This talk was given at a local TEDx event, produced independently of the TED Conferences. Commander Mooz discusses the operational planning process in decision making. His insight provides a structure on how to get plans into action using this process. Commander Mooz is a member of the Royal Canadian Navy with over thirty-two years of service. He has performed various duties at sea in RCN warships and ashore at Canadian, American and NATO Commands during that period. He has an Honours BA from the University of Guelph, a MA from RMCC and is a PhD candidate at RMCC. Commander Mooz is a graduate from the Canadian Forces College in Toronto and the NATO Defence College in Rome, Italy, and is currently the Chief of Staff at RMC. Asheville Police unveils a new operations plan that will guide the department's policy for the next three years. The plan includes spending time talking with people in the neighborhoods. That's a key part of what they call the Strategic Operations Plan. Police Chief William Anderson released the plan to the public. The department spent ten months listening to residents in community meetings, and developing goals to improve efficiency. It focuses on diversity in hiring, and then paying officers enough to stay on the force. The Chief says officers want this to be a new day for the department. The plan focuses on community resource officers, one per neighborhood, to stay in close contact with residents. The crowd continued offering suggestions Thursday night, asking officers to give them information about crimes they're investigating. West Asheville resident Mark Lewis says police need to make followup reports to residents who report crimes. He says, "just for that peace of mind, and also for the intelligence for the rest of the community, if you want to have community watch and community safety, I think the community needs to be informed as to the status of what's going on with someone." The military exercise served the purpose of "planning, preparation and conducting combat operations," but many defense analysts interpreted the show of military force to be a direct message to Ukraine and its Western allies regarding Russia’s control over the Crimean peninsula. The exercise was conducted at the Opuk training range on the Black Sea Coast with drills involving warships, aircraft and tanks, with Moscow firing its S-300 and S-400 missile systems. "On such a scale and with the deployment of different force groupings, such drills are being held for the first time," said defense ministry spokesman Igor Konashenkov highlighting the unprecedented nature of the massive show of Russian military force. "This training range is the biggest on the Crimean peninsula, which allows for such exercises to be held." The drills were overseen by Russian Defense Minister Sergei Shoigu and the head of the General Staff Valery Gerasimov as well as Crimean leader Sergei Aksyonov. "Strategic drills are essential to military training in Russia in 2016 with a focus on different troops working together. You should not twist this into anything – there’s no politics," explained Konvashenkov emphasizing that the drills should not be construed as a message to Russia’s neighbors despite the West’s rush to describe it as just that. INTRODUCTION Their army’s equipment and strategy was “outmoded”; their air force’s bombs and missiles were “more dumb than smart”; their navy was “more rust than ready”. For decades, this was Western military leaders’ view, of their Russian counterparts. What they have seen in Syria and Ukraine has come as a shock. Russian military jets have, at times, have carried out more sorties in a day in Syria than the US-led coalition has done in a month. The Russian navy has launched ballistic missiles from the Caspian Sea 900 miles way, and kept supply lines going to Syria. The air defenses installed by the Russians in Syria and eastern Ukraine would make it extremely hazardous for the West to carry out strikes against the Assad regime or Ukrainian separatists. In this video, Defense Updates looks at HOW PUTIN’S RUSSIA HAS SIDELINED US & NATO IN SYRIA WITH MILITARY MIGHT ? INCEPTION The unrest in Syria, part of a wider wave of 2011 Arab Spring protests, grew out of discontent with the Assad government and escalated to an armed conflict after protests calling for his removal were violently suppressed. Syrian opposition groups formed the Free Syrian Army (FSA) and seized control of the area surrounding Aleppo and parts of southern Syria. Over time, some factions of the Syrian opposition split from their original moderate position to pursue an Islamist vision for Syria, joining groups such as al-Nusra Front and ISIL. Iran, Russia and Hezbollah support the Syrian government militarily, while beginning in 2014, a coalition of NATO countries began launching airstrikes against ISIL. International organizations have accused the Syrian government, ISIL and rebel groups of severe human rights violations and of many massacres. U.S leaders have called for removal of Assad. Hillary Clinton as US Secretary of State in 2011:”The world will not waver, Assad must go”. Obama as US President in 2015: “Assad must go”. Trump as US President : “Assad won’t get away with 'horrible' crimes" RUSSIAN INTERVENTION & GOALS The Russian military intervention in the Syrian Civil War began in September 2015, after an official request by the Syrian Government for military help against rebel and jihadist groups.The intervention initially consisted of air strikes fired by Russian aircraft stationed in the Khmeimim