It attaches high importance to the BRICS forum for promoting global economic growth, peace and stability. Co-operation on the economic front is one of the focus areas of India's policy towards BRIC. India sees BRICS as a platform to build multilateral relations with Latin American, African and Asian countries. India has also played an important role in the setting up of New Development Bank. Also for India, co-operation with the BRICs is very important in terms of addressing its food and energy security issues, and combating terrorism. WHAT CAN WE EXPECT AT 2025? Aetna is a major health insurance provider. At the disruptive intersection of government, healthcare, digital business, and technology is the health insurance industry. David Edelman, CMO of Aetna, is helping design personalized experiences for customers based on their lifetime health journeys. He explains innovation in a stodgy industry facing a volatile market, and describe how technology and marketing, together, will transform healthcare. As Chief Marketing Officer (CMO) for Aetna, David Edelman leads the research, design, strategy, and implementation of enterprise-wide marketing initiatives. His focus is on designing personalized experiences for customers and partners based on their lifetime health journey. Michael Krigsman is an industry analyst and the host of CXOTALK. For more information and a complete transcript, see https://www.cxotalk.com/episode/aetna-cmo-digital-transformation-healthcare-david-edelman ------------------ See our upcoming shows: https://cxotalk.com ------------------ Follow us on Twitter: https://twitter.com/cxotalk ------------------ From the transcript: David Edelman: (01:31) Aetna is actually a company that’s over a hundred and fifty years old. It has gone through many different phases and interests in various parts of the insurance industry, starting out in property and casualty, in life, and then eventually in health which is now where we are focused. So, we are squarely in the healthcare space, as a payer. We are doing a lot, as I’ll be talking about, I’m sure, through this talk, to expand the perception of what that role really is. (03:34) And so, from a marketing perspective, one of my critical tasks is to help our members take advantage of what we have to offer and get them engaged. And then, related to that, and also related to the brand, is the third part, which is, we have within my team, overall coordination responsibility for the member experience. David Edelman: (05:10) So, as anybody who touches healthcare knows, and I think everybody touches healthcare in some way, shape, or form; the costs are going up on a continuous basis. There are questions about access – there are all kinds of challenges in the basic momentum of the healthcare system. And from the perspective of a company that’s traditionally been a payer, a company who just creates products for people to buy and then manages the transactions, mostly the payment of transactions involved in people’s getting healthcare, that’s a very limited role. That’s not one where there’s much opportunity to shape where healthcare can go. But, yet, as in the role that we play, we have a tremendous opportunity from all the data that we collect and all the parties we connect. So, we have an opportunity to help people better understand who are the doctors who are high-quality, and who are in-network? (06:18) We can help stitch together people’s journeys when they have a hip replacement, all the way through getting help in terms of all of their therapy coming out of the hospital, going to first a place to actually get the therapy, bringing it home, even managing their transportation, helping them get meals, reminding them about taking their meds; all of that are a series of interactions that in today’s healthcare system, are the discrete. They’re all separate transactions. They’re all things that people are on their own. (09:39) There is a lot of complexity from many different angles, many of which have to do with the way the healthcare system has been cobbled together over the years; different regulations and different ways employers manage what they pay … But the bottom lines is it still comes down to helping people realize their health ambitions, coming back to the member and what is the best care for the member; and making sure our members can get the best care at an appropriate price, because increasingly, given the way cost sharing is working where employers are passing on more of the cost to their employees, everyone’s aligned if we can help people find the right care at a reasonable cost. (10:29) So we start from the premise that it's not about helping people just when they're signing, it's about helping people manage to be healthy and to stay healthy; and that our members' health is utmost. And then empowering our members to be able to stay healthy and to do so in a way that's cost-effective for them. That’s where everything starts. Michael Krigsman: It all comes back to what are you doing to support your members’ healthcare and wellness? David Edelman: (15:19) Absolutely! If you look at most people’s healthcare, it’s right now, actually paid for as a part of their employer plans. And from an employer’s perspective, one of the key things is to keep people healthy and productive. ell.

