Chester McGuire Obituary Of U.C Berkeley Urban Economist, Berkeley Planning Associates Founder

Chester “Chet” McGuire Jr. lost his 14-year battle with cancer on October 13, 2017. Chet was a noted urban economist with a long and distinguished career in academia, public service and business. He was one of the founders of Berkeley Planning Associates in 1974, was on the BART Board seeing its fruition in the early 1970s. He served as the Assistant Secretary of Housing and Urban Development in the Carter Administration, and was an Associate Professor at U.C. Berkeley. He was one of the few African-Americans at U.C. Berkeley, where he lectured and taught classes in the College of Environmental Design in the Department of City and Regional Planning. He was an excellent public speaker gave very dynamic lectures that were well received by his students. In the late 1960 Chet was Vice President of Winston A. Burnett Construction Co. in San Francisco, where he was involved with the planning and construction of The Martin Luther King Marcus Garvey Square Coop Apartments in San Francisco. This was a revolutionary in the late 1960s, as it provided the opportunity for low-income individuals to build equity and an ownership stake in their community. This project reflected one of Chet’s core beliefs, which was that community development came from economic empowerment, and that if you could provide economics to impoverished communities, “you” could make a difference. This belief is what led Chet to pursue a degree in economics and a lifetime devoted to city and regional planning. Personally, he was the source of many good talks about society and race and social justice and economics. Chet taught classes on housing and redevelopment, housing market analysis. He also taught at Howard University on financial markets and quantitative and statistical methods. From his consulting company, McGuire Associates, he was call upon an expert witness on high profile real estate cases, and was called on to rendered an assessment of countless development proposals and policy concepts over many years. He was a giant in his field. Chet provided the necessary intellectual “muscle” that was needed to solve complex housing and transportation problems. In 1974, Chet was one if the founders if the Berkeley Planning Associates for the city of Berkeley that gave much direction to the growth of the city. In 1973, Chester McGuire also was elected AC Transit Director-at-Large where and ran on an impressive slate with three other African-Americans, one of whom was legendary Congressman Ron Dellums. This was ground-breaking in 1973, to have had African-Americans win a predominately white constituency Chet continued his work as a program and policy consultant to HUD on housing issues and a consultant to financial institutions, specializing in fair lending policies, particularly in regard to lending practices in older, inner city areas. This work was recognized and in 1977 Chet was nominated by then President Jimmy Carter and then served as Assistant Secretary of Housing and Urban Development in the Carter Administration where he continued his work in Fair Housing and Equal Opportunity. He also served as a consultant to the city of San Francisco, the Metropolitan Transportation Commission, the Berkeley Neighborhood Traffic Study, the East Palo Alto 701 Planning Programs, the U.S. Army Corps of Engineers, and the Association of Bay Area Governments. He has had numerous articles published on housing, transportation, and urban subjects. Chet was born on October 29, 1936 in Gary, Indiana to Martha and Chester McGuire, Sr.  He attended Roosevelt High School where he was senior class president, and later attended Dartmouth College where he was a member of the Kappa Kappa Kappa fraternity and recruited into The Sphinx. Chet was one of only seven African-American men who were admitted to Dartmouth College, Class of 1958 with such noteworthy classmates as H. Carl McCall, the late civil rights attorney, Mickey McGuire, and the late Arch Whitehead, father of author of Colson Whitehead. Tom Wiscombe - LA Forum for Architecture - Part 1

Born in 1970 in La Jolla, California, Tom Wiscombe is an architectural designer based in Los Angeles. In 1999, he founded EMERGENT, a platform for researching issues of materiality, technology, and systems through built form. EMERGENT is particularily interested in destratifying space— in creating new architectures through the generation of coherent, operational relationships between buildings components and building systems. The work is positioned within the larger paradigm of systems theory, emergence science, and the philosophical discussion of part and whole. EMERGENT recently won second place in the international competition for the Seoul Performing Arts Center. Their work was showcased in a solo show at the UCLA Architecture Gallery entitled 'Notes on Micromultiplicity' in early 2005. Other exhibitions include the MoMA San Francisco show 'Glamour: Fabricating Affluence' in 2004, ArchiLAB (Orléan) in 2003 and 2001, and MoMA Queens in 2003. Their work is part of the permanent collections of the FRAC Centre (Paris) as well as of MoMA San Francisco and recently, MoMA New York. In 2003, EMERGENT won the competition for the reknowned P.S.1/ MoMA Urban Beach project, which opened to critical acclaim and won the New York Engineering Excellence Platinum Award for 2004. EMERGENT was also awarded the Architectural League of New York Young Architects Award for 2004. The work of EMERGENT has been extensively published, notably in SURFACE*, VOGUE, Architectural Record, Architectural Digest, PRAXIS, Metropolis, A+U, Perspecta, OZ, and The New York Times. Wiscombe was Senior Designer and Project Partner at Coop Himmelb(l)au for over 10 years, right-hand to Principal Wolf Prix. He was in charge of various international projects, including the Dresden UFA Cinema Palace, completed in 1998, and the Lyon Musée des Confluences, the Akron Art Museum, and the BMW World, Munich, all of which are in their final stages of completion. Educated at UCLA (M. Arch. I) and UC Berkeley, Wiscombe has taught design and technology at SCI_Arc, UCLA, UC Berkeley, and the University of Applied Arts in Vienna. He was the Esherick Chair of Architecture at UCB for 2005, and is currently teaching in the postgraduate program at SCI-Arc.