base at targets primarily in north-western Syria, against militant groups opposed to the Syrian government, including Syrian National Coalition, the Islamic State of Iraq and the Levant (ISIL), al-Nusra Front (al-Qaeda in the Levant). BOMBING RAIDS FROM AIR & SEA Russian forces in Syria were reported to have used a mix of precision-guided munitions and unguided weapons.The October 2015 airstrikes were Russia's first operational use of precision-guided munitions, whose development in Russia lagged behind other nations due to economic instability in the 1990s. The majority of weapons employed, however, were unguided. S 400 AIR DEFENSE SYSTEM The deployment of S 400 come after Turkish fighter jets shot a Russian Su-24M bomber out of the sky. It was seen as a backstabbing by Russia. President Vladimir Putin warned of “serious consequences" over the downed Sukhoi Su-24, which Turkey claims ignored 10 warnings to keep out of its airspace at the Syrian border. S 400 is considered to be most powerful air defense system in the world. Each S-400 battalion is equipped with 8 launchers, a control center and radar. Each of these 8 launchers is equipped with 32 missiles, so a single S400 has 256 missiles onboard. The S-400 uses 4 different missiles along with a multilayered radar-tracking umbrella to cover its entire performance envelope. RUSSIA’S SPECIAL FORCES SPETSNAZ Since their arrival in September, the Russians have used naval infantry to secure a key port in Tartus and the perimeter of an airfield in Latakia. Russian troops had long helped advise and train Syrian forces. But Russian special forces operating on the front — aside from a small number of artillery and tank units — have remained mostly out of the public eye. CONCLUSION Exactly one year ago, Syrian President Bashar al Assad, with Russia’s help, was laying waste to the last rebel-held neighborhoods of Aleppo. The task is almost complete, with Assad firmly in control and U.S & NATO influence marginalized. In his comments to the press recently, Mr Putin said Russian efforts would soon switch from the battlefield to reconstruction. He added, “Military co-operation had saved Syria from collapse and long-term normalization was now possible.” As Mr Putin meet with Mr Assad and his Iranian and Turkish counterparts to discuss a framework for “post-conflict” Syria, his role as the Middle East’s most important foreign deal-breaker is secured. According to a military source on Sunday, South Korea's defense ministry has reported its plan, dubbed "Korea Massive Punishment and Retaliation" to the National Assembly. The concept is to launch pre-emptive bomb strikes on a certain area of Pyongyang, targeting Kim Jong-un and the military leadership, if the regime shows signs of using its nuclear weapons. The South would use high explosive shells as well as its homegrown ballistic missiles, including the Hyunmoo 2A, 2B and 3, which have respective ranges of three-hundred, five-hundred and 1-thousand kilometers. The military aims to complete launch testing by the end of next year... and expand the Hyunmoo lineup. Also, as a show of force against the North,... the United States will dispatch its some of its strategic military assets to Korea as early as Monday. These are likely to include units from its long-range arsenal like the B-52, B-1B and B-2 bombers from the Andersen Air Force Base in Guam. Meanwhile, next month, South Korea and the United States will conduct joint naval exercises... to simulate the targeting of major military facilities in the event of war. The U.S. will deploy the USS Ronald Reagan, the flagship of one of its carrier strike groups. The nuclear-powered aircraft carrier can carry up to eighty combat fighters and aircraft,... and a crew of more than 5-thousand. The defense contingency measures come amid concerns expressed by the American media about the growing possibility of the North's missiles reaching the U.S. mainland. On Saturday, the Wall Street Journal remarked on the North's fast-paced nuclear development, saying that "the rogue regime will soon have an arsenal that can hit Chicago." Operation Popeye The Vietnam war saw the US military experiment with a number of new technologies, but one of the most far reached projects was known as Operation Popeye. It was the only known attempt at weather modification that has taken place for military purposes, and was considered a relative success! For understandable reasons, the government tried their best to keep it under wraps. This operation took place between 1967 and 1972 and was focused on areas of the Ho Chi Minh Trail. In an attempt to limit the movements of the Vietcong in the region, clouds were seeded with silver iodide to try and extend the monsoon season. The increased rainfall would then soften the road surfaces with mud, cause landslides, destroy river crossings and make the land much more difficult to cross for long periods of time. The program was overseen by Henry Kissinger, the Secretary of State at the time, along with the CIA- but controversially it was done without the knowledge of the secretary of Defence, Melvin Laird, who had expressly denied any attempts of weather modification to Congress. Maybe it was plausible deniability….any way... The operation was quite successful at slowing down truck traffic in the targeted areas due to the increased rainfall. In some cases, it extended the monsoon season for up to 45 days. Scary to think that this is proof that controlling the weather can actually work, and that the government has actually done it before! The operation was forced to end, though, when the New York Times exposed the details in 1972, and Congress took steps to ban what they called environmental warfare. Weather modification for militaristic purposes is now outlawed under the International Environmental Modification Convention, so all further research has officially ceased. 