Over $3 billion a year of taxpayer money funds these programs into a black box of unaccountability. This year alone HMOs kept $300 million in profits and over years HMOs have hoarded $2.5 billion into their reserve funds." If all public health insurance programs run by various state agencies were consolidated into one state agency payer would save an estimated $2 billion this year - a significant dent in the $5 billion state deficit. Commerce Commissioner Mike Rothman and other key state officials released the final health insurance rates and plans that will be sold on MNsure, the state-designed health insurance marketplace. The plans and rates, announced Friday, September 6, will be available to Minnesota consumers and small businesses October 1st, when Minnesota's health exchange officially opens. When purchased, the plans would be effective January 1, 2014. Last session, Governor Mark Dayton and the legislature decided to create MNsure, a state-operated health exchange authorized under the federal health care law. According to Rothman, MNsure will offer many health insurance options at premiums that will be among the lowest in the country. He also explained that Minnesotans will have multiple plans from which to choose, and throughout the state, health insurance shoppers will find plans from two to five providers.

As Minnesota prepares to grapple with the rapidly changing health insurance marketplace, a bill before the Senate Health and Human Services Committee on Thursday, March 23, would end MNsure, Minnesota’s state-run health insurance marketplace. In response to the recent action in the House Committee on Health and Human Services that voted in favor of abolishing MNsure for the federal healthcare.gov exchange, Chair of the Senate Health and Human Services Committee Michelle Benson, R-Ham Lake, brought SF 1148 before the committee to have the debate about whether to stay with MNsure, move to the federal exchange, or offer an alternative. The bill’s sponsor, Senator Scott Jenson, R-Chaska, amended the measure to establish a private state-based marketplace. "I think MNsure has been a tool to bring us to a certain point in time," said Jensen. He said that policymakers need to "sharpen their pencils" as they consider ways to move forward. Senator Jeff Hayden, DFL-Minneapolis, reminded committee members that "there a large swaths of Minnesotans that this is working well for, that they are getting their health insurance as they need it, they are getting covered, they are able to access the doctors and get the care that they need." The committee did not act on the measure.

Republican legislative leaders spoke to reporters on the steps of the Capitol on Monday, July 31, upon the initial release of rates for the 2018 individual insurance market. Republican leaders pointed to the success of the Minnesota Premium Security Plan passed by the legislature during the 2017 legislative session for the stabilization of insurance rates, impacting about 170,000 Minnesotans in the individual and small group market. The Minnesota Department of Commerce released two sets of rates, one that incorporates the reinsurance plan, designed to help stabilize premiums in the individual market by providing additional financial supports for high-cost insurance claims. A second set of numbers projects increases in the individual market rates if the federal government does not approve Minnesotaâ€™s Section 1332 State Innovation Waiver. Finalized rates will be available in October. In a statement, Governor Dayton said, â€œMinnesotans, who buy their health insurance on the Individual Market, are receiving the tremendous news that proposed insurance rates will remain essentially unchanged next year. That assumes the federal government will approve our state's new Reinsurance Law, as we have requested. I applaud the Minnesota legislators, who worked together to pass this pioneering legislation, which is being shown to cause major reductions in the costs of health insurance next year for many thousands of Minnesotans. "However, those reductions come at a very high cost to our state's treasury, totaling $543 million over the next two years. We will be hard-pressed to continue to provide those subsidies alone. It is essential that the President and the US Congress act now to share this responsibility in the years ahead," he added.

What Medigap Plans Cover There are currently 10 standardized Medigap plans available in all states except Minnesota, Massachusetts, and Wisconsin, where plans are slightly different. But most of you will have these 10 plans to choose from, and each plan covers a different set of benefits. The most comprehensive plans, like Plan F and Plan G, leave you with little to nothing out of pocket. There are also less comprehensive Medigap plans like Plan N with lower premiums that pay for some of your gaps and leave others for you to pay. This gives you the ability to choose a plan that has the right price and the right benefits for you. Because the federal government standardized Medigap plans in most states, you can shop the plans in your area based on price. For example, the benefits for a Plan G policy are the same no matter which insurance company you purchase it from. Governor Mark Dayton, DFL legislators and several Minnesotans affected by unaffordable premiums in the individual health insurance market gathered Tuesday, January 17, to urge Republican leaders to consider the Governor's premium relief proposal. Roughly 123,000 Minnesotans in the individual market have incomes exceeding the threshold for federal subsidies. In 2017, the health insurance premiums for this group increased by as much as 67 percent, causing some to forego health care or dip into savings. Governor Dayton initially proposed his health insurance rebate plan in October, after the Commerce Department announced the premium increases in the individual marketplace. The plan would provide an immediate 25 percent health insurance premium rebate and is projected to cost $313 million dollars. Last week, Senate Republicans passed Senate File 1, the 2017 Health Care Emergency Aid and Access Act, which would provide health insurance premium relief in addition to implementing reform measures. The Governor and DFL legislators urged Republican lawmakers to separate the relief part of the plan from the reform measures to ensure more immediate relief for Minnesotans. House Tax Chair Greg Davids, R-Preston and co-chair of the MNsure Legislative Oversight Committee, said in a released statement, "House Democrats had an opportunity on the first working day of session to declare an urgency and pass health care relief—they blocked it...It's simple: we need relief, continued access to life saving care, and key first steps to start fixing the individual market for next year."