Presenters: Claire Cordeaux, SIMUL8 Healthcare Director and Brittany Hagedorn, US Healthcare Lead at SIMUL8. The healthcare sector is starting to plan for demand across organisations in its health systems to reduce the cost of care and improve patient outcomes. Healthcare Reform in the USA is driving hospitals to think about the health behaviors of their populations as they implement PCMH, ACO and Meaningful Use requirements. Using population health as a basis for predicting demand for services and simulating the impact of changing patient flows allows all stakeholders to understand the impact of change. The aging population, higher levels of acuity from the newly insured, better management of chronic disease mean we need to monitor population and adjust systems to fit patient requirements. In order to reduce the cost of care, insurance and hospitals are working together to move patients from acute inpatient care toward outpatient, lower acuity settings. Simulation is helping organizations measure the impact of these change strategies. This workshop shows you how simulation can be used to understand how health systems can be improved. The session will draw on recent simulation projects using SIMUL8's Scenario Generator tool, used internationally, at the national level as well as the local level to show the impact of population changes on future service requirements across health systems.

Consumers County Mutual Insurance Company Shoppers Mutual of Michigan is a brand new kind of nonprofit health insurer referred to as a Consumer Operated and Oriented Plan (CO-OP). CO-OPs have member-primarily based boards and are supposed to supply member- pleasant, affordable medical insurance choices to people and small companies. Shoppers Mutual was organized by a coalition of 15 Michigan nonprofit companies which are often called County Well being Plans (CHPs). Consumers Mutual used their delivery system to develop a statewide network including the nine counties that aren't currently served by a CHP. Shoppers Mutual constructed on the experience and experience of the CHPs and used their native presence and community-based mostly relationships to better meet the needs of our members. Beginning January 1, 2016, 51 p.c of the Directors will be members receiving their health coverage by means of Consumers Mutual. Consumers Mutual provided coverage to people and small employer teams (2 - 50 workers) alongside different medical health insurance trade plans. The ACA reformed the way in which in which health insurers comparable to Customers Mutual worth the protection they sell to small businesses. The insurance coverage supplied by Shoppers Mutual is focused to folks with incomes between 138 p.c and 400 percent of the Federal Poverty Level (roughly $26,000 to $78,000 annual family for a family of three and $94,000 for a household of four)) - but anyone should purchase insurance coverage from Consumers Mutual. We're right here to serve both those on and off the state's medical health insurance Marketplace change. For years, Michigan's small companies have faced a difficult alternative - find a solution to pay for the expense of offering health care coverage to staff, or present no health insurance plan and danger dropping valuable workers. Think domestically owned and operated credit score union versus massive national bank: It means Customers Mutual reinvests income into the organization. We'll work with them to encourage consumers to own and handle their health experience. Using low- curiosity and no-curiosity loans from the U.S. Division of Health and Human Services (HHS), the goal was that every state would have not less than one health care CO-OP chartered specifically to make sure insurance coverage is inexpensive for everyone. Consumers Mutual is required to implement a procedure to encourage insured members to face for election.

28th September, 2016 Regarding the World Rabies Day, the respected director of the Department of Disease Control, Department of Health, know about the Rabies, See the Videos, and share it with others. Rabies is a zoonotic disease with 100% case fatality affecting mainly the poor rural people in Bangladesh. The disease is transmitted to human and cattle mainly through dog. Annually there are about two hundred thousand dog bite and more than two thousand human rabies and death. Ignorance of people on rabies, lack of policy and commitment for elimination, scarcity of effective vaccine, all these together are thought to be responsible for endemicity of the disease in the past in Bangladesh. Dog bite management with washing of wound, anti-rabies vaccine and rabies immunoglobulin can help in reducing the majority of the rabies case. For elimination of rabies mass dog vaccination and dog population management through sterilization are important components in addition to dog bite management. Increased awareness on rabies and prevention and control of it is another important measure that has to be undertaken. For achieving elimination and sustenance of rabies free status, multi-sectoral collaboration involving ministry of health and family welfare, ministry of fisheries and livestock, ministries of local government, rural development and cooperatives, UN organizations like world health organization (WHO), OIE, world food organization (FAO), World Society for Protection of Animal (WSPA) is required. Different international and national professional and welfare organizations can contribute significantly in achieving elimination. Accordingly the national strategy for elimination of rabies transmitted by dogs in Bangladesh has been approved by the National Steering Committee for Rabies. The strategic activities include advocacy, communication and social mobilization, dog bite management, mass dog vaccination and dog population management. UN organization provides technical support upon request of the government. Other organization cooperate the concerned ministries and departments in carrying out the rabies elimination activities upon mutual understanding. The concerned ministries, departments and organizations have to allocate necessary budget and to implement the action plan for achieving rabies elimination in the country. What is COLLABORATIVE PARTNERSHIP? What does COLLABORATIVE PARTNERSHIP mean? COLLABORATIVE PARTNERSHIP meaning - COLLABORATIVE