The rates they are using to calculate pension liabilities are not accurate. Minnesota Just changed to the new regulations and they went from almost the top funded to one of the least funded. The problem is there are only 8 states that have switched to using more accurate numbers. The reason they are more accurate is because they are all valued in today's dollars to project payments obligations decades from now. The whole pension system is in crisis and it's much worse than we thought.

The State Government Finance Committee approved the omnibus pension bill Wednesday, May 10, that is intended to sustain the health of the pension funds into the future by increasing employees and employers contributions and lowering the annual cost-of-living adjustments. "I think this reform came about, because we had these funds that were in serious demise..." said bill author Senate Julie Rosen, R-Vernon Center. One of the key factors for establishing the reform, Rosen said, was that beneficiaries are living longer, and benefits are continuing to be paid.

On 05/05/10 the MN Senate passed a state pensions bill. The current pensions system is unsustainable and in deficit. An amendment was offered that would have not changed any existing pension benefits but going forward reformed the structure of the MN pension system for state workers to a sustainable model. The amendment was defeated.

Governor Dayton Signs Pension Bill at State Capitol Ceremony

Before a bipartisan group of lawmakers, state officials, public retirees and workers, Governor Mark Dayton signed into a law Thursday, May 31, a bill stabilizing Minnesota's pension system. According to Minnesota state officials, the pension reform legislation eliminates about $3.4 billion dollars in unfunded liabilities and sets the state on a path to be fully funded within 30 years, thus stabilizing the benefits for 511,000 public employees and retirees. In addressing the large crowd in attendance, Governor Dayton said, "I'm proud to be a public employee. I'm proud of what we all together have done for the state of Minnesota and I'm just very very happy that we can provide this security for all of you and everyone else throughout our state." Legislative Pension Commission Chair Julie Rosen said, "A bill of this magnitude doesn't come along very often, and it is going to change not only the pensions and security for our pensioners ongoing, but our financial stability in this state, and that's what more important. So, I just want to say to all the other states, you should stand up and watch what happened in Minnesota."

Transcript: Governor Christie: You’re being required to plan and save for your own retirement for you and for your family. And by the way, pay exorbitant taxes to make sure that after 20 or 25 years these folks get to leave and start a new career. And by the way, what’s the percentage of people that we pay out of state on the pension? Treasurer Ford Scudder: If I recall it’s about 30. Governor Christie: So then 30 percent of the people leave and take our money out of state. Why? Because they don’t want to pay the taxes that supported the pension they’re receiving. And we somehow have come to be convinced by these folks in the public sector union movement that this is perfectly acceptable conduct and we should just sit by and continue to pay the tab. And I think what (Tom) Byrne and (Thomas) Healey are telling you is, regardless of what they think of the politics of everything I said, we’re not going to be able to afford to pay the tab. And I’ve been saying that for eight years, and that makes me anti-union. I think it makes me fiscally responsible and a realist. These are things that need to be done, we’ve been talking about them for eight years and pushing them and spending a lot of political capital on them. In the end, though, if there’s not the will in the legislature to do this—then we’re going to keep digging the hole deeper. Now, we’ve made the funded portion of the pension significantly better even though it’s 10 billion dollars deeper, in pure dollars, the funded ratio is much better than it was when we got here. We’ve contributed to helping make the problem less severe but it is the single biggest problem fiscally in the state. If you look at everything else we’ve done from a budgetary perspective, the state is in pretty good shape, and better shape than when we got here. We have 13 percent one shot revenues when we get here and we’re done to below two percent now. That’s what creates the structural deficit.

Even as federal lawmakers consider short-term repairs to the Affordable Care Act, a growing number of Democrats including Sen. Al Franken are looking more long-term. The Minnesota Democrat announced Tuesday that he has signed on as a cosponsor of Vermont Sen. Bernie Sanders’ “Medicare for All” single-payer health care plan, calling health care “a right for all Americans.” In the short term, Franken — a member of the Senate Health, Education, Labor and Pensions Committee that’s trying to address the most urgent problems — said the Senate needs to “pursue bipartisan policies that improve our current health care system for all Americans.” A fix can’t come fast enough for Minnesota officials.---

Demographic Shifts in Minnesota Impact Future Workforce

Minnesota State Demographer Susan Brower addressed the Legislative Commission on Pensions and Retirement Tuesday, February 6, and offered some difficult news about the trends and forecasts for public employment in Minnesota. Her presentation demonstrated the impacts of demographic trends due to the aging of the population, the resulting shifts in the labor force and the growing racial and ethnic diversity in the state. "These demographic trends will alter the absolute and relative size of population groups and require deliberations about whether and how the state should shift its policies, its programs and its resources," Brower said. Senator Warren Limmer, R-Maple Grove, questioned the "doom and gloom scenario” of the presentation, remarking, "I can understand where you're arriving at these figures, but that’s not to say that we couldn't change the outcome if we purposely decided to make certain policy changes in Minnesota."