9. Operation Washtub With Alaska’s proximity to Russia, it’s perhaps no surprise that extra steps were taken during the 50’s to protect the nation from any attack that might come from the north. At the time, Alaska was still only a US territory, and the operation ran from 1951 through 1959 when it became a fully fledged state. The Soviets were helping North Korea battle the South, but it was thought by many to be a distraction from their true aim- to either attack Northern Europe or America. The idea was that, if the Soviets were to launch an assault involving bombings and the dropping of paratroopers, there would be a number of civilian agents who could hide in the remote wilderness and transmit intelligence to the American military. These SBA’s, or Stay Behind Agents, would make their way to survival stashes of food, gear, and communications equipment. A second group of civilian agents would be tasked with helping military personnel who had become trapped in Soviet held areas, to escape back to safety. One of the rules of soviet conduct instructed them to eliminate any resistance found in occupied territory. This meant that officials were so worried about the threat, that they also trained reserve agents outside of Alaska who could be dropped into place should the need arise. The Operation was marked as top secret, and in total 89 agents were trained and paid $3,000 for their involvement. Of course, the plan was never put into action because the perceived threat never came, but it was only in 2014 that the truth behind Operation Washtub was revealed due to a Freedom of Information request. 8. Polyus Battlestation During the Cold War, the US was involved in the development of countless secret projects, but as we know, as usual Russia was doing the same too. One of the most famous American projects that never saw the light of day, as far as we know, became known as the Star Wars Defense Program- but the Soviets had their own equivalent- the Polyus Battlestation. This monstrous creation was actually built, and was designed to operate as an orbital weapons platform that could destroy other satellites by using an inbuilt array of lasers. This weapon was seen as being so powerful, that Gorbachev actually expressly prohibited the in-orbit testing of its power, because this in itself could be interpreted by other nations as the development of a space weapon. S. Korea and U.S. sign new operation plan aimed at removing N. Korea′s WMDs

South Korea and the U.S. have now a new plan that aims to preemptively strike North Korea′s weapons of mass destruction in case of war. What′s more, the two allies are already reported to have practiced the new strategy in their joint military drill currently taking place. Connie Kim has the details. South Korea and the U.S. have reportedly signed a new upgraded operational plan which the two allies will execute in the event of war on the Korean peninsula. Seoul′s military source said Thursday that Admiral Choi Yoon-hee, chairman of South Korea′s Joint Chiefs of Staff, and General Curtis Scaparrotti, commander of U.S. Forces Korea, signed the OPLAN 5015 to replace the current OPLAN 5027 in June. The new operational plan aims to preemptively strike North Korea′s Weapons of Mass Destruction including ballistic missiles and biochemical weapons in the outbreak of war. The current plan is focused more on defense, where the two allies would retreat first and then launch an attack to tackle a North Korean invasion. The two allies had agreed to work on this new operational plan back in 2010 to counter Pyongyang′s threat and effectively respond to changing strategies. A South Korean military official said Pyongyang′s striking power has grown with its developments in nuclear weapons and missiles. The new plan has already been applied throughout the 12-day Ulchi Freedom Guardian drill taking place in the South until the 28th. A South Korean military official said this year′s exercise focused on minimizing the damage in the likelihood North Korea uses its biochemical weapons. Seoul′s military official, however, declined to reveal further information of the new plan for security reasons and added the details of the plan for each echelon have yet to be laid down. Most military innovations involve the employment of some technological development. Yet, one of the most influential of such innovations is the development of the General Staff, which one British author referred to as “the Brain of an Army.” First developed in Prussia, this much-imitated organization was essential to success in war since the 1860s. Jonathan House is Professor of Military History at the U.S. Army Command and General Staff College. A graduate of Hamilton College, he received both his doctorate in French military history and his commission in the U.S. Army at the University of Michigan in 1975. House retired as a colonel of Military Intelligence. He is the author of Combined Arms Warfare in the Twentieth Century (2001), A Military History of the Cold War, 1944-1962 (2012), and Controlling Paris: Armed Forces and Counter-Revolution, 1789-1848 (2014). He is also the co-author, with David Glantz, of numerous studies of the Soviet-German portion of World War II.

