PTI-led KP govt presents fifth budget; total outlay at Rs603 billion

PESHAWAR: The Pakistan Tehreek-e-Insaf (PTI)-led coalition government in Khyber Pakhtunkhwa (KP) presented its fifth and final budget for the financial year 2017-18 on Wednesday. KP Finance Minister Muzaffar Said presented the provincial budget in the KP Assembly, which met under the chair of speaker Asad Qaiser. "We found all institutions and departments in disarray when we took over the government," said Said. Opposition parties objected to the finance minister’s presentation of the budget, with Pakistan Muslim League-Nawaz MPA Aurangzeb Nalotha saying the minister is accused in the Bank of Khyber scandal and thus should not be on the floor of the House. He suggested the minister of local government or the chief minister to present the budget. Chief Minister Pervez Khattak rejected the allegations, saying the minister is not an accused in the case. Earlier, the provincial cabinet, headed by the chief minister, finalised the budget recommendations. The annual budget, with a total outlay of Rs603 billion, allocates Rs208 billion for development schemes. The finance minister informed that a sum of Rs49.4 billion has been earmarked for health related projects, Rs127.9 billion for the education sector and Rs29.7 billion for the provincial police. He noted that the health budget represents a 31% increase from the outgoing fiscal year's budget. Following in the footprints of other provinces and the federal government, the KP government also decided to announce an increase of 10 to 15 percent in the salaries and pensions of the government employees. The mainstay of the provincial budgetary vision, the Annual Development Programme (ADP), pitched Rs208 billion, which also includes Rs82 billion foreign project assistance. The province’s own-resource component of the ADP would be Rs126 billion. The foreign project assistance amounting to Rs82 billion would also include the soft and low mark-up loans of Rs52.55 billion. The ADP will cover a total of 1,631 projects, including 1,182 ongoing and only 449 new ones.Over 80 percent of the development funds would be allocated for the ongoing projects through which, the government claims, sufficient relief would be provided to the masses. The loans would be utilised for funding about 74 projects in different sectors including agriculture, education, health, roads and mass transit system in Peshawar.Like all previous development budgets, the incumbent government’s project of the mass transit system in Peshawar is also going to be reflected in its final development initiative. The “Billion Tree Tsunami Afforestation” will also continue under which 200 million saplings would be grown while 120 million saplings would be distributed to the rural organisations for plantation. Another ambitious project of the provincial government, Zamoong Kor, would also be replicated as an autonomous institution to cater to the education and other career-management needs of the orphans and street children across the province. An amount of Rs460 million has been allocated for the Social Welfare and Women Empowerment Department project under which Special Education Complexes would be built in Charsadda and Mardan. The social sector, particularly health and education, will get significant focus in the development plan for 2017-18. The provincial government is going to set aside Rs12 billion for 101projects of the health department that include 75 ongoing schemes for which Rs9.96 billion has been allocated while Rs2.3 billion has been allocated for 26 new healthcare projects. About 47,000 patients would get free treatment for tuberculosis (TB). The 1,300 cancer patients will also get free treatment. Moreover, the government has also planned to recruit 3,900 lady health workers for better service delivery. The Insaf Health Card system will be extended to the entire province and about 1.8 million registered families would get Rs30,000 per member at the secondary care level and Rs250,000 per member at the tertiary care level treatment at the government and government-designated hospitals. The government has set aside Rs14 billion for 77 schemes of the primary and secondary education, while Rs6.3 billion would be spent on 64 projects in the higher education sector. More Taxes or More Jobs? California Shows We Can't Have Both

It's hard to find a politician who isn't eager to "do something" about high unemployment. Turns out California has found one way to save and create certain kinds of jobs—spend like mad and raise taxes. That job-creation strategy has worked quite well for government-sector workers. Problem is the statewide unemployment rate is still among the highest in the nation, and many private-sector employers are heading to states like Texas, where taxes are lower and regulations are lighter. "I would love to have companies calling me saying, 'We'd like to move to California, can you help us with that relocation?' I get none of those calls," says business relocation coach Joe Vranich. "The calls I do get are, 'Hello, we want to move out of California, can you help us do that?'" Vranich says there's no one reason why businesses leave. He calls it "death by a thousand cuts," where job creators get fed up with everything from high taxes to traffic gridlock and legal hassles. Take Rick and Jack Newcombe, the father-son team that runs Creators Syndicate. A long legal battle with the city of Los Angles might end up being their company's final cut. The Newcombes say the city arbitrarily stuck the company into a higher tax category and officials are applying the hike retroactively. City officials are demanding $400,000 in back taxes, but Rick Newcombe calls the whole episode "legalized theft," adding that a tax penalty of that size would force the company to lay off 10 employees. It's ironic that such drama unfolds in a city where Mayor Antonio Villaraigosa is always doing something—transit projects! green jobs!