PARTNERSHIP definition - COLLABORATIVE PARTNERSHIP explanation. Source: Wikipedia.org article, adapted under https://creativecommons.org/licenses/by-sa/3.0/ license. SUBSCRIBE to our Google Earth flights channel - https://www.youtube.com/channel/UC6UuCPh7GrXznZi0Hz2YQnQ Collaborative partnerships are agreements and actions made by consenting organizations to share resources to accomplish a mutual goal. Collaborative partnerships rely on participation by at least two parties who agree to share resources, such as finances, knowledge, and people. Organizations in a collaborative partnership share common goals. The essence of collaborative partnership is for all parties to mutually benefit from working together. There are instances where collaborative partnerships develop between those in different fields to supplement one another’s expertise. The relationships between collaborative partners can lead to long term partnerships that rely on one another. As Don Kettl writes, “From Medicare to Medicaid, environmental planning to transportation policy, the federal government shares responsibility with state and local government and for-profit and nonprofit organizations... The result is an extended chain of implementation in which no one is fully in charge of everything”(2001,p. 25) Partnership and collaboration are often used inter-changeably, sometimes within the same paragraph or even sentence. Much use of the terminology is policy driven, giving way to the use of terms such as ‘joined-up thinking’ and ‘joined-up working’; for example, Every Child Matters (DfES 2004: 9) states that progress in improving educational achievement for children and young people in care and in improving their health has been possible through better joint working. Collaborative arrangements occur based on more than just altruism. Mutuality and equitable engagement will not exist if southern partners expect developed countries to simply transfer their technological competitive advantage(Brinkerhoff 2002). A particular concern that arises in both for-profit and academic partnerships has been the failure to reap benefits of collaboration at meso- and macro-levels. While Southern researchers, inventors and managers involved in cross-border collaboration projects have benefited individually, these benefits do not translate to improvements in their organizations and institutions, possibly reflecting a problem of agency in the relationship (Alnuaimiet al. 2012). In general, partnerships for sustainable development are self-organizing and coordinating alliances. In a more strict definition; they are collaborative arrangements in which actors from two or more spheres of society- whether state, market, and civil society, are involved in a non-hierarchical process through which these actors strive for a sustainability goal (Glasbergen et al. 2007). In recent times, partnerships are set up to solve societal problems and they do so on the basis of a commitment that is formalized to some extent.

What is EMPOWERMENT? What does EMPOWERMENT mean? EMPOWERMENT meaning - EMPOWERMENT definition - EMPOWERMENT explanation - How to pronounce EMPOWERMENT? Source: Wikipedia.org article, adapted under https://creativecommons.org/licenses/by-sa/3.0/ license. The term empowerment refers to measures designed to increase the degree of autonomy and self-determination in people and in communities in order to enable them to represent their interests in a responsible and self-determined way, acting on their own authority. Empowerment as action refers both to the process of self-empowerment and to professional support of people, which enables them to overcome their sense of powerlessness and lack of influence, and to recognize and use their resources. The term empowerment originates from American community psychology and is associated with the social scientist Julian Rappaport (1981). In social work, empowerment forms a practical approach of resource-oriented intervention. In the field of citizenship education and democratic education, empowerment is seen as a tool to increase the responsibility of the citizen. Empowerment is a key concept in the discourse on promoting civic engagement. Empowerment as a concept, which is characterized by a move away from a deficit-oriented towards a more strength-oriented perception, can increasingly be found in management concepts, as well as in the areas of continuing education and self-help. Robert Adams points to the limitations of any single definition of 'empowerment', and the danger that academic or specialist definitions might take away the word and the connected practices from the very people they are supposed to belong to. Still, he offers a minimal definition of the term: 'Empowerment: the capacity of individuals, groups and/or communities to take control of their circumstances, exercise power and achieve their own goals, and the process by which, individually and collectively, they are able to help themselves and others to maximize the quality of their lives.' One definition for the term is "an intentional, ongoing process centered in the local community, involving mutual respect, critical reflection, caring, and group participation, through which people lacking an equal share of resources gain greater access to and control over those resources" (Cornell Empowerment Group),. Rappaport's (1984) definition includes: "Empowerment is viewed as a process: the mechanism by which people, organizations, and communities gain mastery over their lives." Sociological empowerment often addresses members of groups that social discrimination processes have excluded from decision-making processes through – for example – discrimination based on disability, race, ethnicity, religion, or gender. Empowerment as a methodology is also associated with feminism. Empowerment is the process of obtaining basic opportunities for marginalized people, either directly by those people, or through the help of non-marginalized others who share their own access to these opportunities. It also includes actively thwarting attempts to deny those opportunities. Empowerment also includes encouraging, and developing the skills for, self-sufficiency, with a focus on eliminating the future need for charity or welfare in the individuals of the group. This process can be difficult to start and to implement effectively.