The Lockheed C-5 Galaxy is a large military transport aircraft built by Lockheed. It provides the United States Air Force (USAF) with a heavy intercontinental-range strategic airlift capability, one that can carry outsize and oversize cargos, including all air-certifiable cargo. The Galaxy has many similarities to its smaller C-141 Starlifter predecessor, and the later C-17 Globemaster. The C-5 is among the largest military aircraft in the world. The C-5 Galaxy had a complicated development; significant cost overruns were experienced and Lockheed suffered significant financial difficulties. Shortly after entering service, fractures in the wings of many aircraft were discovered and the C-5 fleet were restricted in capability until corrective work was conducted. The C-5M Super Galaxy is an upgraded version with new engines and modernized avionics designed to extend its service life beyond 2040. The C-5 Galaxy has been operated by USAF since 1969. In that time, it has been used to support US military operations in all major conflicts including Vietnam, Iraq, Yugoslavia and Afghanistan; as well as in support of allies, such as Israel during the Yom Kippur War and NATO operations in the Gulf War. From the outset, these war plans were led by the US, in liaison with NATO and Israel. Following the 2003 invasion of Iraq, the Bush administration identified Iran and Syria as the next stage of "the road map to war". US military sources intimated that an aerial attack on Iran could involve a large scale deployment comparable to the US "shock and awe" bombing raids on Iraq in March 2003: "American air strikes on Iran would vastly exceed the scope of the 1981 Israeli attack on the Osiraq nuclear center in Iraq, and would more resemble the opening days of the 2003 air campaign against Iraq.(See Globalsecurity ) "Theater Iran Near Term" Code named by US military planners as TIRANNT, "Theater Iran Near Term", simulations of an attack on Iran were initiated in May 2003 "when modelers and intelligence specialists pulled together the data needed for theater-level (meaning large-scale) scenario analysis for Iran." ( (William Arkin, Washington Post, 16 April 2006). The scenarios identified several thousand targets inside Iran as part of a "Shock and Awe" Blitzkrieg: "The analysis, called TIRANNT, for "Theater Iran Near Term," was coupled with a mock scenario for a Marine Corps invasion and a simulation of the Iranian missile force. U.S. and British planners conducted a Caspian Sea war game around the same time. And Bush directed the U.S. Strategic Command to draw up a global strike war plan for an attack against Iranian weapons of mass destruction. All of this will ultimately feed into a new war plan for "major combat operations" against Iran that military sources confirm now [April 2006] exists in draft form. ... Under TIRANNT, Army and U.S. Central Command planners have been examining both near-term and out-year scenarios for war with Iran, including all aspects of a major combat operation, from mobilization and deployment of forces through postwar stability operations after regime change." (William Arkin, Washington Post, 16 April 2006) Different "theater scenarios" for an all out attack on Iran had been contemplated: "The US army, navy, air force and marines have all prepared battle plans and spent four years building bases and training for "Operation Iranian Freedom". Admiral Fallon, the new head of US Central Command, has inherited computerized plans under the name TIRANNT (Theatre Iran Near Term)." (New Statesman, February 19, 2007) In 2004, drawing upon the initial war scenarios under TIRANNT, Vice President Dick Cheney instructed USSTRATCOM to draw up a "contingency plan" of a large scale military operation directed against Iran "to be employed in response to another 9/11-type terrorist attack on the United States" on the presumption that the government in Tehran would be behind the terrorist plot. The plan included the pre-emptive use of nuclear weapons against a non-nuclear state: "The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons. Within Iran there are more than 450 major strategic targets, including numerous suspected nuclear-weapons-program development sites. Many of the targets are hardened or are deep underground and could not be taken out by conventional weapons, hence the nuclear option. As in the case of Iraq, the response is not conditional on Iran actually being involved in the act of terrorism directed against the United States. Several senior Air Force officers involved in the planning are reportedly appalled at the implications of what they are doing—that Iran is being set up for an unprovoked nuclear attack—but no one is prepared to damage his career by posing any objections." Watch This Crazy Video : The Most Powerful Gunship in US Air Force (Video/Thumbnail Picture just For Ilustration) The Lockheed AC-130 gunship is a heavily armed, long-endurance ground-attack variant of the C-130 Hercules transport fixed-wing aircraft. It carries a wide array of anti-ground oriented weapons that are integrated with sophisticated sensors, navigation, and fire-control systems. Unlike other military fixed-wing aircraft, the AC-130 relies on visual targeting. Because its large profile and low operating altitudes (around 7,000 ft) make it an easy target, it usually flies close air support missions at night.