— he hopes will stimulate the economy. And steep statewide unemployment persists long after Gov. Arnold Schwarzenegger eagerly accepted billions in federal stimulus funds. In fact, the Bush-Obama scatter shot of bailouts, stimuli, and rescue plans has fallen well short of proponents' promises. Want to create and save jobs? The BMWED/SMART-Mechanical bargaining group met with the railroads for mediation on August 2 and 3 in Arlington, Virginia. On the first mediation day, the railroads (bargaining together as the National Carriers’ Conference Committee) presented their latest offer. It includes, amongst other backward, insolent proposals, no “retro pay,” a paltry increase of $10,162 per member over the course of the five-year contract, and health insurance plan design changes that would increase family deductibles to $1,400 and family out-of-pocket maximum payments to $600 in each calendar year, coupled with "indexing" that would automatically raise those amounts each year. The details of the railroad’s proposal can be found at www.bmwe.org BMWED/SMART-Mechanical made a counterproposal August 3. Our proposal includes retro pay, an average increase in pay of $30,703 per member over the course of the five-year contract, no increase in cost-sharing, and no changes to co-pays for medical services except a $25 increase in the emergency room co-pay. Nevertheless, we proposed over $140 million in annual savings to the National Health & Welfare Plan through our "357 Plan" (a name bestowed recently by the mediator), which attains savings to the plan without any cost-sharing changes or financial concessions to BMWED and SMART-Mechanical membership. Our latest proposal can be seen at www.bmwe.org. The "357 Plan" -- so-named for the 357 standard metropolitan statistical areas identified by our experts' analysis -- re-draws a 20-year-old healthcare network map to most-efficiently apply the best network discounts currently offered. A lot has changed in 20-plus years since the map was drawn, and applying our plan modifications provides the railroads with greater financial savings than they received in the last round through PEB 243, while asking nothing more of the members in terms of monthly contributions, co-pays, or deductibles. We believe it is a good path forward and a strong starting point to reaching a voluntary deal. Naturally, there are questions. French/Nat Thousands of workers gathered across France on Saturday in a renewed protest over unpopular government welfare reforms. The demonstrations coincided with the first anniversary of the unveiling of the plan by French Prime Minister Alain Juppe. Compared to last year, however, Saturday's protests were on a much smaller scale than organisers had hoped. A year after Prime Minister Alain Juppe outlined the changes in the country's welfare system, workers all over France renewed their protests against the highly unpopular reforms. Thousands of demonstrators took to the streets of Paris and other French cities on Saturday to protest the government austerity policies during a time of record unemployment. The demonstrations end a week of protest organised by French main unions which included transit, postal and electrical workers, bank employees and French domestic airline staff. Trades union leaders had hoped to repeat the paralysing effect of last year's public sector and transport strikes that had virtually crippled the country for three weeks. But Saturday's turnout was much lower than anticipated. SOUNDBITE: (French) "So far, we haven't been able to recapture the unity of last December, but we need to be even more united than last year. The big question today is not to know how angry the workers are, because I know they are, the question is can trade unions relay the worker's message and be united to support them." SUPER CAPTION: Michel Deschamps, General Secretary FSU Union While Alain Juppe's approval rating hit a record low of 25 percent this week in a Gallup poll for the weekly L'Express, trade union leaders say that Juppe wasn't the heart of the problem. SOUNDBITE: (French) "I don't care, I tell you why I don't care. It's because if someone was appointed instead of him (Juppe) it would not change anything. The problem is that the economic policies should be changed - we need economic growth, not a country which restrains itself financially. But the economic policy and the monetary policy of the French government and of other European countries is a policy of restriction." SUPER CAPTION: Marc Blondel, General Secretary of FO Union Only some three thousand people showed up to march in the southern city of Marseille, and about the same number took to the streets of Toulouse, according to police. On Friday, a planned transport strike in Paris had failed to materialise after union members ignored their leader's call to action. Nevertheless, union leaders announced further action in the coming weeks in favour of wage increases and against job cuts and privatisation's. SOUNDBITE: (French) "It is true to say that workers are not very mobilised, but in the private sector it is very difficult to