Xi noted that the SCO members have worked to build political trust and firmly supported each other's independent choices of development path. The SCO countries have also deepened their cooperation greatly in trade, business, finance, energy, and transportation, among other areas, Xi said. The SCO has signed the Treaty of Long-Term Good-Neighborliness, Friendship and Cooperation, codifying into law the aspiration of enduring friendship. The organization has actively reached out to others with an ever-growing circle of friends. As last year's Ufa summit initiated the process to take in new members for the first time in the SCO’s history, the international influence of the organization has kept increasing with its full members and observers accounting for nearly half of the world's population, the Chinese president noted. Proposing for future development of the SCO, Xi urged all members to firstly carry forward the Shanghai Spirit, which has been regarded as the bloc's undergirding value. The SCO should remain open and transparent without targeting any third party, engage all like-minded international partners in wide-ranging cooperation and act as a constructive force for the healthy development of the international order, said the Chinese leader. Secondly, the SCO should continue to prioritize security and cement the foundation of the SCO development, said Xi, adding that it needs to beef up the institutional construction for cooperation on combating terrorism and drug-trafficking. Thirdly, Xi proposed that the SCO should expand practical cooperation and find greater space for SCO development, expressing his hope that the organization will play an active role in aligning the Belt and Road Initiative and the other members' development strategies. Fourthly, the SCO also needs to enhance culture and people-to-people foundation as the bridge for future development, Xi said, adding that China is willing to support other member states in restoring historical sites and archaeology studies, as well as communication and cooperation in such fields as youth, health care and environmental protection. Last but not the least, Xi said, the SCO should continue to uphold openness and inclusiveness and get more parties on board for SCO cooperation. He also proposed that the member states take the process of accepting India and Pakistan as new members to enhance institutional building of the SCO and expand and deepen cooperation in various fields. The annual summit, hosted by Uzbek President Islam Karimov, was also attended by Kazakh President Nursultan Nazarbayev, Kyrgyz President Almazbek Atambayev, Russian President Vladimir Putin, and Tajik President Emomali Rahmon. The SCO leaders agreed to remain committed to maintaining peace, boosting development, and consolidating their relationship of equality and mutual trust, based on the principles of mutual respect, good neighborliness, and friendliness. They pledged to deepen effective cooperation in wide-ranging areas and contribute to the security, stability, and sustainable development in the region. The leaders reaffirmed their support for the Silk Road Economic Belt initiative and decided to take actions to continuously implement the initiative so as to promote regional economic cooperation among the member states and integrating their respective development strategies. Healthcare Reform: The Supreme Court Ruling and Ramifications The recent landmark Supreme Court decision on the constitutionality of the Patient Protection and Affordable Care Act of 2010 will impact every citizen and business in the United States. A panel of experts including a healthcare provider, health insurance executive, affordable healthcare advocate and legal expert discuss the ramifications of the court's decision. Confusion and misinformation are prevalent about the law and corresponding Supreme Court decision. The forum includes an overview of the law and the court decision presented by Richard McHugh, an attorney with Porter Wright's Washington DC office. McHugh's practice concentrates on employee benefits law and he has kept a close watch on the evolution of this new legislation and court opinion. Prompting the discussion is moderator Reginald Fields, the Statehouse Bureau Chief for The Plain Dealer, Cleveland's major daily newspaper. To understand the view of a health insurance provider, joining the panel will be Kevin Lauterjung, executive vice president for Managed Care at Medical Mutual. Prior to the court decision, several major health insurance companies announced that they would continue to uphold several key provisions of the law regardless of the legal ruling. Some examples of those policies included continuation of insurance coverage for adult children, up to age 26, as part of their parents' policies and the discontinuation of life-time limits. Representing the healthcare provider is Bruce Vanderhoff, MD, MBA, who is the chief medical officer at OhioHealth. OhioHealth is a group of not-for-profit, faith-based hospitals and healthcare organizations with a mission to treat patients regardless of their ability to pay. Completing the panel is Jeff Biehl, president of Access HealthColumbus, a non-profit organization with a mission to assure timely access to healthcare for vulnerable people in Franklin County. Biehl is also a founding member of Our Optimal Health, a local initiative that hosts conversations in our community to explore what can be expected from our healthcare system and find solutions for affordable and sustainable health care for all people in Franklin County.