[5] The airframe is manufactured by Lockheed Martin, while Boeing is responsible for the conversion into a gunship and for aircraft support.[6] Developed during the Vietnam War as 'Project Gunship II', the AC-130 replaced the Douglas AC-47 Spooky, or 'Gunship I'. The sole operator is the United States Air Force, which uses the AC-130U Spooky and AC-130W Stinger II[7] variants for close air support, air interdiction, and force protection, with the AC-130J Ghostrider in development. Close air support roles include supporting ground troops, escorting convoys, and urban operations. Air interdiction missions are conducted against planned targets and targets of opportunity. Force protection missions include defending air bases and other facilities. AC-130Us are based at Hurlburt Field, Florida, while AC-130Ws are based at Cannon AFB, New Mexico; gunships can be deployed worldwide.[8] The squadrons are part of the Air Force Special Operations Command (AFSOC), a component of the United States Special Operations Command (SOCOM).[9] The AC-130 has an unpressurized cabin, with the weaponry mounted to fire from the port side of the fuselage. During an attack, the gunship performs a pylon turn, flying in a large circle around the target, therefore being able to fire at it for far longer than in a conventional strafing attack. The AC-130H Spectre was armed with two 20 mm M61 Vulcan cannons, one Bofors 40 mm cannon, and one 105 mm M102 howitzer; after 1994, the 20 mm cannons were removed. The upgraded AC-130U Spooky has a single 25 mm GAU-12 Equalizer cannon in place of the Spectre's two 20 mm cannons, an improved fire control system, and increased ammunition capacity. The new AC-130J is based on the MC-130J Commando II special operations tanker as of 2012. The AC-130W is armed with one 30 mm Mk44 Bushmaster II cannon, AGM-176 Griffin missiles, and GBU-39 Small Diameter Bombs (SDBs).[10] War on Terror An AC-130U releasing flares The U.S. has used gunships with deployments to the War in Afghanistan (Operation Enduring Freedom – Afghanistan) (2001–2014), and Iraq War (Operation Iraqi Freedom) (2003–11). AC-130 strikes were directed by special forces on known Taliban locations during the early days of the war in Afghanistan. U.S. Special Operations Forces are using the AC-130 to support its operations. The day after arriving in Afghanistan, the AC-130s attacked Taliban and Al-Qaeda forces near the city of Konduz and were directly responsible for the city's surrender the next day. On 26 November 2001, Spectres were called in to put down a rebellion at the prison fort of Qala-I-Janghi. The 16 SOS flew missions over Mazar-i-Sharif, Kunduz, Kandahar, Shkin, Asadabad, Bagram, Baghran, Tora Bora, and virtually every other part of Afghanistan. The Spectre participated in countless operations within Afghanistan, performing on-call close air support and armed reconnaissance. In March 2002, three AC-130 Spectres provided 39 crucial combat missions in support of Operation Anaconda in Afghanistan. During the intense fighting, the planes fired more than 1,300 40 mm and 1,200 105 mm rounds. Close air support was the main mission of the AC-130 in Iraq. Night after night, at least one AC-130 was in the air to fulfill one or more air support requests (ASRs). A typical mission had the AC–130 supporting a single brigade’s ASRs followed by aerial refueling and another two hours with another brigade or SOF team. The use of AC-130s in places like Fallujah, urban settings where insurgents were among crowded populations of non-combatants, was criticized by human rights groups. AC-130s were also used for intelligence gathering with their sophisticated long-range video, infrared and radar sensors. Dr. Christopher Yung is the Donald Bren Chair of Non-Western Strategic Thought, Marine Corps University (MCU). In this capacity he serves as the Director of East Asian Studies for MCU, and lectures across the schools within MCU (the Marine Corps War College, the Command and Staff College, the School of Advanced Warfighting, and the Expeditionary Warfare School) on topics related to China and East Asian Security. He conducts research on such topics as Chinese expeditionary warfare capabilities and doctrine, China’s emerging foreign and defense policy, and China’s emerging maritime capabilities and strategies which are subjects of relevance to the Marine Corps. He is a former Senior Research Fellow and Deputy Director at the Center for the Study of Chinese Military Affairs (CSCMA), Institute for National Strategic Studies, National Defense University. In that capacity Dr. Yung provided insights and counsel for the Office of Secretary of Defense, the Joint