gass, concerned citizens were irate with this propose plan and the unfair and manipulative manor in which the meetings are conducted - known as the "Delphi Technique". Agenda 21 is the Master Plan put forth by the United Nations in 1992 and adopted by President Bill Clinton. Agenda 21 is a green initiative which targets cars and people living outside from cities who must commute. Their goal is to develop large, congested city centers for people to reside, and provide mass transit for the city dwellers to commute to work. It also targets large parcels of land in the world, including the United States, to be redistricted to "open space land", thereby making it undevelopable. Agenda 21 was readily adopted in California by liberal politicians, specifically in the San Francisco Bay Area, under the name "Plan Bay Area". Plan Bay Area's goal is to develop large congested downtown metro areas, with shops, stores, theaters, and mass high rise housing. They aim to get people out of their private suburban residences and cars, and warehouse them in these large metro areas. These areas will also house California's large illegal immigrant population.

Environmental Politics and Law (EVST 255) This lecture covers site restoration law by looking at the US Navy's use of the island of Vieques as weapons testing ground. Vieques residents are filing a civil suit against the US government, which raises issues of burden of proof, scientific certainty with respect to exposure amounts and health impacts, and how the government protects citizens from environmental hazards. Like so many ecologically important riverine systems in the southwest, the upper Gila River in Arizona is sensitive to natural and anthropogenic stressors, including flooding, invasion by non-native plants, wildfire, urban encroachment, and various land- and water-use practices. The river also supports critical habitat for southwestern willow flycatcher, as it is known to be occupied by flycatchers and provides attributes essential to the species' long-term conservation, despite much of it being densely infested with non-native tamarisk. A key concern in the watershed, therefore, is the eventual arrival of the tamarisk leaf beetle introduced elsewhere in the southwest. While there are numerous potential benefits to tamarisk suppression via biocontrol (e.g., groundwater conservation, riparian habitat recovery, fire-risk reduction), short-term negative consequences are also possible, such as defoliation during the flycatcher nesting season. In preparation for anticipated impacts following beetle colonization, we are developing a restoration framework in coordination with a collaborative science team and the Gila Watershed Partnership of Arizona. The framework is intended to promote recovery of native riparian habitat and subsequent local increases in flycatcher population. Central to this effort, we are conducting an Ecohydrological Assessment to identify sustainable restoration sites based on consideration of natural and anthropogenic factors that, together, influence restoration opportunities—flood-scour disturbance, vegetation community structure and resilience, surface- and groundwater availability, soils conditions, wildfire potential, and land-use activities. Data collected specifically for the project include high-resolution remote-sensing products, GIS-based delineation of geomorphic activity, and vegetation field mapping. These data along with other information being generated by the science team, including pre-biocontrol vegetation monitoring and flycatcher-habitat modeling, are being synthesized to produce a comprehensive restoration plan that highlights those areas of the river best suited for active restoration and, ultimately, assist the Watershed Partnership and others in development and prioritization of appropriate, cost-effective restoration strategies.

Frankenstein; or, The Modern Prometheus is a novel written by the British author Mary Shelley. Shelley wrote the novel when she was 18 years old. The first edition was published anonymously in London in 1818, and this audiobook is read from that text. Shelley's name appeared on the revised third edition, published in 1831. The title of the novel refers to the scientist, Victor Frankenstein, who learns how to create life and creates a being in the likeness of man, but larger than average and more powerful. In modern popular culture, people have tended to refer to the Creature as "Frankenstein" (especially in films since 1931), despite this being the name of the scientist, and the creature being unnamed in the book itself. Frankenstein is a novel infused with elements of the Gothic novel and the Romantic movement. It was also a warning against the "over-reaching" of modern man and the Industrial Revolution, alluded to in the novel's subtitle, The Modern Prometheus. The story has had an influence across literature and popular culture and spawned a complete genre of horror stories and films. While it is widely acknowledged that tamarisk biocontrol will ultimately yield long term benefits for wildlife and ecosystem services in the Southwest, such as through expanded wildlife habitat, water savings, and reduced flood and fire risks, there is elevated concern in the short term over the need for riparian restoration measures to mitigate possible negative impacts of biocontrol, largely for the loss of riparian canopy cover for nesting birds and elevated wildfire risk. Thus, there is a crucial need for immediate, yet strategic riparian restoration along the ecologically sensitive, flood-prone Virgin River—the first and only location where the tamarisk leaf beetle and southwestern willow flycatcher coincide. We recently initiated a restoration action feasibility assessment of the ecohydrological conditions of the entire river corridor to determine where and how restoration efforts should be focused in order to facilitate sustainable habitat enhancement for avian and other wildlife species. Here we continue our presentation on our ecohydrological approach to informed restoration planning through discussion of contemporary riparian vegetation dynamics and initial restoration site identification and action prioritization. Characterization of dominant vegetation types along the Virgin River is a key component of our ecohydrological approach, chiefly because it identifies those areas dominated by native versus non-native, invasive species, and because it identifies individual species and coverage classes (e.g., cottonwood, willow, tamarisk, Russian olive). Building on recently produced coarse-scale mapping products, we extended and refined field-based mapping to the entire 210-km river corridor to represent the most comprehensive, up-to-date product that not only provides a fundamental element of our ecohydrological approach but will also serve as an excellent information baseline for other planning projects in the system. The field assessment and refined vegetation map, combined with our flood-scour mapping produced simultaneously for this assessment, will provide a valuable tool for conservation and restoration planning in the focal areas.
