Juveniles committing crimes sometime get treated like adults in the penile system. Sometimes this seems logical and the “right thing to do”. But is it? Jeff Wallace takes you through what happens when you treat a juvenile like an adult in this riveting personal story. Jeff has spent most of his life studying the effects of the policy and procedures followed by the criminal justice system on at-risk youth – first, as one of those youths and then, through his undergraduate and graduate degrees in Criminal Justice. At work, he’s a Group Care Manager who guides a team at a non-profit organization, working to strengthen children, families and individuals by providing quality services that engage community resources to create effective solutions. He is also a Youth Counselor at a county detention center in Iowa and a Crisis Interventionist for the Davenport police department and local hospitals. He is driven to change the way youthful offenders are sentenced, so there will be more cases of these youngsters being able to find their true path in life. Louisiana fails to provide basic HIV services to thousands of inmates in parish jails, endangering the health of individuals and the communities to which they return, Human Rights Watch said in a report released today. The 70-page report, “Paying the Price: Failure to Deliver HIV Services in Louisiana Parish Jails,” documents the inadequate, haphazard, and in many cases, non-existent HIV testing, treatment, and linkage to care in the jails. Only a handful of the state’s 104 parish jails offer HIV tests to every inmate on entry, as the US government’s Center for Disease Control recommends. In many jails, HIV treatment is delayed, interrupted, or denied altogether, and continuity of care is disrupted by failure to link HIV-positive prisoners to medical care in the community when they leave the jail. The report was released in conjunction with the Louisiana AIDS Advocacy Network’s Legislative Awareness Day, which brought hundreds of people living with HIV to the Capitol from around the state.

How would juvenile justice reform differ if it were led by incarcerated youth? Trey Hartt is an artist and educator with a non profit and Gina Lyles has a personal experience with the juvenile justice system. Together they now are advocates for juvenile justice system reform. This talk was given at a local TEDx event, produced independently of the TED Conferences. The project has gained the attention of the local Richmond City Police Chief and the Director of the Virginia Department of Juvenile Justice and was recently awarded a Robins Foundation Community Innovation Grant to transition it into a 3-year program of ART 180 and the Legal Aid Justice Center. Michael Santos was arrested on August 11, 1987, when he was 23, for charges related to the distribution of cocaine. He was tried and convicted, then sentenced to 45 years. Credit for good behavior resulted in Michael's release from prison on August 13, 2012, after 25 years, when he was 48. During the quarter century that Michael served, he pursued a deliberate path to reconcile with society for the bad decisions of a reckless adolescence. He focused on a three-part plan: Michael aspired to educate himself, to contribute to society, and to build a support network that would help him emerge as a law-abiding, contributing citizen.While incarcerated, Michael earned an undergraduate degree from Mercer University and a master's degree from Hofstra University. He authored several books to help others understand prisons, the people they hold, and strategies for growing through adversity. He built a thriving support network that included a loving wife and sponsorship from leading citizens. Despite multiple decades in prison, Michael found strategies to contribute, to live a life of relevance, and to emerge with values, skills, and resources that translated into success after 9,135 days in prison. He works now to share those strategies with others, helping them to make the most effective use of time and to achieve optimal personal performance, regardless of external influences. He is a speaker, writer, and a consultant. In the fall, he will lecture at San Francisco State University on The Architecture of Imprisonment. In the spirit of ideas worth spreading, TEDx is a program of local, self-organized events that bring people together to share a TED-like experience. Students of color and with disabilities are disproportionately impacted by exclusionary discipline practices. New data from the U.S. Department of Education’s Office for Civil Rights (OCR) reveals that Black and Latino students are twice as likely to be pushed out of school. During the 2015–16 school year, Black students represented 15 percent of the total student enrollment, and 31 percent of the students who were referred to law enforcement or arrested. And, students with disabilities represented 12 percent of the overall student enrollment and 28 percent of the students referred to law enforcement or arrested. These disparities in school discipline practices start early. A 2014 OCR report found that while Black children make up 18 