This lecture was recorded as part of the Architecture Lecture Series in Timken Lecture Hall on April 15, 2013, on the San Francisco campus of California College of the Arts . David Fletcher is an urban designer and landscape architect, professor, and writer. His work addresses process, urbanized watersheds, green infrastructure, and postindustrial urbanism. He has taught urban design and landscape architecture at Harvard Design School, the Southern California Institute of Architecture (sci_Arc), the Centre d'Etude et díUrbanisme in France, Woodbury University, UCLA, Otis College, and the USC School of Architecture. He recently published an essay on "Landscape Urbanism" in the Landscape Architecture Journal; the essay "Proving Ground" in ArcCA; and a chapter on urbanized watersheds for The Infrastructural City, published by Actar. He was also the assistant curator and exhibition designer of Inhabiting Infrastructure at the Harvard Design School. Fletcher is the founding principal of Fletcher Studio, an innovative and award-winning practice based in San Francisco. The firm provides comprehensive professional services in landscape architecture, urban design, and environmental planning and works on a range of projects, including civic spaces, parks, and regional planning projects. The firm is committed to a collaborative and contextual approach to spatial design practice and to the planning of unique and sustainable landscapes, urban spaces, and living infrastructures. Design and planning solutions come from interactions with the many people, processes, histories, policies, economies, and ecologies that are specific to a place. Fletcher Studio is presently working on the Veterans Park, an 18-acre park in Los Angeles, presently in construction. As a designer and planner for the Los Angeles Revitalization Master Plan, Fletcher led efforts to identify and plan a comprehensive open space network that interfaces with channel restoration and urbanism. He is also led the Compton Creek Master Plan and many LA Riverfront Park projects. The firm was selected as the winner of the Revision Dallas Competition, a collaborative effort with David Baker + Partners Architects. The firm also placed second in an international design and planning competition, "A New Infrastructure," sponsored by SCI_Arc and the Architects Newspaper. His work on the Los Angeles River was given an AIA Honor Award for Regional and Urban Design in 2007. His recent work on postindustrial urbanism was been honored with a first-place national award from the American Society for Landscape Architects. He also received an Honor Award from the Boston Society of Landscape Architects for environmental planning work in Beirut, Lebanon. His work has been exhibited at the Acadia 2010, Boston Center for the Arts, the University of Toronto, UC Berkeley, MAK Center Vienna, and SCI_Arc. Fletcher holds an master of landscape architecture with distinction from the Harvard Design School, and a BA in studio art and a bachelor of science in landscape architecture from the University of California at Davis. At the end of this webinar, you will be able to identify: -The four components of SEMS as spelled out in the Emergency Services Act, -The five levels of government that use the system, -The five management functions based on ICS (Incident Command System) concepts. Presenter: Curry Mayer, Senior Emergency Management Coordinator Training and Exercise Division, California Emergency Management Agency Curry Mayer has a Master's degree in education, and 20 years of experience in emergency management, program management, and curriculum design. Curry is the author of state and federal level emergency management curriculum, including scenario development and exercise design. She acts as the subject matter expert in California's Standardized Emergency Management System (SEMS), chairs SEMS committees, and has spoken extensively on that system. Ms. Mayer served as an Emergency Services Coordinator for the Governor's Office of Emergency Services (OES) prior to working as an Instructor. Curry managed the Training Branch for OES and was a senior member of the project/training staff for the White House Military Office's Executive Support Contingency Operations and Readiness Training (ESCORT); a weapons of mass destruction (WMD) protection of the Chief Executive Program. Rachel Lehmann-Haupt on Moving From New York to San Francisco

