So and so a chemical, physical or a biological agent poses a risk; This or that product is a hazard or behaving a certain way is unsafe. A lot of the time “hazard” and “risk” are freely used to mean the same thing. However they are not. Hazard is the potential to cause harm. Risk on the other hand is the likelihood of harm in defined circumstances. In a nutshell, hazard and risk are not always aligned as the risk depends on the exposure to the hazard ; similarly, risk, safety and perception of risk are not always aligned; this can make political decisions regarding safety levels difficult to make, in these cases it is especially important to base them on facts rather than on subjective perceptions. http://www.greenfacts.org

Research completed in silos can only offer pieces of solutions to urgent issues. This is why Ehab Meselhe, Vice President for Engineering at the Water Institute of the Gulf, argues the next generation of scientists need to be taught to collaborate and seek public input to solve these large problems. He details how his team of collaborators from different corners of academic are doing this to create the first participatory model of the Mississippi River in hopes to solve local and global coastal erosion issues When researchers, developers and policymakers want to make productive environmental changes to the Gulf coastline, they ask Ehab Meselhe and his team for guidance. Ehab was born in Egypt, where he developed a fascination with waterways like the Nile, a curiosity that would drive him halfway across the world to the Mississippi River. One of Louisiana’s leading experts on coastal systems, Ehab holds a PhD in engineering from the University of Iowa and has more than 20 years of experience researching coastal wetland hydrology, sediment transport and computer modeling of coastal wetland systems. His work in predictive modeling has contributed heavily to Louisiana’s 2017 Coastal Master Plan. Today, he is the Vice President of Science and Engineering at The Water Institute (http://thewaterinstitute.org/), the Baton Rouge-based independent research organization dedicated to providing science and solutions for challenges coastal communities face around the world. He’s working with a team of researchers and engineers on large-scale projects to divert water and sediment from the Mississippi to create new land along the marshes of southeast Louisiana, and exploring how 3D modeling of coastal systems can help Louisiana win its ongoing battle against erosion. If you are going to send someone to evaluate or control an emergency involving hazardous materials, that person must receive training to do the job safely and intelligently. In Standard 472, the National Fire Protection Association recommends that hazmat responders receive the appropriate training for each of the following four levels: First Responder Awareness Level First Responder Operations Level Hazardous Materials Technician Hazardous Materials Specialist Hazmat Team should be trained to the "Hazardous Materials Technician" level defined by NFPA Standard 472. In addition to the NFPA standard, OSHA's Worker Protection Standards, found in 29 CFR 1910.120, require levels of training, medical surveillance, personal protective equipment, and emergency response plans (including the use of a site-specific incident command system). According to 29 CFR 1910.120(q)(6): HAZWOPER training shall be based on the duties and function to be performed by each responder of an emergency response organization. The skill and knowledge levels required for all new responders, those hired after the effective date of this standard, shall be conveyed to them through training before they are permitted to take part in actual emergency) operations on an incident. Employees who participate, or are expected to participate, in emergency response, shall be given training.... EPA has issued regulations with the same requirements for hazardous materials responses in states not covered by OSHA regulations. These standards are now required for everyone responding to hazardous materials incidents.

The winning of the Right-to-Know about chemical exposure was a significant achievement for Labor Unions, although it took almost fifteen years to gain a national standard. It is hard to believe today that just twenty-five years ago workers did not have the right-to-know the identity of the chemicals they worked with or were exposed to, even if the chemicals were making them sick. The OSHA Right to Know or Hazard Communication standard had its roots in the passage of the OSH Act in 1970. The Act specifically addressed the labeling of hazardous chemicals and gave OSHA the authority to make specific requirements relating to "labeling or other forms of warning." The Industrial Union Department of the AFL-CIO began sending letters to the Secretary of Labor every six months beginning in 1971 requesting a standard that would require that all OSHA-regulated chemicals be identified by their chemical name. In 1976, PhilaPOSH (the Philadelphia-based COSH group), with the Ralph Nader-based Health Research Group, formally petitioned OSHA for a standard. After years of pushing by Labor Unions and COSH Groups, public hearings and review and political delays after Reagan became President in 1981, the initial standard was finally promulgated on November 25, 1983. Unfortunately, Reagan's OSHA only had it cover workers in manufacturing. A legal challenge to this limitation (and some of the trade secret provisions) was filed in Federal Court by the United Steelworkers of America, AFL-CIO, and by Public Citizen, Inc. The Court agreed with Organized Labor and not OSHA. OSHA, with more legal action by the Unions, finally issued a revised regulation on August 24, 1987. The revised final rule expanded the scope of industries covered from just manufacturing workers to finally cover all workers. NSF investments in earthquake research have reduced risks to people and property. NSF joins other federal agencies to share new knowledge and tools as part of the National Earthquake Hazards Reduction (NEHRP) program, established in 1977. Earthquakes can be devastating to families, communities and societal infrastructure, which has implications for national security and the economy. On March 27, 1964, a 9.2 magnitude earthquake hit southern Alaska. The largest recorded earthquake in U.S. history, the event shook rivers and lakes as far away as Texas and Louisiana. The earthquake and resulting tsunami caused 129 fatalities and more than $2.3 billion in property losses (in 2013 dollars). The damage helped spur the formation of NEHRP, established by Congress with the Earthquake Hazards Reduction Act. For more than four decades, federal funding for earthquake research has led to improvements in building codes, evaluation and design guidelines, and construction practices, enhancing societal resilience to earthquakes. NEHRP is a joint effort between NSF, the Federal Emergency Management Agency, the National Institute of Standards and Technology, and United States Geological Survey. Numerous other federal agencies have earthquake-related programs. NSF gives researchers the tools they need to learn how earthquakes and tsunami impact buildings, bridges, utility systems and other critical components of today's society. From 2004-2014, NSF supported operation of the George E. Brown, Jr. Network for Earthquake Engineering Simulation (NEES), a distributed, multi-user, national research infrastructure for earthquake engineering research, innovation and education. Through testing and simulations at NEES facilities, researchers made discoveries that advanced earthquake retrofitting, tsunami preparation, and performance-based designs, and contributed many other outcomes. In 2015, NSF recognized the national need for resilience against multiple natural hazards and initiated a new chapter in hazards research with a $40-million investment in Natural Hazards Engineering Research Infrastructure (NHERI). Many U.S. communities are vulnerable to more than one kind of natural hazard. A single hazard event can bring several dangers: Earthquakes can trigger tsunamis and landslides. Water, energy and communication systems; buildings, tunnels and industrial facilities; and national security all depend on their ability to withstand natural forces. The stakes are massive. To help better understand and resist the impacts of earthquake, wind and water hazards, NHERI is providing a network of shared, state-of-the-art research facilities and tools located at universities around the country. An interdisciplinary approach is essential to create earthquake resilient infrastructures. Another is the importance of considering implementation of knowledge together with advancing the frontiers of knowledge; they should move ahead hand in hand.

