The “Preserving History, Building Community” project conducted by the Birmingham Civil Rights Institute (BCRI) provided a unique opportunity for preservationists to attend a one-week summer session to help develop a plan for reuse of Birmingham’s historic A.G. Gaston motel that included recommendations for both historic preservation and business development. BCRI hosted the project in partnership with the National Trust for Historic Preservation’s Preservation Leadership Training Capstone program and the National Park Service. The project’s trainers included preservationists Irvin Henderson, Carlton Brown and Jack Pyburn.

Power purchase agreements (PPAs) are a key mechanism that utilities use to procure variable renewable energy from independent power producers. A PPA is a long-term (20-25 year) contract that codifies all aspects of the electricity sale, including the price of electricity and the associated legal obligations of both parties. Preserving Affordable Housing: Understanding the Needs of Property Owners and Residents. Thousands of income-qualified housing units throughout Denver are at risk of being converted to market-rate in the coming years. Denver has begun to develop and deploy tools to identify and preserve these units, including an inventory of covenant-restricted units, a right of first refusal on covenantrestricted units, and city financing products for acquisition and/or rehab of affordable housing.

This training outlines some of the current challenges to providing affordable housing and the importance of continuing or establishing trainee participation in HUD programs. The training also describes the potential benefits available to participants through HUD programs, opportunities, and options. Upon completion of the training, participants will be able to perform the necessary tasks to engage with HUD to renew their participation in existing programs and/or enroll in a new HUD program.

This may become increasingly important in view of the Office of Federal Contract Compliance Programs (OFCCP) proposed revised regulations of Section 503 of the Rehabilitation Act of 1973, as amended and released on December 9, 2011 which set hiring goals for federal contractors. While many companies are working hard to diversify their employee base and include applicants with disabilities, those with non-visible impairments are often reluctant to self-identify for the fear of not getting hired. As part of the LEAD Center’s webinar series on WIOA from a Disability Perspective, this webinar focuses on Section 188 of the Workforce Innovation and Opportunity Act (WIOA), which prohibits discrimination against people who apply to, participate in, work for, or come into contact with programs and activities of the workforce development system. Specifically, Section 188 prohibits discrimination based on race, color, religion, sex, national origin, age, disability, sexual orientation, or political affiliation or beliefs. (Section 188 of WIOA contains provisions identical to those in Section 188 of WIA.) WIOA requires that American Job Centers be fully accessible and offer necessary accommodations to provide job seekers with disabilities effective and meaningful participation in the use of skills training and career pathways for 21st century jobs. The U.S. Department of Labor issued Promising Practices in Achieving Universal Access and Equal Opportunity: A Section 188 Disability Reference Guide on July 6, 2015. This 188 Guide provides updated information and technical assistance to help American Job Centers/One-Stops meet the nondiscrimination and accessibility requirements for individuals with disabilities in Section 188 of the Workforce Investment Act and its implementing regulations. The 188 Guide, which will be discussed during the webinar, was developed to provide AJCs with promising practices that correlate with specific nondiscrimination requirements in Section 188 and includes examples of promising practices that can help promote equal access for individuals with disabilities to the American Job Center system and services.