He was in charge of various international projects, including the Dresden UFA Cinema Palace, completed in 1998, and the Lyon Musée des Confluences, the Akron Art Museum, and the BMW World, Munich, all of which are in their final stages of completion. Educated at UCLA (M. Arch. I) and UC Berkeley, Wiscombe has taught design and technology at SCI_Arc, UCLA, UC Berkeley, and the University of Applied Arts in Vienna. He was the Esherick Chair of Architecture at UCB for 2005, and is currently teaching in the postgraduate program at SCI-Arc.

Figuring out exactly what a state initiative means and what it would do can be confusing. Sacramento State's Project for an Informed Electorate scheduled two forums to make the propositions on the Nov. 6, 2012, ballot a little clearer. This first 2012 Initiative Explainer was held at 3 p.m. Monday, Oct. 15, in Sacramento State's Hinde Auditorium in the University Union. The second forum was held at 6 p.m. Wednesday, Oct. 17, in the Sacramento Public Library Galleria, 828 I St. A panel of nonpartisan experts unpacked the initiatives, noted the pros and cons, explained who's behind the campaigns and their finances, and looked at who's endorsing and opposing the measures. Panel members for the first event were Sacramento State Professor Kimberly Nalder, director of the Project for an Informed Electorate (PIE); Stacy Gordon, political science professor at the University of Nevada, Reno; and Center for California Studies Director Steve Boilard. The panel for the second event included Nick Robinson, head of the Institute for Governmental Studies library at UC Berkeley; Philip Ung of California Common Cause; and Nalder. A question-and-answer session will be included. "When voters are mostly getting information on the initiatives from a barrage of confusing proposition ads, it's hard to sort through the misleading and contradictory claims," Nalder says. "We are trying to counter that with clear, un-spun, concise explanations of each of the initiatives." PIE is an effort to develop a greater understanding of politics and government by disseminating accurate, open and nonpartisan information. Co-operative bank of Kenya set to offer 3,400 scholarships to bright but needy students in Kenya

Co-operative bank of Kenya has announced that it will provide 655 new scholarships to form one student. The bank will also fund the education of 119 students through secondary school to university level. These are selected from the top performing beneficiaries of the secondary school scholarships. The bank launched the programme in 2007 and provides full scholarships for secondary and university education. The scholarships are awarded on merit to promising but needy students from all regions of Kenya. AsiaBSDCon 2009 Keynote Speech. Speaker: Eric Allman is the original author of sendmail, and a long time contributor to Berkeley UNIX. He also wrote the -me macros, tset, trek, syslog, and vacation. Besides UNIX and sendmail, Eric has worked on database management, window systems, neural-net-based speech recognition, system administration, and networking. Allman is Chief Science Officer and co-founder of Sendmail, Inc. Before joining Sendmail, Allman served as CTO for Sift, Inc., which is now part of 24/7 Media, Inc. He was lead developer and provided a large-scale research software infrastructure on the Mammoth project at U.C. Berkeley. Allman has contributed as a senior developer at the International Computer Science Institute to neural network systems design. Allman was also Chief Programmer on the INGRES Relational Database Management System. Formerly, Allman co-authored the "C Advisor" column for UNIX Review magazine and was a member of the Board of Directors of USENIX Association. He is currently a Program Chair for the Conference on Email and Anti-Spam and a member of the ACM Queue Editorial Review Board and the Board of Trustees of Cal Performances. Allman holds an Masters of Science degree in Computer Science from the University of California at Berkeley. Abstract: Email existed before the Internet was invented, and grew with the Internet over six orders of magnitude. Email has gone from serving a small community of highly technical colleagues to being ubiquitous, even for people who are not technically adept. It has changed from a tiny, no-profit service to a billion dollar business. But email has not gone without growing pains. Spam, viruses, and phishing are just two examples of malware that didn't even exist when email was born. Email has changed both business and social lives in ways both good and bad. Some of those pressures have pushed users from email to Instant Messaging and Social Networking. Today the research and development of email has focused on control, either "on the wire" (anti-spam, data loss prevention, etc.) or directly for the user (such as mobile access or managing information overload). This talk covers the history of email and reviews where we are today, including current technologies such as email authentication (DKIM and SenderID) and reputation. It concludes with some personal speculation about how email will continue to grow both short- and long-term.