percent of pre-K enrollment, they represent 48 percent of pre-K children receiving more than one out-of-school suspension. In 2014, the U.S. Departments of Education and Justice released guidance to help states, districts, and schools address their use of exclusionary discipline and begin to implement research-based practices to promote positive school climate with a focus on civil rights. The Trump Administration has floated the idea of revoking this guidance. What will that mean for students of color and with disabilities? How can advocates continue to shine a light on the disparate impact of exclusionary discipline practices? The state of Michigan is quickly turning into a Sharia swamp, thanks to the reckless immigration policies of Obama over the past 8 years. Places like Dearborn that was once an all-American town has now earned the nickname “Little Baghdad,” where markets, businesses, mosques, and Islamic schools surround residents, as the place has been transformed into a third world country. In the wake of disturbing reports of a Muslim now being positioned to take over as governor, lawmakers are quickly realizing they have to take drastic measures before their state is completely overtaken by Muslims. In an unprecedented move, Michigan has just passed a law that will instantly make most Muslims instant felons overnight, sending a clear message that Sharia Law will no longer be tolerated in their state. Michigan has been on everyone’s Sharia radar lately, after the huge scandal emerged recently about the two Michigan doctors who were caught forcing female children to undergo genital mutilation. Dr. Fakhruddin Attar, 53, and his wife, Farida Attar, 50, were arrested several weeks ago at their medical office in Livonia, Michigan, where they were charged with three federal criminal counts, including conspiracy, female genital mutilation and aiding and abetting. But unfortunately for the Muslim couple and the entire Muslim population of Michigan, things have gone from bad to worse after what lawmakers just passed overnight. After realizing that only jailing two Muslims for their crimes would do little to stop the rampant cases of little girls being mutilated in order to comply with Sharia Law, (as it’s common that Muslims will just perform this procedure on their own children), Michigan has just passed a law that will send any Muslim to prison for 15 years who is found guilty of taking part in the procedure, to include parents. Pamela Geller has more: The law was written and passed in the wake of a widely reported and horrific discovery of the procedure being conducted on two girls from Minnesota and four from Michigan allegedly by a doctor in Detroit. The federal government investigating the incident said the FGM was pushed in these instances by an India-based Muslim sect called Dawoodi Bohra. Gov. Rick Snyder, who will be running against Muslim Abdul el-Sayed in the 2018 governor race, is frantic to take back control of his state that is being completely overrun by these Sharia-supporting Muslim terrorists. “Those who commit these horrendous crimes should be held accountable for their actions, and these bills stiffen the penalties for offenders while providing additional support to victims,” Gov. Rick Snyder said in a statement. “This legislation is an important step toward eliminating this despicable practice in Michigan while empowering victims to find healing and justice.” FOX News went on: The practice, also known as female circumcision or cutting, is a federal crime punishable by five years in prison. But the new Michigan laws — which also give prosecutors and victims more time to pursue such cases — create harsher penalties for procedures that have been condemned by the United Nation but are common for girls in some parts of Asia, Africa and the Middle East. Michigan is the 26th state to officially ban the practice in the U.S. The state laws take effect in October. The new laws apply to parents or others who knowingly facilitate genital mutilation, including the transporting of girls to another state for the procedure. Defendants in such cases will not be able to defend themselves in court by saying it is a custom or ritual. Under the laws, the statute of limitations for criminal charges to be filed will be 10 years or by the alleged victim’s 21st birthday, whichever is later. Victims will be able to sue for damages until their 28th birthday, which is longer than the previous two-year window after the discovery of harm. The state Department of Health and Human Services will develop an educational and outreach program targeting specific populations, including girls who may be at risk. Teachers, physicians and police also will receive information. Advocates say few states have enacted education requirements or longer statutes of limitations. “This barbaric procedure has no accepted health benefits and is only performed to exercise control over young women,” said one of the bill sponsors, Republican Sen. Tonya Schuitmaker of Lawton. “We owe it to our girls to give law enforcement and prosecutors every available tool to bring the perpetrators to justice.”