VOA news for Saturday, September 10th, 2016 Thanks to http://gandalf.ddo.jp/ for audio and text From Washington, this is VOA news. I'm David Byrd reporting. The U.N. Security Council has strongly condemned North Korea's most recent nuclear test. In a statement, members of the Security Council said they would begin to work immediately on appropriate measures under Article 41 of the U.N. Charter, which specifies non-military actions including sanctions. The Security Council held an emergency meeting Friday in New York just hours after North Korea conducted its fifth nuclear test. The bomb triggered a blast that seismic monitors indicated was its largest such detonation yet. U.S. Secretary of State John Kerry says the United States and Russia have finalized a plan to reduce violence in Syria and lead to a political transition that would end more than five years of war. After more than 18 hours of negotiations Friday, Kerry said the deal clinched with Russian Foreign Minister Sergei Lavrov could be a turning point for the conflict if implemented. "No one is building this based on trust. It is based on a way of providing oversight and compliance through mutual interest and other things. And we are determined to explore every single avenue possible for progress.” Kerry said that a new nationwide cease-fire would take effect at sundown on Monday [September 20] September 12, that is, coinciding with the Eid al-Adha holiday. Lavrov confirmed the agreement and said it could help expand the counter-terrorism fight and aid deliveries to civilians in Syria. He said that President Bashar al-Assad's government was prepared to comply. This is VOA news. The two nominees for president have weighed in on North Korea's latest nuclear test. Speaking to the conservative Values Voters Summit in Washington, Republican nominee Donald Trump said that North Korea's nuclear program is proof that his opponent, Hillary Clinton, failed as secretary of state. "North Korea performed its fifth nuclear test - its fourth since Hillary Clinton became secretary of state. It's just one more massive failure from a failed secretary of state.” Democratic nominee Hillary Clinton said after meeting with a bipartisan group of national security experts in New York City that as president she would not allow North Korea to threaten the United States or its allies. "That is absolutely a bottom line. And if other countries want to assist us in this effort we welcome that and we will engage in intensive discussions as soon as possible.” The former secretary of state also called for new sanctions in addition to those endorsed by the Obama administration and adopted earlier in the year with the United Nations. The U.S. House of Representatives passed legislation Friday that would allow families of the victims of the September 11, 2001, terrorist attacks to sue the Saudi Arabian government for allegedly supporting terrorism. The majority of the airline hijackers were Saudi nationals but the Riyadh government has denied any involvement in the attacks. Ted Poe is a Republican representative from Texas: "The legislation gives the victims' families access to the courts, to the rule of law. And we as a people should be more concerned about these victims of terror than we are about diplomatic niceties with other countries.” The bill has already cleared the U.S. Senate, but President Obama has promised to veto the legislation out of concern it could weaken U.S. ties with Saudi Arabia. The World Health Organization has stepped up its warning for Southeast Asia to guard against the threat posed by the mosquito-borne Zika virus amid mounting concerns in the region of the impact to local populations. WHO regional emergencies director for Southeast Asia Roderico Ofrin said that countries need to adopt "effective surveillance and reporting systems" to closely monitor the spread of the disease. South America has borne the brunt of the virus' severe impact, especially in Brazil, where hundreds of cases of the birth defect microcephaly have been confirmed since a Zika outbreak began last year. 10 JUNE 2016 Statement by Head of Delegation: Datuk Dr Lokman Hakim Sulaiman (Deputy Director-General of Health (Public Health), MOH Malaysia) At the United Nations High Level Meeting On HIV & AIDS, New York (8 – 10 June 2016) Mr. President 1. First of all, allow me to extend my sincere appreciation to the United Nations for convening this important High Level Meeting on HIV and AIDS. We are here again to commit ourselves to cease the epidemic that has caused much hardship throughout the world, an epidemic that knows no boundaries, social status, colour of the skin or one’s belief. 2. For the past three consecutive UN General Assembly Special Sessions in 2001, 2006 and 2011, our commitments have been sustained through continuous political support, strong leadership, undivided commitment and fervent efforts from all stakeholders at all levels. 