India is too slow : Lockheed Martin to shift F-16 production line to South Carolina

Lockheed will begin moving the production line to its facility in Greenville, S.C., at the end of the year after delivering the last of the iconic jets being built for Iraq in September, said Ken Ross, a spokesman for Lockheed Martin Aeronautics in Fort Worth. The F-16 has been a mainstay of Lockheed’s mile-long production line, but the Fort Worth plant needs the room as it ramps up production of the F-35 Lightning II, he said. Currently, 8,800 employees work on the F-35 and about 200 work on the F-16. It is expected that the F-16 employees will be allowed to transition to work on the F-35. “As part of our effort to make room for the F-35 production here in Fort Worth, the F-16 production line must be relocated,” Ross said. Over the life of the program, Lockheed has delivered more than 4,500 F-16s, including 3,600 built in Fort Worth. Since the company hasn’t booked any orders for new F-16s beyond the planes for Iraq, it would take about two years to start it back up in South Carolina once a new order is received, Ross said. Moving production to South Carolina makes sense for several reasons, company officials said. First and foremost, Lockheed Martin is ramping up activity on the F-35 in Fort Worth and expects to hire an additional 1,800 employees through 2020 as work on the stealth fighter hits full production. Last year, Lockheed built about 50 F-35s and expects to build up to 160 a year by 2019. “The space we use for the F-16 will be consumed by the F-35,” Ross said. Secondly, the Greenville plant is where the new T-50A trainer will be built if it wins a competition to build the aircraft for the Air Force. The T-50A is considered an “offshoot” of the F-16 design, so the economics of having the two lines together makes sense, Ross said. Lockheed continues to pitch building the F-16 in India. India wants to modernize its aging military fleet of about 650 planes and the Indian Ministry of Defence has set up a competition to build a new single-engine fighter in that country as part of a “Make in India” initiative. But the Trump administration has made it clear it will scrutinize any deal that may shift jobs overseas and has said it plans to take a “fresh look” at the India deal. Boeing's Been Granted A Patent For Turning The B-1B Into A Gunship Bristling With Cannons A B-1B Lancer 'gunship' may sound like something a kid doodles on his desk during a 4th-grade math class, but Boeing has actually been awarded a patent for just that. U.S. Patent 9,963,231 B2 was awarded on May 8th to Boeing. It depicts a number of cannon configurations that can be stowed in a B-1B's weapons bays and extended down outside of those bays for use. Our good friend and marvelous patent sleuth Stephen Trimble of Flightglobal.com was the first to find the patent. The patent certainly envisions different concepts that could be used to convert the 'Bone' into a heavy-hitting gunship without making many, if any, permanent changes to its existing configuration or outer mold-line. The cannons are shown mounted in various manners with elaborate mechanisms that allow them to tuck neatly inside the B-1B. One includes a trapeze-like system that is mounted inside the aircraft's cavernous weapons bays, and when the bay doors open it drops down and is turreted to fire in different directions. The other shows a few variants of a semi-recessed mounting configuration where the guns drop down into a semi-recessed fairing installed on the belly of the aircraft and are fired sideways from that position. As for the weapons shown, they look similar to M230 30mm cannons as well as the much larger Bushmaster cannon, which can run from 25mms to 40mms in size. One drawing even shows two different sizes of cannons mounted on the same turret side-by-side. The patent's description directly refers to using the guns for close air support and ground attack. It also seems fairly clear that these concepts could be applied to any aircraft with a voluminous weapons bay, not just the B-1B. The idea being that these kits could be able to more easily turn existing aircraft into gunships, packing a huge amount of firepower in a small space via compact, mechanized, space-saving designs. The patent also describes how being able to store cannons inside the aircraft, instead of leaving their barrels hanging out in the aircraft's slipstream, results in certain benefits. These include the ability to go supersonic while toting around such weapons, increased range, better maneuverability and overall performance, and most interestingly, stealth: Considering the future realities of warfare in anti-access and aerial denial situations, the idea of a stealthy gunship that can move faster and farther than an AC-130 without its massive radar signature is intriguing. Although stealthy transport and tanker aircraft have been and remain attractive concepts to the Pentagon, the B-1B is now slated to retire by around 2035. Although very complex and costly to operate, the jet is fast, has considerable range, is built to penetrate enemy air defenses at low altitude, and has a degree of low-observability (stealth) baked into its design. With that in mind, maybe Boeing will one day pitch a B-1B gunship in an effort to save a number of the aircraft from retirement. Such an initiative could also be eventually paired with the arsenal ship conceptthat seems to have been put on the back burner by the Trump administration. In addition, some of the designs put forward in this patent could also be adapted to field directed energy weapons—as in lasers—in the not so distant future. The B-1B has always been eyed as a platform for a surrogate for such a weapon, even in pop-culture. As it sits now, the AC-130J will be the first to receive a laser weapon, but the technology is progressing quickly and is certain to spread to other platforms not long after its initial operational iteration debuts. In fact, in a recent interview, Tom Palenske, commander of the 1st Special Operations Wing, described how a tactical laser would be used just as we did a couple years ago, with Military.com Oriana Pawlyk writing: But it's also worth pointing out that most of these patents never amount to anything but intellectual property in big defense contractors' back pockets. Still, a similarly exotic patent we wrote about in the not so distant past just turned into a request for proposal (RFP) from the U.S. Navy, so you never know exactly where these patents could end up or if there is a hard plan in place for them at the time of their granting. When it comes to adding guns to an aircraft like this, much more goes into it than mechanical storage and employment concepts and there are certainly developmental pitfalls along the way. Just the gun's recoil can be a major integration factor and targeting architecture is a whole other issue. But B-1B gunships? Who can't hope for that, even if in an adolescent kind of way?