Psychologist Lindsay C. Malloy has devoted her career to improving the treatment of children in the legal system, including the development of better interrogation methods and interviewing techniques. As people across the United States express outrage over the interrogation methods used to question Steven Avery’s intellectually disabled nephew Brendan Dassey in the the Netflix documentary “Making a Murderer,” Malloy reminds readers not to forget the countless numbers of children who face interrogations every day. Dassey, who was 16 years-old at the time, was convicted as an accomplice in the murder. Lindsay C. Malloy is a developmental psychologist and assistant professor in the Department of Psychology and Center for Children and Families at FIU. She has devoted her career to improving the treatment of youth in the legal system, including the development of better interrogation methods and investigative interviewing techniques. Dr. Malloy’s research has been funded by the National Science Foundation, National Institute of Child Health and Human Development, and the Department of Health and Human Services. She was granted early-career awards from the American Psychological Association for her contributions to science and policy concerning children, families, and the law. Witness to the crimes of false diagnosis and psychiatric malpractice in North Dakota and Minnesota hospitals, Kimberly Arth reveals in this conversation how a sudden illness in Feb 2017 led to her being hospitalized and quickly committed to a psychiatric ward for evaluation, observation, forced drugging and blatant medical malpractice. Complicit in her labeling as delusional and obvious targeting was a long-lost cousin who fabricated stories about her being dangerously delusional; this cousin was later found to have been diagnosed with mental illness herself. Kimberly relates that her own background with her father being an attorney and various illustrious relatives led to her maintaining her composure and speaking up for herself while under lockdown in Sanford Hospital's psychiatric ward; a Lyme disease patient with several food allergies, she was unable to convince hospital staff that she had special dietary needs because she had expediently been named “delusional,” until she had an anaphylactic shock reaction to food she was given and compelled staff to call in the “Panic Squad” since apparently, at this hospital, no-one in the Psychiatric Ward was permitted to receive medical care, what they were given was psychiatric care,which in Kim's case translated to forced medication. Relating how and why she thinks she was targeted for what seemed like a major psychiatric takedown at this hospital—her very going to the ER being prompted by what she thinks was covert energy weapons attack—Kim relates many stories (which she distinguishes clearly as stories told to her) related to chilling accounts of genocide, child abuse, human trafficking and organ harvesting she had been given. She also discusses scenarios in Minnesota related to Satanist priests, Masons running hospitals, and Bishops being if not complicit, aware of Masonic activities. Offering fascinating accounts and dark visions of what may or may not be going on behind the scenes in some of the places she describes, Kim also discusses the witness of others regarding the creation and operation of FEMA camps, prisons, thousands of foreign troops, and underground cities in areas of North Dakota and Minnesota. Additionally Kim shares evidence from her medical records and subsequent tests and reports to establish her Lyme disease diagnosis, even though it was symptoms of this disease which were disbelieved, and chalked down as “delusional parasitosis.” Unsettling also is her finding that she was being set up for psychiatric commitment at a notorious psychiatric facility nearby at Anoka, well before her scheduled court hearing—in what she fears may be related to possible underground organ harvesting networks; what saved her was her own actions of self-advocacy in writing a letter to the judge, establishing her food allergies and other medical diagnoses and questioning her cousin's false statements about her. Kim has come forward to deliver her witness accounts both, she says, for herself and for those forgotten ones locked away in the psychiatric ward she was held in, whose situation is largely unknown to the world. Former Trump attorney Michael Cohen has been sentenced by a federal judge in Manhattan to three years in federal prison, followed by three years of supervised release for the eight counts brought by the U.S. attorney in the Southern District of New York, in a sentencing hearing in which Cohen said he acted out of "blind loyalty" to President Trump. That sentencing stemmed from Cohen pleading guilty to campaign finance violations