It features Don Shircel, Director of Client Development, and Anita Taylor, ASAP Program Director, from the Tanana Chiefs Conference (TCC). The TCC Tribal Temporary Assistance for Needy Families (TANF) program is called the Athabascan Self-Sufficiency Assistance Partnership (ASAP), which provides services to the Tribal members of 37 federally recognized Tribes in Alaska. These Tribal members face several challenges living primarily in very isolated rural communities with limited roads, infrastructure, and jobs. ASAP has six major activities (training, motivating, mentoring, mirroring, monitoring, and measuring) and offers Gila (Let's Go), a kickoff event to motivate Tribal members and provide them with workshops on customer service training, interview skills, resume building, and other information to help them obtain employment. The subsidized employment program, initially started with American Recovery and Reinvestment Act (ARRA) funding, brought more than 160 people on the welfare rolls from the villages to town and gave them the opportunity for full-time jobs, turning their welfare checks into paychecks. The subsequent collection of information that evidenced success convinced the State of Alaska to expand its use of State funds and invest them to continue the program.

Temporary Assistance for Needy Families is one of the United States of America's federal assistance programs. It began on July 1, 1997, and succeeded the Aid to Families with Dependent Children program, providing cash assistance to indigent American families with dependent children through the United States Department of Health and Human Services. This cash benefit is often referred to simply as "welfare". TANF was created by the Personal Responsibility and Work Opportunity Act instituted under President Bill Clinton in 1996. The Act provides temporary financial assistance while aiming to get people off of that assistance, primarily through employment. There is a maximum of 60 months of benefits within one's lifetime, but some states have instituted shorter periods. The reform granted states wide discretion of how to distribute TANF entitlements. States also have the authority to eliminate payments to recipients altogether. Under the new act, TANF recipients are required to find a job within 24 months of receiving aid. In enforcing the 60-month time limit, some states place limits on the adult portion of the assistance only, while still aiding the otherwise eligible children in the household. The Office of Family Assistance hosted a webinar on “Creating Tribal TANF and WIOA Partnerships to Connect Tribal Families to Employment” on July 20, 2016 2:00-3:15 p.m. ET. This webinar provided an opportunity to hear about partnerships between Tribal TANF agencies and local Workforce Innovation and Opportunity Act (WIOA) providers. Tribal employment and training agencies often face job placement challenges common to many remote and rural areas – namely, a small pool of employers, few job openings, and limited education and training opportunities in high demand labor areas. For these reasons, it is critical that Tribal TANF participants have the skills necessary to compete for jobs that already exist or are growing within the region. Local WIOA providers can help build the skills of Tribal TANF participants by providing job training and adult education services targeted to in-demand jobs in the region. Speakers from four organizations—Department of Labor, California Indian Manpower Consortium, Southern California Tribal Chairman’s Association, and Cankdeska Cikana Community College—discussed the innovative partnerships they have formed between Tribal TANF and WIOA to help move families toward self-sufficiency.

The Office of Family Assistance held a Webinar on Introduction to Social Capital on April 27, 2016 from 1:00-2:30 p.m. EDT. Traditionally, attention has been focused upon the human capital (education level; technical expertise; soft skills; hard skills) of TANF participants in order to improve their connection to and success in the labor market. Additional focus has been paid to an individual’s social capital (education, faith-based, neighborhood, cultural, and social networks; access to information and institutions; interpersonal interactions) and the important role it plays in improving employment and economic stability. Research has demonstrated that social capital provides valuable assets for families as they move out of poverty. Increasing a person’s potential for upward economic mobility involves strengthening three forms of capital that a person needs to possess: financial, human, and social. This webinar built upon the September 2015 Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes plenary session in Washington, D.C.

Update 10/17/2013: I just read the temporary budget and there's nothing in it relating to extensions of EBT's. Also, Sec. 131 TANF, CCEP and The Welfare Research was NOT extended and expired on Sept. 30th 2013 "Re-authorization language is needed to maintain operations". So as of now, about 4 million recipients will NOT be receiving benefits. . Make this viral! We need to get the word out-Update! It's legit folks!!! This is what Fox 13 out of Salt Lake City is reporting: "States across the country are being told to stop the supplemental nutrition assistance program for the month of November, pending further notice." If this memo is legit, we are in for some very hard times ahead folks. Please watch and share this. I tried to verify but the gov workers are furloughed. Probably not a bad idea to grab a few extra necessary supplies over the next few days.

However, to be effective, staff must master not only the art of helping clients, but also the skill of writing notes and outlining the plan. SSi is Helping The Home Health Care Industry With SaaS Solutions Says George Gundling Andrew: Interesting. Before we move on from health care, it's such a big part of our economy, what else are you doing in the health care software development field? George: We have an exciting project right now. We have multiple projects, but one of the very exciting ones is in the home health care space. Home health care is exploding because of the need to take care of patients. The cost to take care of them in the hospital really is not feasible. That is a huge growing business. There are about 24,000 home health care agencies across the U.S. We partnered with experts in that industry to develop a mobile-based system that enable the nurses and therapists and physicians all to have access to a system that they can not only be compliant with all the Medicare and insurance regulations, they can track everything that's going on with the patient. It really is meeting an objective for Medicare and for health care these days of clear communication of what's going on with that patient. You can see what they objectives are for that patient to improve their health care, how they're being addressed and how they're actually improving with that health care that's being given to them in the home. Andrew: Sounds like there's going to be benefits from this application, both for patients as well as these home health care agencies. What are the benefits to each of those two parties? George: I think what's really important, number one, is how we better take care of the patient. What the system does is set what those objectives are and to track those milestones. If a patient needs to be able to bathe themselves, for example, that's the objective of what the therapist and the home health care is doing -- improve their care so that they can take care of themselves. What this system will allow them to do is really focus on that patient care. It's not longer just, "I went to the person's house and I checked off a box." Now, it's going to that patient's home and verifying you're at the patient's home. You can take a signature of the patient to show you were there. You have the ability, with GPS, to know that they were there. And then, to take all the notes right there of what you've done with the patient and how they're doing against their objectives. It's really important for the patient. For the home health agency, what it enables them to do is get clarity of what they're going to be paid for their service and what that care plan is that they need to really address. Which is how many times and how often a nurse needs to go to the house for things like wound care. How often does a physical therapist need to go to the home for wound care? What are the additional supplies and durable medical equipment that's really needed for those patients to take care of them. Andrew: It sounds like that's going to increase their profitability, too, because they're going to get reimbursed. There's a lot of paperwork -- bureaucracy -- in the health care system. George: At the end of the day, that is most critical, to align what the home health agency is being paid for and how they're being paid for that service and then to track what services they're providing, so they know what they're being paid for and that they're providing the services that are agreed to by Medicare or by the insurance agencies.