be able to strike and to demonstrate as after you can face many problems and you can even be sacked." A Facebook member posted this video of a woman repeatedly shouting at a group of men in a Lethbridge, Alta., restaurant that they are “not Canadian." Later in the video the woman alleges the cause behind the confrontation, “He’s eyeing me up. I turned around and he glared at me.” Then one of the men says something that completely sets her off. “Why are you being so racist?” he asks. “Ooh, all of a sudden I’m being racist,” she says, her hands in the air and clapping. “I am Canadian so I am racist. “You guys need to go back to where you came from.” Then a man says, “OK we gonna call the cops I think.” Lethbridge Police confirmed that police were called to Denny’s at the time. “To my understanding customers were gone prior to police arrival,” said Sgt. Cam Van Roon, executive officer for the Lethbridge Police Service, internal communications and community representation. The concept of collective impact was first articulated in the 2011 Stanford Social Innovation Review article Collective Impact, written by John Kania, Managing Director at FSG, and Mark Kramer, Kennedy School at Harvard and Co-founder FSG. Collective impact was chosen as the #2 philanthropy buzzword for 2011, and has been recognized by the White House Council for Community Solutions as an important framework for progress on social issues. The concept of collective impact hinges on the idea that in order for organizations to create lasting solutions to social problems on a large-scale, they need to coordinate their efforts and work together around a clearly defined goal. Backbone Organization: Ongoing support provided by an independent staff dedicated to the initiative. The backbone staff tends to play six roles to move the initiative forward: Guide Vision and Strategy; Support Aligned Activity; Establish Shared Measurement Practices; Build Public Will; Advance Policy; and Mobilize Funding. If measured from the standard of Human Development Index in terms of health, education and income, the sad fact crops up that Pakistan ranks at 138th position. 60 million population of Pakistan out of total 160 million is deprived of clean drinking water. More than 100 million people are illiterate. Thousands of children die due to lack of proper medical facilities. Hundreds of thousands do not have proper food to feed themselves two times a day. Poverty is a great stumbling block and stunts the educational careers of countless promising Pakistani students. Girls of marriageable age cannot get married due to lack of financial resources and dowry etc. There is no public arrangement for looking after widowed, helpless and the poor in society. There is a need to make practical efforts for the welfare of the suffering humanity in these deplorable conditions. Aims and Objects Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri laid the foundation stone of Minhaj Welfare Foundation (MWF) to render services in the field of public welfare. The objective behind establishment of this Foundation is to arouse feelings of sympathy in human beings, to create atmosphere of mutual love, brotherhood and to work for the establishment of a real Islamic welfare society by including the less privileged sections in the mainstream. The need of such effort is all the more acute in view of the fact that the developing world lacks proper organized arrangements at the official level contrary to the developed world. Here at a traditional Korean market in Seoul, delivery drivers pack up ordered goods and head out to greet their customers, door to door. The new shipping service launched by the local Eunpyeong District Office aims to prevent over-parked streets and boost business for traditional markets. "For me, it's very hard... having to go out, take the car, and carry the groceries. But now, it's great being able to order and have it delivered to my home." It's just one the many ways local government offices are trying to reduce traffic congestion in the city. Also leading the trend, the Yongsan District is operating a free shuttle bus service with direct routes to community health clinics and popular cultural centers. The rapid transit service has become popular with many residents, especially senior citizens. "Before, taking the bus was so inconvenient because the bus stop was all the way down there. Now the hospital is much easier to get to and I'm able to better use the health center here." This public servant is attaching a special electronic tag to her bicycle, as part of the Mapo District's latest smart commuter program. Staff employees who bike to work for more than half a month receive welfare points and other benefits. The program reduces vehicle air pollution, while incentivizing people towards a healthier lifestyle. "Since I wasn't able to put aside time for exercise, utilizing [my commute] time like this is revitalizing my life." CBS News reports: An unattended package prompted a temporary evacuation at the World Trade Center PATH station, CBS New York reports. Sources told CBS New York that Port Authority K-9 officers received a positive hit on a PATH rail car at the World Trade Center station. “Due to police activity, service in to and out of WTC is suspended. Please use MTA for service uptown for PATH service in to New Jersey,” read a tweet posted on the PATH Alerts Twitter account. PATH service into and out of the World Trade Center is suspended as Emergency Service and K-9 units from the Port Authority Police