US defence giant, Lockheed Martin, and India’s Tata Group signed an agreement on Monday to jointly build the F-16 Block 70 fighter in India, should New Delhi opt for the American aircraft in the procurement of single-engine fighters for the Indian Air Force (IAF) that was initiated last October. Highlighting the importance of this contract for the Tata Group’s aerospace and defence aspirations, Chairman Emeritus Ratan Tata personally attended the signing ceremony at the on-going Paris Air Show in France. The Tata Group has earmarked Tata Advanced Systems Ltd (TASL) to actually build the F-16 in India with technology and manufacturing facilities transferred from Lockheed Martin. Coming ahead of Prime Minister Narendra Modi’s visit to the United States this month, Lockheed Martin’s inking of this joint venture (JV) – which would have required formal clearance from Washington – indicates that, despite President Donald Trump’s promises to keep skilled jobs in the US, his administration is willing to transfer the ageing F-16 production line from Texas to India. TASL and Lockheed Martin already have a joint venture (JV) that manufactures airframe components in Hyderabad, including for the C-130J Super Hercules airlifter and the Sikorsky S-92 helicopter. C-130J production from that JV goes towards fulfilling Lockheed Martin’s offset obligations. However, the manufacture of F-16 Block 70 would be a far more ambitious project. This would first require the ministry of defence (MoD) to select the Tata Group as an Indian “strategic partner” for aircraft production. Next, the IAF and MoD would have to choose the F-16 Block 70 as the IAF’s single-engine fighter aircraft. That multi-billion dollar procurement has already kicked off with the issue of a global Request for Information (RFI) by the IAF. MoD and IAF sources confirm aviation market intelligence that the IAF’s chosen fighter is likely to be either the F-16 Block 70, or the Gripen E fighter that Swedish company, Saab, has offered India. In case the IAF opts for Saab’s Gripen E, the role of Indian partner is likely to fall to the Adani Group, say senior Saab executives. The Adani Group, despite its lack of experience in defence or aerospace, is positioning itself to be chosen as a “strategic partner” for this purpose. Lockheed Martin expects the IAF will choose the F-16, based on the calculation that transferring the world’s only F-16 production line to India “creates new manufacturing jobs in India, and positions Indian industry at the centre of the most extensive fighter aircraft supply ecosystem in the world”, as a company release today stated. Lockheed Martin points out that over 4,500 F-16s have been built since the 1970s, of which approximately 3,200 fighters remain in operational service in 26 countries. An Indian production line could expect to benefit from their custom, including, ironically, from the Pakistan Air Force. The IAF’s global procurement of single-engine fighters stems from the failure of its high-profile acquisition project for 126 “medium multi-role combat aircraft” (MMRCA), which fizzled out into the procurement of just 36 Rafale fighters from French company, Dassault. The shortfall of 90 fighters this created, along with the likely retirement of almost 200 MiG-21 and MiG-27 fighters this decade, drives the IAF’s requirement for the early production of single-engine fighters. Exacerbating the IAF’s fighter shortfalls is Hindustan Aeronautics Ltd’s slippages in building 100 Tejas light fighters, designed and developed in India by the Defence R&D Organisation. Defence planning guidelines require the IAF to operate 42 fighter squadrons, with 21 aircraft in each. The entire story behind her termination, covered here earlier, involved both the wrongful crediting of a critical six-month series of Intelligence reports on “Operation Freedom” she authored, to much internal acclaim, to another NSA employee, as well as the uncovering of in-house promotions for sexual favors to upper management. Her internal whistleblowing at the agency led to a series of events which included unscheduled psychiatric evaluation, aggressive verbal provocation just prior to a sudden polygraph evaluation, and dire threats of being turned over immediately to the FBI for investigation should she refuse this polygraph. The NSA polygraph examiner, Joe, had in fact “verbally ambushed (her), yelling threats and insinuations of guilt”. (She had then requested taking the polygraph another day with another, non-abusive polygraph examiner). More overt threats were made: The NSA Security psychologist threatened to review (over twenty years) of Ms. Stewart’s successful past routine psychiatric evaluations in order to “find a problem,” if she did not drop her request to the NSA Inspector-General to investigate the theft of credit of her work and the double promotion it garnered. Since leaving the NSA, Karen reports stalking, surveillance, and house break-ins by NSA Security, and photo-stalking by personnel from the Navy Security Group whose headquarters were now co-located at Ft. Meade, Maryland with NSA Head Quarters, in the Directed-Energy Weapons Directorate. Starting in late 2015, she reports being hit also by covert electronic-warfare Directed-Energy Weapons at her residence in Florida, a continuous 24/7 assault that began after a Twitter exchange about 9/11 with Bill Black, Jr., a former Deputy Director at the National Security Agency. Most of his childhood was spent in Dixon, Illinois, a small town about 100 miles west of Chicago. Reagan won a