Staff, the Intelligence Community, and the Combatant Commanders concerning Asian defense and strategic issues; Asia-Pacific political and economic strategies; Asian military capabilities and current operations; Asian engagement activities with the United States and other countries; and China’s political-military relations with other nations in the Asia-Pacific region. Dr. Yung has been the author, editor, and contributor to numerous books, articles and monographs on China’s naval and military power. Most recently he is author of “The PLA Navy Lobby and Its Influence Over China’s Maritime Sovereignty Policies” in Saunders and Scobell, eds., PLA Influence on China’s National Security Policymaking (Stanford University Press, September 2015), co-author of “Not An Idea We Have to Shun: Chinese Overseas Basing Requirements in the Twenty First Century (NDU Press, Oct. 2014) and “Continuity and Change in Sino-US Military to Military Relations” in Blanchard and Shen, eds., Conflict and Cooperation in Sino-US Relations: Change and Continuity, Causes and Cures, (Routledge Press, Feb. 2015). Prior to his entering into government service, Dr. Yung was a Senior Research Analyst at the Center for Naval Analyses (CNA). While at CNA, Dr. Yung led projects or was involved in analysis related to China, Northeast Asia security, the Chinese Navy, the Chinese Military, and U.S. interoperability with the militaries of the Far East. In addition to Dr. Yung’s China related work he has direct operations analysis experience with the U.S. Navy operating forces (Amphibious Group Two), a Marine Corps component staff (Marine Corps Forces Atlantic) and Pentagon staffs (the Navy Staff’s Assessment Division (N81) and Politico-Military Affairs Division (N52)) . Dr. Yung holds a Ph.D. in International Relations and International Economics from the Paul H. Nitze School of Advanced International Studies at the Johns Hopkins University. He also holds an M.A. in East Asian and China Studies from the same institution. He received language certificates in Mandarin Chinese from Columbia University and the Beijing Foreign Language Teacher’s Institute.

The Northrop (later Northrop Grumman) B-2 Spirit, also known as the Stealth Bomber, is an American heavy penetration strategic bomber, featuring low observable stealth technology designed for penetrating dense anti-aircraft defenses; it is a flying wing design with a crew of two. The bomber can deploy both conventional and thermonuclear weapons, such as eighty 500 lb (230 kg)-class (Mk 82) JDAM Global Positioning System-guided bombs, or sixteen 2,400 lb (1,100 kg) B83 nuclear bombs. The B-2 is the only acknowledged aircraft that can carry large air-to-surface standoff weapons in a stealth configuration. Development originally started under the "Advanced Technology Bomber" (ATB) project during the Carter administration; its expected performance was one of his reasons for the cancellation of the supersonic B-1A bomber. The ATB project continued during the Reagan administration, but worries about delays in its introduction led to the reinstatement of the B-1 program as well. Program costs rose throughout development. Designed and manufactured by Northrop, later Northrop Grumman, the cost of each aircraft averaged US$737 million (in 1997 dollars). Total procurement costs averaged $929 million per aircraft, which includes spare parts, equipment, retrofitting, and software support.[3] The total program cost including development, engineering and testing, averaged $2.1 billion per aircraft in 1997. Because of its considerable capital and operating costs, the project was controversial in the U.S. Congress and among the Joint Chiefs of Staff. The winding-down of the Cold War in the latter portion of the 1980s dramatically reduced the need for the aircraft, which was designed with the intention of penetrating Soviet airspace and attacking high-value targets. During the late 1980s and 1990s, Congress slashed plans to purchase 132 bombers to 21. In 2008, a B-2 was destroyed in a crash shortly after takeoff, though the crew ejected safely. A total of 20 B-2s remain in service with the United States Air Force, which plans to operate the B-2 until 2058. The B-2 is capable of all-altitude attack missions up to 50,000 feet (15,000 m), with a range of more than 6,000 nautical miles (6,900 mi; 11,000 km) on internal fuel and over 10,000 nautical miles (12,000 mi; 19,000 km) with one midair refueling. Great news for the Russian military plans are being made to build the worlds largest stealth military transport aircraft Pak TA. This new Stealth aircraft will provide a significant boost to Russian military power in to the future. Future Russian army could deploy anywhere in the world – in 7 hours. In the future, a fleet of heavy transport aircraft will reportedly be capable of moving a strategic unit of 400 Armata tanks, with ammunition, to anywhere in the world. And probably at hypersonic speed, enabling Russia to mount a global military response. According to a new design