related to payments to women alleging affairs with Mr. Trump will serve his term concurrently with a two-month sentenced imposed for lying to Congress, a charge brought by special counsel Robert Mueller. BEVERLY, Kentucky — When a federal judge struck down Kentucky Gov. Matt Bevin’s plan to force Medicaid enrollees to work for benefits in June, Bevin responded by abruptly cutting vision and dental coverage for nearly 500,000 low-income people, claiming the state had no way to pay for them. The move threw Kentucky’s health system into disarray, and patients arrived at dental clinics unaware that they no longer had coverage. “I had abscesses that ate into the bone,” said Susan Wells, a patient at the nonprofit Shawnee Christian Healthcare Center in West Louisville. “I'm getting dentures on the top, which is embarrassing to say in front of people, because [it] shows how poor you are when you don't have teeth.” Democrats and healthcare advocates criticized the move as vindictive and petty. “It was clear to us that that [the governor’s] decision was punitive, that it was in retaliation to the court case not going the way that he wanted to, and he chose to take that out on almost half a million Kentuckians who use that coverage to keep them healthy so that they can work,” said Angela Koch, the state outreach director for an advocacy group Kentucky Voices for Health. But the Bevin administration insisted the cuts were an “unfortunate consequence” of the judge’s decision to reject the state’s plan to implement a work requirement for some people on Medicaid, a waiver that had been approved by the federal government back in January. Lena McKnight struggled in school from the time she was a young child as a result of her learning and attention issues. She frequently got in trouble. She had an IEP, but didn't even know what it really was. Then she hit the breaking point. In 10th grade, the school told her she couldn't take an arts class because she was struggling so much academically. So she dropped out of school for good … or so she thought. Today, Lena has transformed from a high school dropout to a college student and youth advocate for other 10th graders who have learning and attention issues. How did she get there? Over the course of the 2015 – 2016 school year, Citizens' Committee for Children of New York's YouthAction Members (YAMs) conducted research on the School to Prison Pipeline, which is a nationwide trend of school safety and discipline policies that push youth out of the education system and into the juvenile or criminal justice systems. As they learned more about the forces at play in New York City and State, they realized that this issue is complicated and that a variety of interventions are necessary both within the education and justice systems. In order to make the issue easier for members of the general public to understand, the group decided to create an animated explainer video, which utilizes the power of images to make this complex concept come to life. They plan to use the video as a tool for advocacy, and encourage all New Yorkers to join the effort to improve the lives of youth. Schaeffer Cox, a well-known 2nd Amendment lobbyist who had won 38% of the vote in a State House election, accused State & Federal authorities of drug trafficking & child prostitution. Oil Pipeline company executive, Bill Allen, who was spared prosecution on multiple counts of sexual abuse of minors for his 2008 testimony against pro-2nd Amendment Alaska Senator Ted Stevens, was among those implicated. The State Wide Drug Taskforce supplied children for sex to state & federal officials in exchange for those official’s cooperation in concealing the ongoing illicit drug trafficking activities of the State Wide Drug Taskforce, Schaeffer Cox said. Not long after these public statements, the same departments that Schaeffer Cox accused of corruption sent in numerous provocateurs to entrap him by suggesting violence against the government, which Cox never intended. The FBI responded to Schaeffer Cox’s rejection of their violent proposals by creating a threat to his children that could serve as a motivator. Working with the Office of Child Services, the FBI filed a child neglect complaint on Schaeffer and his wife, Marti’s 1 1/2 year old son. Not requiring probable cause, child neglect complaints are an attractive tool for investigators who wish to enter a home, but lack any evidence to support a warrant. Once Schaeffer Cox was made aware of the “writ of assistance” issued for the seizer of his young son, the FBI dispatched undercover provocateur Bill Fulton to again try to convince Schaeffer Cox to go on a shooting spree in response to these new developments. Bill Fulton, acting under the supervision of FBI Special Agent Sandra Klein, pointed out that the child neglect