Department investigate the area. PATH Alerts told customers that service along the World Trade Center line is terminating at Exchange Place in Jersey City until further notice, according to the Port Authority. Although the package has since been deemed not to be a threat and the facility was given an “all clear,” allowing employees to resume work at the hub, this could be seen as a “practice run” for something much more sinister. There’s still another 48 hours before the end of the 4th of July holiday when anything could happen, and for liberals to fulfil their promise of making this long weekend a living hell. They have already started doing this with protests they held today. As Freedom Daily reported on Friday, the incensed left wants to take advantage of people celebrating our country made better under President Donald Trump by practically becoming terrorists themselves. We’ve seen them resort to violence a lot recently, so they’re certainly not above attempting worse. So in a disgusting attempt to get back at Trump and Republicans for destroying Obamacare, nasty liberals across the nation have now announced their plans to hijack the day, where they’ve promised to make Independence Day “a living hell for Republicans” with left-leaning groups promising to interrupt parades and celebrations to make the day all about their temper tantrum over Obamacare. The Daily Beast reports: As the July 4th recess approaches, progressive political organizations like MoveOn, Our Revolution, Indivisible and CREDO, among others, are planning to keep up their momentum with peaceful protests at local Republican senators’ offices, floods of phone calls and even appearances at local Independence Day parades. “Republican senators have demonstrated that their number one goal in health care reform is avoiding any public interaction with their constituents,” Ben Wikler, the Washington director for the political advocacy group MoveOn told The Daily Beast in a phone interview. There’s a new lot of terrorists in the country today who are turning on their fellow Americans simply because of a difference of opinion. They are not well-adjusted enough to discuss ideas or differences or just move on accepting the reality that their candidate lost and Trump is in charge for the next four to eight years. The President said he believed that the health employees who are discharging a noble service would be dedicated to their service. The new surgical theatre at the Cancer Hospital which was opened by the President this morning, was put up at cost 60 million rupees. Rhino Roofing Sheet Products Company provided 30 million rupees in memory of A.Y.S Gnanam, the founder of the Company. The balance 30 million rupees came in by way of donations. Surgeons as well as patients faced immense problems in the past when surgeries were being carried out. With the opening of the new surgical complex, it is hoped to minimize congestion at the hospital. Expressing his views, Health Minister Maithripala Sirisena said his main desire is to look into problems in the health sector and solve them. It will be operative under the Mahinda Chinthana 10-year Action plan. He said he also wants to fulfil the needs of and aspirations of the public. Deputy Minster Mahinda Amaraweera, Ministry Secretary Dr. T.R.C.Reberu, Hospital Director Dr. Sulochana Logendran, and Former Director Dr. Kanishka Karunaratne who also launched the Project were among those present at the opening ceremony.

SINGAPORE: One more SMRT bus driver from China will be charged and another 29 sent back for their involvement in an illegal strike over their pay and living conditions earlier this week. At a news conference on Saturday, the Manpower and Transport Ministries also took SMRT to task for lapses in its internal processes. Despite the grievances raised by the bus drivers from China, the government reiterated that the workers had crossed the line and broken the law. Acting Manpower Minister Tan Chuan-Jin said: "We have been very deliberate and measured in our actions. The government has taken into account the roles that the bus drivers played in the strike action and also the recalcitrance of the bus drivers who had participated in the strike on the second day as well despite our efforts to persuade them to abort their plans and to return to work the following day." Twenty-nine drivers were rounded up on Saturday morning and are now in custody. Their work permits have been revoked and they will be repatriated. They were absent from work on either or both days of the illegal strike on 26 and 27 November, without reason. Although some had medical certificates, authorities said these drivers were recalcitrant and participated actively in the strike. The fifth person to be charged was said to be hostile and aggressive. On Thursday, four others have been charged with instigating the strike. Over 150 other drivers will be let off. Police will issue warning letters to them and barring any new developments there should not be any further arrests or repatriation. Mr Tan said the rest, who can continue working in Singapore, are said to have been coerced or threatened to join the strike. There were strong words also for SMRT. Mr Tan said the transport operator could have done better to manage the concerns of its workers. The incident he said was a timely reminder for employers to look into their obligations to workers. He said: "SMRT must take steps to ensure that such severe breakdowns in labour relations should not happen again. We all know that there are statutory