specification from the Military-Industrial Commission in Moscow, a transport aircraft, dubbed PAK TA, will fly at supersonic speeds (up to 2,000 km/h) and will boast an impressively high payload of up to 200 tons. It will also have a range of at least 7,000 kilometers. The PAK TA program envisages 80 new cargo aircraft to be built by 2024. This means in a decade Russia’s Central Command will be able to place a battle-ready armored army anywhere, Expert Online reports, citing a source in the military who attended the closed meeting. One of the main tasks of the new PAK TA is to transport Armata heavy missile tanks and other military hardware on the same platform, such as enhanced self-propelled artillery weapons systems, anti-aircraft missile complexes, tactical missile carriers, multiple launch missile systems, and anti-tank missile fighting vehicles. The PAK TA freighters will be multilevel, with automated cargo loading and have the capability to airdrop hardware and personnel on any terrain. A fleet of several dozen PAK TA air freighters will be able to lift 400 Armata heavy tanks, or 900 light armored vehicles, such as Sprut-SD airborne amphibious self-propelled tank destroyers. “With the development of a network of military bases in the Middle East, Latin America and Southeast Asia, which is expected to be completed during the same time period (by 2024), it’s obvious that Russia is preparing for a full-scale military confrontation of transcontinental scale,” Expert Online says. A source who attended the closed meeting of the Military-Industrial Commission told the media outlet on condition of anonymity that he was “shocked” by the demands of the military. According to the source, the PAK TA project has been ongoing for several years now and will eventually supplant the currently operating air freighters. But such a global mission statement for national military transport aviation has never been voiced before. “It means for the first time we have the objective of creating an operational capability to airlift a full-fledged army to any desired place on the planet,” the source said. This means delivering a task force the size of the former NATO and the US troops in Iraq, in a matter of hours to any continent. “In the context of the current military doctrine that defies comprehension,” the source said. The initial PAK TA specification entailed building subsonic air freighters with a conventional 900 km/h cruising speed and a moderate 4,500-kilometer range. The program involves the creation of wide-body freighters, with payloads varying from 80 to 200 tons, to replace all existing Ilyushin and Antonov cargo aircraft. The only operating aircraft with a comparable payload is the Antonov An-225 Mriya (up to 250 tons), but this is a one-off aircraft created specially for the Soviet Buran space shuttle program. Last year, it was reported that future military air freighters will be developed by the Ilyushin Aviation Complex, with some experts saying the company may base designs on the Il-106 cargo plane (80 tons) project that won a government tender in the late 1980s, but was abandoned after the collapse of the Soviet Union. Now, with ambitious specifications and objectives, the PAK TA is a truly next-generation transport aircraft. The services must now develop plans for allowing women to seek the combat positions, a senior military official said. Some jobs may open as soon as this year, while assessments for others, such as special operations forces, including Navy SEALS and the Army's Delta Force, may take longer. The services will have until January 2016 to make a case to that some positions should remain closed to women. The groundbreaking move recommended by the Joint Chiefs of Staff overturns a 1994 rule prohibiting women from being assigned to smaller ground combat units. There long has been opposition to putting women in combat, based on questions of whether they have the necessary strength and stamina for certain jobs, or whether their presence might hurt unit cohesion. But as news of Panetta's expected order got out, members of Congress, including the Senate Armed Services Committee chairman, Sen. Carl Levin, D-Mich., announced their support. "It reflects the reality of 21st century military operations," Levin said. Sen. Jim Inhofe of Oklahoma, who will be the top Republican on the Armed Services panel, said, however, that he does not believe this will be a broad opening of combat roles for women because there are practical barriers that have to be overcome in order to protect the safety and privacy of all members of the military. Panetta's move comes in his final weeks as Pentagon chief and just days after President Barack Obama's inaugural speech in which he spoke passionately about equal rights for all. The new order expands the department's action of nearly a year ago to open about 14,500 combat positions to women, nearly all of them in the Army. Panetta's decision could open more than 230,000 jobs, many in Army and Marine infantry units, to women.