complaint was corrupt work of Schaeffer Cox’s political adversaries in the govt, & urged him to kill all officials involved. When Schaeffer Cox & friend, Les Zerbe, refused Fulton’s violent suggestions a second time, Fulton flew into a rage, held a hunting knife to Les Zerbe’s throat, & told him he would slit his throat if Cox didn’t agree to proposed mass shooting. Cox & Zerbe refused, & escaped never to see Fulton again. Suspecting foul play by the FBI & local police, & fearing for their lives from Fulton, Schaeffer Cox & his wife went to military police station on Ft. Wainwright for help. Officers there advised Schaeffer Cox the Federal agents had come into the station & bragged of how they planned to “fix the Schaeffer Cox Problem” by “going into his home to take his kid, then just shoot Schaeffer Cox in the process.” The MP’s gave Schaeffer Cox’s attorney affidavits to this effect & would later testify to the same under oath. At the FBI Special Agents Klein’s direction, Fulton made a third attempt to get Schaeffer Cox to do a mass shooting. Fulton did this by issuing a death threat ultimatum, & promising to kill Schaeffer Cox himself if he refused the proposed violence again. Fearing for their lives, the Cox family packed up & headed for Canada. But the FBI sent another undercover provocateur, Rj Olsen, after them, court documents say. Olson, a self-described “drug-wholesaler” working under the supervision of FBI Special Agent Richard Sutherland, held the whole Cox family, including their 2 year old son and a 3 week old baby girl, hostage against their will in an attic for 21 days after sabotaging their vehicle, then using death threats from Fulton & made up story about a truck driver to keep them from leaving. The government does not dispute that the actions of the provocateurs working under the FBI’s supervision did meet the legal definition of 1st degree kidnapping, says Robert John, Fairbanks attorney who got all related State charges against Cox thrown out. On March 10th, 2011 Schaeffer Cox was taken from the attic to a deserted industrial lot in Fairbanks where he believed he would meet the “truck driver” Olson had promised. No such trucker existed. Instead there was an FBI ambush of out of town Agents who did not know that Schaeffer Cox was a well-respected local political voice with popular support. The Agent’s, who had been instructed to shoot Schaeffer Cox on site if he had a weapon, were not advised by the FBI case agent of Cox’s repeated statements about being a God loving Christian and non-threat. FBI Special Agent Richard Sutherland supplied JR Olsen with an un-registered, non-traceable pistol & instructed him to “put in Schaeffer’s lap then get under the truck so there will be some thick metal between you and him when the shooting starts.” The FBI’s plan was interrupted when the owner of the industrial lot started asking questions about why men with masks & machine guns were hiding around the corner. Schaeffer Cox was arrested and put on trial for “conspiracy against the government.” Audio recordings of him repeatedly rejecting violence were hidden from the jury, but are now being made publicly available by Schaeffer Cox’s supporters via YouTube & other means.

Lynette Lee, PhD is a Professor of Criminal Justice at California State University, Sacramento. Integrating her academic training in Criminal Justice and Political Science, she has been a pioneering educator, researcher and consultant in Criminal Justice for over 25 years. Her current research interests include Integral Theory and Justice Studies, Criminal Justice Education, Police and Communities, and Crime and the Media. David Muhammad is a leader in the fields of criminal justice, violence prevention, and youth development. David is the lead consultant and technical assistant provider to five California counties through the Sierra Health Foundation's Positive Youth Justice Initiative. He also provides leadership and technical assistance to the CeaseFire Violence Reduction Strategy in the cities of Oakland and Stockton, California. David is currently helping to develop a new organization in Los Angeles, the Anti-Recidivism Coalition (ARC), which was founded by a successful and famous Hollywood producer. ARC is a support network and advocacy organization for the formerly incarcerated. David is also co-coordinating a statewide coalition of juvenile justice advocates, the California Alliance for Youth and Community Justice. The former chief probation officer of the Alameda County (California) Probation Department, David was responsible for overseeing 20,000 people on probation, a staff of 600, and a $90 million budget. He ushered in enormous reform in Alameda County to move probation away from a deficit-based correctional model into a strengths-based Positive Youth Development model.