Mauldin: The Alarming Pension Crisis Math

Unless you’ve been living underneath a rock, you’ve undoubtedly read or heard something about “The Coming Pension Crisis.” Let’s begin with a number to put it into perspective. $2,000,000,000,000 (That’s two trillion with a capital “T.”) That figure represents the amount of unfunded pension liabilities currently sitting on the books of state and local governments. Unimpressed? This number is a mirage. The real problem could actually be far bigger. “But that assumes an average 7% compound return,” says visionary thinker and best-selling author John Mauldin, who recently joined Hedgeye Founder/CEO Keith McCullough for an exclusive conversation. If you assume 4% compound returns the unfunded pension liability balloons to $4 trillion, Mauldin says. What if we land ourselves in a recession and stocks fall more than 40%? “Now you have an unfunded liability in the range of $7–8 trillion,” Mauldin explains. While Mauldin says the U.S. appears to be “chugging along” just fine right now, the implications for the U.S. economy lugging around all this debt could be dire when the next recession does hit. “I think because of the debts in this country, public and private together, that the recovery from the next recession is going to be even slower,” Mauldin says. “That’s because debt is a drag on growth. This April marks the twenty year anniversary of the devastating Red River Valley flood. According to a recent Minnesota Public Radio report, more than $1 billion dollars has been spent on flood-control projects along the Red River since then. Senator Mark Johnson, R-East Grand Forks, provides details on his bill to fund flood mitigation efforts throughout the state.

Let’s aim for the amount of Carmelo Anthony jokes that have been made in the past year or the amount of jabs Carmelo takes before a shot, 4321. Also, follow me on the gram cause I do updates there. And let’s get into it. Carmelo Anthony in his last year with Knicks averaged 22.4 points a game on 43% shooting from the field and 36% from 3 at the age of 32. Just 4 years before that in the 2013-14 season, Carmelo averaged 27.4 points per game off of 45% shooting from the field and 40% from 3 while shooting over 5 3 point attempts a game. Yes, at the age of 28, Carmelo was an elite shooter. The problem is that everyone expected Carmelo to be as good at the age of 32 as he was at the age of 28 because of one man, LeBron James. There have been superstars like LeBron, Kobe, and Jordan that have done well in 30s and there have been many other superstars like Shawn Kemp have not. NBA players are not meant to be at their best at 32, they’re supposed to be on the decline. Their peak is meant to be at 29. So Melo was fighting expectations by the time he made it to the Thunder. And man has he struggled. Now Carmelo is supposedly going to get cut from the Rockets because his offense isn’t enough to offset his defense. The -11 on defense isn’t cutting it. However, Melo isn’t getting cut for that, not exactly. The defensive coach, Jeff Bzdelik, was what made the Rockets defense elite last year and without him this season along with no Trevor Ariza and Mbah A Moute has led to the Rockets having the second worst defense in the league. And Jeff doesn’t have such a good history with Carmelo. Jeff was the head coach for the Nuggets in 2002-2005 and publicly criticized Carmelo for his defense. Jeff was fired after Carmelo and him couldn’t see eye to eye. So when Carmelo joined the Rockets, Jeff suddenly retired. Now the Rockets realize they need Jeff, Carmelo is on his way out after playing 10 games. But the expectations, the coaching, that isn’t the only thing that has caused Melo to be in today’s situation. It’s what the Warriors have done. The Warriors turned this league into a 3 point shooting game where the scorers of the old like Melo were out of place. It’s about being efficient 3 point shooters, not just scorers. And with the Warriors rising, Carmelo simultaneously was aging on a bad franchise like the Knicks. Melo never had to adjust to the evolving NBA because the Knicks never were on the forefront of the NBA and that Melo had established a way of playing that worked for him. It was the jab, jab, pump fake, shot. Or jab jab, dribble hesi pull-up. Come to think of it, there weren’t many variations of how Melo got his shot. Ok Melo. You do you man. But as everyone put an emphasis on efficiency, more and more after the Warriors won in 2015. Melo got a worse rep for being an inefficient scorer and not for moving the ball because everyone was trying to replicate the Warriors. The Thunder were a mess because of Billy Donovan being incapable of integrating Carmelo and Carmelo being stubborn. On the Rockets, Carmelo adapted the new coaching scheme, came off the bench, but it wasn’t enough and it wasn’t all Carmelo’s fault that the Rockets have been bad. Carmelo Anthony was a superstar, was the guy that could score, but these circumstances and time have made Carmelo Anthony into the joke he is today. I don’t think he deserves any of this, he doesn’t deserve to be cut or blamed for making a team worse, but Carmelo is not Carmelo and all this led to the Melo we see today, but what do you think? Where will Melo sign? Can Carmelo help a team win a championship?

Promoting the Minnesota Secured Choice Retirement Act

Lawmakers and advocates unveiled the Minnesota Secure Choice Retirement Act at a State Capitol press conference Wednesday, April 5. The bill would provide new retirement plan options for Minnesotans who do not have access to workplace-based retirement programs. According to AARP, 55 percent of small businesses do not offer retirement savings plans for their employees, and 54 percent of Minnesotans are concerned that they will not save enough money for retirement. The Senate sponsor of the measure, Senator Sandra Pappas, DFL-St. Paul, said, “In order to protect the future of our state tomorrow, we need to start preparing yesterday. Unfortunately, people closest to retirement haven’t saved enough in part because they lack access to a reliable savings plan.” Representative Jamie Becker-Finn, DFL-Roseville, author of the House version of the bill, says retirement plan options should be “portable and affordable”, with low fees, better interest rates and greater access to financial products.