requirements that companies need to fulfil and these are expected of all companies but there are also many non-statutory practices which frankly any good company should fulfil as well and this includes how you manage your staff, employees, how you engage them and how you look after them, looking after their welfare and this includes both local and foreign employees and frankly it is common sense, companies are expected to do that. "The issue is really why did this happen? Why was it allowed to fester? We do understand that the channels of communication are there. So the question is, did it filter upwards? Did it not filter upwards? And why not? And those are things we have to examine," Mr Tan said. He acknowledged that one issue that needs to be looked into is the pay for bus drivers. The China workers are unhappy over their increment and remuneration compared to their colleagues from Malaysia. Mr Tan added by and large, companies in Singapore do treat their workers well, be they locals or foreigners. But the government wants to promote better employment practices. And given the shortfall of drivers, the Transport Ministry said commuters should expect some delays on certain routes. Forty-five additional drivers will be mobilised within the week after they are trained and familiarised with routes and equipment. The Legislative Yuan has passed amendments to the Long-term Care Act authorizing tax hikes expected to drum up an annual NT$40 billion in funds for long-term care. But even as the government tries to put sources of funding in place, organizations involved in elderly care say there is a manpower shortage of up to 13,000 caregivers and the challenges have only just begun. When it comes to our long-term care policy, so far we have not seen any surveys or assessments of those in need.Also, some experts are not optimistic about relying on these kinds of tax hikes for funding, saying they are not stable revenue sources. Moreover, there is a shortage of even the most basic kinds of caregivers for the Long-term Care 2.0 Program. Chu Wei-jenNursing Home CEOA caregiver can expect to earn around NT$180 to NT$200 per hour in the greater Taipei area, but if you make comparisons in this labor market, a household cleaner can make at least NT$250 an hour in Taipei City. Poor working conditions coupled with low salaries makes it difficult to attract people to this industry. The Ministry of Labor has even trained over 110,000 people to be caregivers but only around 30 percent of them have ended up working in this field.

NY SENIOR CITIZENS Forced Out of their HOMES because of SEQUESTER CUTS Congress is about to agree to a bipartisan budget for 2014 that will at best freeze federal spending for many critical senior services. In a few cases, the fiscal plan will increase funding a bit from the low levels driven by last year's across-the-board "sequester" spending cuts. But for the most part, programs will have to meet growing demand for services with the same budgets they've had for the past several years. Lawmakers often say they want to make it easier for seniors and younger people with disabilities to live at home. It takes a substantial infrastructure of housing, transportation, meals, health, and information services to make that possible. But when it comes to funding these supports, Congress is missing in action. Here are a few examples of what the senior services budget will look like in2014 (courtesy of the National Council on Aging): Supportive Services: This is a key program aimed at helping people with disabilities and the frail elderly remain at home. It provides grants to states for transportation, case management, information and assistance, in-home services such as personal care, legal and mental health services, and adult day care. Funding for 2014 will be about $348 million—exactly what it was under the 2013 sequester and about $20 million less than in 2012. Meals on Wheels. Home-delivered nutrition programs will get about $216 million in 2014. That's about $11 million more than under last year's sequester, but the same as they got in 2012. National Family Caregiver's Support: These federal grants to states to help hard-pressed caregivers with information services, counseling, and respite care will get about $146 million this year—exactly the same as in 2013 and $10 million less than in 2012. State Health Insurance Assistance (SHIP) This key program provides counselors to help seniors and others understand the complexities of Medicaid and other benefits. Its budget is frozen at $52 million. Community Services Block Grants: These provide states and communities with funding for a wide range of services aimed at helping people in need, including employment, education, income management, housing, nutrition, emergency services, and health. It will be funded at $674 million—an increase of $40 million over 2013 but no more than in 2012. A few programs did get additional funding this year. The biggest winner was the White House's Alzheimer's Disease initiative (the so-called war on Alzheimer's). It received $14.7 million, a big increase over the $4 million it got in 2012 and the $200,000 it got under the sequester. Most of this money will go to fund drug research. Overall, the Administration for Community Living—the federal agency that operates most senior services programs (though not the Community Block Grants) —got about $1.7 billion. That's $400 million less than the White House requested and only about $54 million more than what the office got last year.