Made during the Apollo program, “Assembling Apollo” is an official NASA film produced circa 1968 that tracks the numerous pieces used to create the rockets and spacecrafts that took man to the moon. The film opens with the various parts being brought to the Kennedy Space Center via all sorts of airplane, ship, and vehicle, as engineers carefully assemble the various stages of the Saturn V rocket. Workers attach communication and fuel lines at mark 02:10, and at mark 03:15 put the “brains” of the rocket — the instrument unit — in place. Starting mark 03:35, the film checks in on the assembly of the lunar spacecraft (including the lunar module, service module, and command module) in the Command Spacecraft Operations Building at NASA before showing it lifted atop the waiting Saturn V at mark 04:40. Current-loop technology has been used for analog sensors for the past 4 decades to transmit important process data to the control system, whether that system is a DCS (distributed control system) a PLC (programmable logic controller), or a single-loop controller. Current-loop data transmission is simple and cost-effective. Only a small amount of current (4 to 20 milliamps to be exact) is required over a single pair of wires for each current loop sensor. One 2-amp, 24 Volt DC power supply can “drive” dozens of sensors. For current-loop analog sensors, the lowest measurable process value is called the Lower Range Limit, or LRL. The analog sensor will output 4 milliamps at this 0% reading. The highest measurable process value is called the Upper Range Limit, or URL. Video from the Crude Oil Train lead locomotive 4934 was obtained from data transmitted wirelessly when the emergency brakes were applied, and parametric data was downloaded from the trailing distributed power unit locomotive 6684. The video begins at 14:08:37 Central Standard Time (CST) with the view from the front of the Grain Train as it travels westbound on main track 1. The text “Grain Train #6990” and the speed of the train are displayed at the bottom center of the screen. The westbound direction of travel is briefly indicated by a text annotation. The train passes a track switch and a vehicle belonging to a signal maintainer at 14:09:06; the vehicle is labeled by a text annotation for about 10 seconds as the train approaches the vehicle. The front end of the crude oil train begins to be visible on the adjacent track to the left at about 14:09:41, and it is labeled with a text annotation. I am not a fan of this style bag because they are usually large and so it gets over packed and the weight distribution is terrible for long journeys. This bag however is small and compact making it easy to use and comfortable on long excursions. The zippers and stitching are sturdy and padding is ample. It is small in size but that is what makes it the most appealing. Price: Is this a good deal? Appeal: Is the design sleek? Is it easy and comfortable to use? Utility: Does it preform as intended? Is it sturdy and well made? WoO: Can it be used as a weapon of opportunity? Price At $158 it is one or the most expensive bags I own for its size. It is quality but the price is a big deterrent for me. Appeal It is a very slick bag and I have received more compliments on this piece of gear than any other I carry. Utility This is a very functional bag. All the pockets were easily accessible and the design was user friendly. It was very comfortable for a sling bag, which are traditionally uncomfortable. The small design helped with the problem of overloading a sling bag and making it uncomfortable. WoO Yes and yes. This bag can be unstrapped and used as a monkeyfist or makeshift flail. MARCOM's "The ANSI Material Safety Data Sheet" HAZWOPER Video Program assists facilities in complying with the employee training requirements of OSHA's HAZWOPER regulation (29 CFR 1910.120), and helps instruct employees about the ANSI MSDS format and reviews how the information in an MSDS can help them work safely with potentially hazardous chemicals. Hazardous materials and waste are part of many work situations, and can be found on many types of job sites. OSHA feels that it is so important for employees to know how to recognize these potentially dangerous substances (as well as how to handle and dispose of them properly) they have mandated that anyone working with these substances receive comprehensive training in this area. In 1976, the U.S. Environmental Protection Agency (EPA) issued the Resource Conservation and Recovery Act (RCRA) to regulate the handling of hazardous waste "from cradle to grave". Since then other regulations have followed, including OSHA's 29 CFR 1910.120, also known as HAZWOPER. As part of these regulations, there are varying requirements for employee training, depending on an employee's specific level of involvement with hazardous materials.
