September 22, 2016, the Assistant Secretary of HUD, Gustavo Velasquez lead a discussion on the AFFH Final Rule and the Assessment of Fair Housing. The City of Tampa, Hillsborough County and the Tampa Housing Authority have joined forces to submit a Regional Assessment of Fair Housing per the AFFH Final Rule. AFFH Final Rule clarifies and simplifies fair housing obligations that have been law for more than 40 years. It empowers HUD grantees to analyze their fair housing landscape and set locally-determined fair housing priorities and goals through an Assessment of Fair Housing (AFH). To aid communities in this work, HUD provides open data to grantees and the public on patterns of integration and segregation, racially and ethnically concentrated areas of poverty, disproportionate housing needs, and disparities in access to opportunity. This improved approach facilitates robust community participation and provides a better mechanism for HUD grantees to build fair housing goals into their existing housing and community development planning processes. James Lancia - Downtown White Police: Why the Establishment Turned on Cops - Hour 1

James Lancia is a retired police officer who worked closely with the FBI, DEA, ATF, and Statewide Narcotics Agency as a patrolman in the Bridgeport Police Department in Connecticut. Lancia is the author of the book, “”Downtown White Police”: Demonizing the Alpha Cop, Glorifying Thugs, and Militarizing Law Enforcement.” James is also now a military artist, painting museum pieces for the French Foreign Legion. His historical military artwork has been featured at West Point and in various other US museums and magazines. James is with us to discuss the subject matter of his book, which is an exposé of the forces at work in American society that are leading us down the dangerous path to a militarized police force. James describes his work on a beat that included the sixth largest housing project in the nation, rated the worst in the country for crime according to FBI statistics. We discuss Hollywood’s demonization of law enforcement, the all-out negligent and false mainstream reporting of crime, and the black victimization narrative coming from elected officials that all work together in perpetuating the myth of the villain White cop. James gets into the harsh statistics of black on White crime, and he breaks down the lie of systemic White racism that is used to justify disproportionate opportunities and advancements for unqualified minorities. Then, we speak about the Baltimore and Ferguson riots, where police were told to stand down while rioting looting escalated to an unmanageable situation, creating the perfect scenario for a federal level, militarizing agenda to take shape. In the members' segment, James talks about the shift in crime rates that occurred post-civil rights movement, and we look at the growth of rape and violence in Europe and the US since the multiculturalist experiment has brought us forced integration. We also consider the problems of political correctness in bringing attention to and dealing with black on White crime. Then, we look at the ludicrous US foreign policies that are bringing arms to ISIS extremists and instigating soldier-age Middle Eastern men to mass infiltrate Europe. Later, we touch on HUD’s Affirmative Fair Housing Marketing Plan, the double standards of White privilege, and the war on Western culture. In order to foster this access to opportunity, HUD has released a powerful new resource—the Affirmatively Furthering Fair Housing (AFFH) rule. The new rule will provide much needed support to local and state governments and housing authorities to conduct “assessments of fair housing” that will help them build and connect people to communities of opportunity. Assessments of fair housing will help identify barriers to opportunity by measuring neighborhoods’ proximity, or lack thereof, to high performing schools, public transit, local labor markets, and clean environments. Through AFFH, local jurisdictions will be equipped with the guidance and knowledge to develop locally-driven and tailored solutions to improve economic opportunity for all, and to invest their federal community development resources to pursue their goals. Chris Daggett on Affordable Housing

TRENTON—Chris Daggett, independent candidate for Governor, today unveiled a comprehensive plan for overhauling New Jerseys affordable housing policies to prevent sprawl and to more closely align the goals with the objectives of the State Plan. In unveiling a detailed housing policy, Daggett said affordable housing needs to be located in centers and along transit corridors with ready access to jobs, transportation and recreation opportunities. The creation of affordable housing units should not conflict with other state policies, such as smart growth, open space preservation and infrastructure investment. "After 35 years, the landmark Mt. Laurel doctrine requiring municipalities to provide a fair share of affordable housing remains sound, but conditions are very different today," Daggett said. "It is time to develop affordable strategies that can be seamlessly woven into the fabric of State Plan policies and promote, rather than undermine, its goals." Too often, the states current affordable housing regulations are driven by false assumptions and fail to account for new population trends, he said. The state Council on Affordable Housing projects 52,000 new jobs will be created every year when, in fact, 65,700 jobs have been lost in New Jersey in the last five years, Daggett said. To ascertain the real housing needs, Daggett would convene a Housing Policy Task Force, comprised of all housing stakeholders, to gather facts and accurate, updated data on housing trends, foreclosures in New Jersey, and other information needed to address the needs of workforce housing. His plan would also mandate that once fair share housing obligations are met, a communitys zoning could not be overridden by court decisions. An appellate court decision regarding a case from Easthampton in Burlington County last month affirmed that affordable housing must be deemed an "inherently beneficial" use when local governmental bodies consider applications for zoning variances. The ruling has led many local and state officials to be concerned that such a ruling will lead to zoning being overturned to accommodate affordable housing even in COAH compliant communities. The housing policy recommends restoring Regional Contribution Agreements, a practice where towns satisfied their affordable housing obligations by paying other communities to build housing units, on the condition it results in new housing units in the host municipality. "These agreements can fuel urban reinvestment and allow opportunities for affordable housing to be built in mass transit served suburban communities," Daggett said. "RCAs for new units should be permitted statewide." The plan also proposes that government should take advantage of current declining housing values to increase the supply of affordable housing before the next housing market upswing. Such market-driven strategies could include conversions of single-family homes to two-family homes. Single family conversions make more efficient use of existing housing resources and public infrastructure. In addition, families who are in foreclosure prevention programs and in danger of losing their homes should be deemed exempt from COAHs affirmative marketing obligations, not forced to move out and participate in a lottery for their own homes, as is the case today, Daggett said. Finally, the plan recognizes the increasingly important role passenger rail will play in achieving smart growth goals. His plan proposes New Jersey invest in improving and expanding passenger rail service along existing commuter lines and reactivating lines that were discontinued during the time when the sprawl trend took hold.