Rwanda: Human Rights and Political Prisoners Please join the Tom Lantos Human Rights Commission (TLHRC) for a briefing on the human rights situation in Rwanda. Rwanda has been governed by President Paul Kagame and his Rwandan Patriotic Front since 1994. In the 25 years since the end of the genocide that claimed the lives of 800,000 people, Rwanda has made a remarkable social and economic comeback. The government has achieved improvements to health care, boosted agricultural outputs, promoted investment, and increased women’s participation in politics. Unfortunately, this economic and social transformation has been overshadowed by an increasingly grim outlook for civil and political rights in the country. In the past several years, numerous domestic and international human rights organizations have trumpeted warnings that Kagame is using his authority to target political rivals and undermine freedom of expression. The government blocks access to news services and websites based abroad, monitors social media, permits authorities to hack telecommunication networks, maintains an onerous registration and reporting regime for nongovernmental organizations, and allows extrajudicial executions of petty offenders. Individuals who criticize Kagame or openly challenge his administration are often the targets of government reprisals. Numerous opposition leaders have been arbitrarily arrested and sentenced to long prison terms. Close family members, employees or associates of such government critics have also found themselves targeted for arbitrary detention as a form of pressure or retaliation. Examples include 2003 presidential candidate Theoneste Niyitegeka, opposition leader and 2010 presidential candidate Victoire Ingabire, relatives of government critic David Himbara, former military officers Tom Byabagamba and Frank Rusagara along with their associate François Kabayiza, and 2017 presidential candidate Diane Rwigara and her mother Adeline and sister Anne. In this context, the international community is rightfully concerned about Rwanda’s human rights situation. Panelists will review ongoing human rights abuses in Rwanda and offer recommendations for the U.S. government. Xavier McElrath-Bey was arrested for a gang-related murder when he was 13. After he was convicted, he was sentenced to serve 25 years in prison, nearly twice as long he had been alive. While in prison, Xavier earned a college degree and developed remorse for his role in the crime. He also committed his life to working for change on behalf of the victim in the case. Xavier was released in 2002 after 13 years. Soon after his release, Xavier earned a Master of Arts in Roosevelt University’s Counseling and Human Services program. For 12 years, he worked in various positions that were designed to help keep children out of the criminal justice system, including as an outreach worker and intervention specialist and as a clinical research interviewer for Northwestern University’s Juvenile Project, where he assessed the mental health needs and outcomes of formerly incarcerated youth. Xavier now serves as the Youth Justice Advocate with the Campaign for the Fair Sentencing of Youth. In his role he speaks to groups throughout the country in support of our public education and advocacy efforts. Xavier also works with other people who were incarcerated as youth to help them engage more deeply and strategically in the movement for the fair sentencing and treatment of all children. Through the Incarcerated Children’s Advocacy Network, or ICAN, which Xavier launched in 2014, dozens of people who were incarcerated as children have come together through social media and other channels to share support and information about their own advocacy efforts. “I am a firm believer that no child is born bad, and all children—including those who have made horrible mistakes—deserve another chance for positive change,” he said. When not working, Xavier spends as much time as possible exploring his hometown of Chicago with his young daughter, and spending time with family and friends. Yet many countries fail to adequately address the unique issues raised when women are deprived of their liberty. The panelists will discuss the causes of the increase in rates of imprisonment, including the global war on drugs and drug use. They will also address the conditions of women's imprisonment, such as lack of gender-specific healthcare, shackling during childbirth, and sexual violence in prisons. The increase in women's imprisonment impacts children and families. To address this, some countries such as Argentina have prisons where children up to 4 years old can live with their mothers. What are the benefits and challenges of this? What are the alternatives to this? The panel will discuss issues relating to women's imprisonment from an international and comparative perspective. What can countries learn from each other's practices? To what extent are the Bangkok Rules recently adopted by the UN being implemented in women's prisons around the world?