scholarship to study at Eureka College near Peoria, Illinois and majored in economics. He was also drawn toward acting, but upon graduation in 1932 the only job available related to show business was as a local radio sportscaster. In 1933 he became a sportscaster for station WHO in Des Moines, Iowa. In 1937 Reagan went to Hollywood and began an acting career that spanned more than 25 years. He played in more than 50 films and his first political activities were associated with his responsibilities as a union leader; Reagan was active in the Screen Actors Guild (the union for film actors), and was elected six times as its president. During 1942 to 1945, Reagan served in the United States Army Air Force. Reagan emerged on the national political scene in 1964 when he made an impassioned television speech supporting the Republican presidential candidate, U.S. Senator Barry Goldwater from Arizona. Although Goldwater lost the election, Reagan's speech brought recognition from Republicans around the country. He ran for governor of California in 1966, defeating Edmund G. Dealing skillfully with Congress, Reagan obtained legislation to stimulate economic growth, curb inflation, increase employment, and strengthen national defense. He embarked upon a course of cutting taxes and Government expenditures, refusing to deviate from it when the strengthening of defense forces led to a large deficit. A renewal of national self-confidence by 1984 helped Reagan and Bush win a second term with an unprecedented number of electoral votes. Their victory turned away Democratic challengers Walter F. Mondale and Geraldine Ferraro. In 1986 Reagan obtained an overhaul of the income tax code, which eliminated many deductions and exempted millions of people with low incomes. At the end of his administration, the Nation was enjoying its longest recorded period of peacetime prosperity without recession or depression. In foreign policy, Reagan sought to achieve "peace through strength." During his two terms he increased defense spending 35 percent, but sought to improve relations with the Soviet Union. In dramatic meetings with Soviet leader Mikhail Gorbachev, he negotiated a treaty that would eliminate intermediate-range nuclear missiles. Reagan declared war against international terrorism, sending American bombers against Libya after evidence came out that Libya was involved in an attack on American soldiers in a West Berlin nightclub. By ordering naval escorts in the Persian Gulf, he maintained the free flow of oil during the Iran-Iraq war. In keeping with the Reagan Doctrine, he gave support to anti-Communist insurgencies in Central America, Asia, and Africa. After retiring to California, Reagan remained politically visible and active, becoming a national and international spokesman. He published his autobiography, An American Life, in 1990 and opened the Ronald Reagan Presidential Library in Simi Valley, California in 1991. In 1993 he was awarded the Presidential Medal of Freedom. In November 1994 Reagan announced that he had Alzheimer's disease, and he subsequently died of the illness in 2004.

FAA Boss Talks To BizAv Industry In a October 19, 2010, address to the National Business Aviation Association, FAA Administrator J. Randolph Babbitt, expanded his familiar aero-stump speech to a crowd assembled for the this year's reinvigorated BizAv convention. His speech covered a lot of ground but was based in the usual topics this Administrator has emphasized time and time again when his audience is an aeronautical one. Babbitt started his address by noting that when "the NBAA formed in 1947, the industry was just starting to grow after World War II. The United States Air Force had just become its own department. The Boeing 377 Stratocruiser debuted that year. And Chuck Yeager broke the sound barrier. The founders of this organization met at The Wings Club in New York and realized that to be successful, they would have to chart a course for the role of business aviation. They didn't know exactly how the industry would evolve. But they knew that business aviation would help companies visit customers more efficiently, make sales more easily and service their products more quickly in order to stay ahead of the competition." From there Babbitt emphasized his concerns over the building of the Next-Gen ATC environment, emphasizing the already growing role of WAAS, RNP and the fact that, "We have published more than 2,000 new satellite-based WAAS-LPV approaches and departures at more than 800 airports in the United States. There are now more WAAS-LPV procedures than ILS procedures in the country." Babbitt also covered his concerns over pilot fatigue and the fact that the BizAv community will need to address this issue as well as a litany of safety concerns that continue to be a popular theme for this Administrator. chapter 23: A People's History (Of The United States) Howard Zinn. ~ Chapter 23, "The Coming Revolt of the Guards", covers Zinn's theory on a possible future radical movement against inequality in America. Zinn argues that there will eventually be a movement made up not only of groups previously involved in radical change (such as labor organizers, black radicals, Native Americans, feminists), but also members of the middle class who are starting to become discontented with the state of the nation. Zinn expects this movement to use "demonstrations, marches, civil disobedience; strikes and boycotts and general strikes; direct action to redistribute wealth, to reconstruct institutions, to revamp relationships."