The defense and aerospace sector has also experienced an increase in export performance. Thus, Turkey has moved its capabilities in the unmanned aerial vehicle (UAV) platform to a new level. The first UAV system capable of autonomous flight and navigation in night and day conditions beyond the sight line with satellite control has been made available to the Turkish Air Force. The ANKA-S system, consisting of two aircraft and related equipment, took its place in the inventory as one of the most competent systems in its class as safety and operational capability with national flight control computer, national air control computer and national friend/hostile recognition systems. ANKA-S will contribute to security forces for intelligence, reconnaissance and surveillance purposes. The T129 ATAK Attack and Tactical Reconnaissance Helicopter, which was developed to meet Turkish Armed Forces' (TSK) needs for offensive and tactical reconnaissance helicopters, continues to increase in the inventory. This year, two helicopters were added to the inventory of ATAK helicopters, which numbered 27 last year. Following the autonomous tactical striking fixed wing drone (ALPAGU), the autonomous rotating-wing striking drone (KARGU) has started joining the inventory. KARGU was delivered to the Special Forces Command and the Naval Forces Command to increase the instant target detection, tracking and destruction capabilities of security forces. Within the scope of the 35 millimeter Air Defense Systems Modernization and Airburst Ammunition Supply Project contract, an important milestone for Turkey's target of layered air defense system, the mass production of air defense artillery system, which proved its effectiveness against air-to-ground missiles and earned the title "Missile Hunter," has started. The systems produced will be delivered to the Land Forces and Air Forces command. With the Modernization Towed Air Defense Guns, guns in the inventory of the TSK will be able to fire airburst ammunition that plays an important role in raising the effectiveness against weather threats to the desired level. Airburst ammunition will significantly increase the effectiveness of air defense systems. Designing a conflict termination strategy is an essential but often overlooked component of warfighting. Improperly planned or incorrectly implemented, a failure to effectively terminate a conflict will leave open the original issues that brought on the war and likely create the conditions for future conflict. Liddell-Hart, observed after World War I that the logical conclusion of any war is peace. In the last century the United States has fought many wars and not one has resulted in its intended outcome or the establishment of a peaceful world order, but in reality has left us to deal with many unintended consequences. The Role of Israel in Triggering an Attack on Iran Part II The Military Road Map by Michel Chossudovsky ------------- http://www.globalresearch.ca/index.php?context=va&aid=20584 -------------- "Theater Iran Near Term" Code named by US military planners as TIRANNT, "Theater Iran Near Term", simulations of an attack on Iran were initiated in May 2003 "when modelers and intelligence specialists pulled together the data needed for theater-level (meaning large-scale) scenario analysis for Iran." ( (William Arkin, Washington Post, 16 April 2006). The scenarios identified several thousand targets inside Iran as part of a "Shock and Awe" Blitzkrieg: "The analysis, called TIRANNT, for "Theater Iran Near Term," was coupled with a mock scenario for a Marine Corps invasion and a simulation of the Iranian missile force. U.S. and British planners conducted a Caspian Sea war game around the same time. And Bush directed the U.S. Strategic Command to draw up a global strike war plan for an attack against Iranian weapons of mass destruction. All of this will ultimately feed into a new war plan for "major combat operations" against Iran that military sources confirm now [April 2006] exists in draft form. ... Under TIRANNT, Army and U.S. Central Command planners have been examining both near-term and out-year scenarios for war with Iran, including all aspects of a major combat operation, from mobilization and deployment of forces through postwar stability operations after regime change." (William Arkin, Washington Post, 16 April 2006) Different "theater scenarios" for an all out attack on Iran had been contemplated: "The US army, navy, air force and marines have all prepared battle plans and spent four years building bases and training for "Operation Iranian Freedom". Admiral Fallon, the new head of US Central Command, has inherited computerized plans under the name TIRANNT (Theatre Iran Near Term)." (New Statesman, February 19, 2007) In 2004, drawing upon the initial war scenarios under TIRANNT, Vice President Dick Cheney instructed USSTRATCOM to draw up a "contingency plan" of a large scale military operation directed against Iran "to be employed in response to another 9/11-type terrorist attack on the United States" on the presumption that the government in Tehran would be behind the terrorist plot. The plan included the pre-emptive use of nuclear weapons against a non-nuclear state: "The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons. Within Iran there are more than 450 major strategic targets, including numerous suspected nuclear-weapons-program development sites. Many of the targets are hardened or are deep underground and could not be taken out by conventional weapons, hence the nuclear option. As in the case of Iraq, the response is not conditional on Iran actually being involved in the act of terrorism directed against the United States. Several senior Air Force officers involved in the planning are reportedly appalled at the implications of what they are doing—that Iran is being set up for an unprovoked nuclear attack—but no one is prepared to damage his career by posing any objections." (Philip Giraldi, Deep Background,The American Conservative August 2005) The Military Road Map: "First Iraq, then Iran" The decision to target Iran under TIRANNT was part of the broader process of military planning and sequencing of military operations. Already under the Clinton administration, US Central Command (USCENTCOM) had formulated "in war theater plans" to invade first Iraq and then Iran. Access to Middle East oil was the stated strategic objective: The Role of Israel There has been much debate regarding the role of Israel in initiating an attack against Iran. Israel is part of a military alliance. Tel Aviv is not a prime mover. It does not have a separate and distinct military agenda. Israel is integrated into the "war plan for major combat operations" against Iran formulated in 2006 by US Strategic Command (USSTRATCOM). In the context of large scale military operations, an uncoordinated unilateral military action by one coalition partner, namely Israel, is from a military and strategic point almost an impossibility. Israel is a de facto member of NATO. Any action by Israel would require a "green light" from Washington. An attack by Israel could, however, be used as "the trigger mechanism" which would unleash an all out war against Iran, as well retaliation by Iran directed against Israel.