3. Through strong political commitment, workable policies, full participation and perseverance from various agencies including government health and non-health sectors, non-government organizations, religious leaders, private partners, key populations and people living with HIV, we in Malaysia are able to materialize key areas outlined in the series of National Strategic Plans. As a result, we have managed to achieve our MDG target to halve the infection rate in 2015, hence contributing to the global initiatives on HIV. 4. At the beginning of the epidemic, people who inject drugs (PWID) were the main driver, from sharing of contaminated needles. In 2000, almost 80% of total new HIV cases in Malaysia were among them. Following the Harm Reduction Programme initiated in 2005, we were able to remarkably reduce the new HIV infection cases among this group to only 16.8% in 2015. Recently completed study of this national program showed that it has also improved the social economic status and quality of life of it clients. Therefore, we would like to reiterate that Harm Reduction Programme is workable approach in HIV and AIDS intervention among People Who Inject Drugs and we are committed to continue this efforts to ensure ending AIDS among this key population. Our primary concern now, is the increasing rate of infections acquired sexually. 5. Being a pragmatic Muslim country, and large majority of our problem is among the Muslim themselves, Malaysia strives hard to reverse and halt the epidemic from a Muslim perspective. In this regard, religious leaders, public health physicians, NGOs representing the key populations and people living with HIV, came together and drafted a training module. This module, available in the local language, English and Arabic, aims at creating HIV awareness and advocacy among imams and Muslim scholars, especially in reducing stigma and discrimination. For those who are interested, we are willing to share this module with you. Mr President, 6. In moving forward, Malaysia has produced and officially launched a long term National Strategic Plan on Ending AIDS 2016-2030 to compliment the global initiatives on Ending AIDS and as parts of the post-2015 Sustainable Development Goals. We firmly believe that if these strategies are implemented accordingly, we can close the AIDS chapter even sooner than anticipated in the year 2030. 7. The new Ending AIDS strategic plan focuses on testing, accelerating ARV coverage and upscaling prevention especially amongst the key at risk populations. We also strongly believe that addressing issues of stigma and discrimination is as important. 8. The government realizes that the battle on ending AIDS relies heavily on strong partnership with other key players especially the NGOs and civil societies. This smart partnership, which was formalized in 2002 that emphasizes on mutual understanding and shared responsibility, includes dedicated, consistent funding assistance to NGOs for all HIV responses. Mr. President, Malaysia reaffirms its commitment to the global fight in Ending AIDS as spelt out in the UN General Assembly 2016 Political Declaration on AIDS that we have adopted. Thank you For those interested to know more of Malaysia’s strategic plan in ending AIDS, you can download the reports from these links: National Strategic Plan Ending AIDS 2016-2030 http://www.moh.gov.my/images/gallery/Report/MalaysiaNSPEA2016-20302.3(Final_27Nov)_printed%20version.pdf Ending AIDS in Malaysia-Myth or Reality? http://www.moh.gov.my/images/gallery/Report/Ending%20AIDS%20in%202020%20(Final_271115)_printed%20version.pdf Global AIDS Response Progress Report Malaysia 2015 http://www.unaids.org/sites/default/files/country/documents/MYS_narrative_report_2015.pdf

It specifically calls for a) community engagement, b) assessment of needs and assets, and c) social action. CPAR allows the design, development and implementation of practical solutions to concrete, real-life problems. While we work with all types of communities, we are especially equipped at working with vulnerable populations, and racial and ethnic minorities. We employ a wide and creative range of data collection techniques and processes including face-to-face and telephone interviews, surveys (probability or convenient samples), focus groups, photovoice and other qualitative or quantitative data collection methods. Often our evaluation measures are developed through a participatory process that engages stakeholders in action planning and assessing what works and do not work and what outcomes are feasible, measurable and will make a difference. Throughout the life of the project, we bring evaluation data back to stakeholders so that its implications can be determined and mid-course program or policy corrections be made. We generally prefer a model that involves and empowers the client with new knowledge and insights. Health care and political systems are deeply intertwined, with implications for the quality and equality of access to health care. This symposium explores the political dynamics of health care laws and the way they affect people not only as patients but also as citizens. Health professionals, policy and public health experts, economists, sociologists, and political scientists draw on comparative politics and policies of the states—alone and as part of a federalist system—and on international perspectives to explore the relationships between citizens and their health care.
