Dr. Mark Abkowitz specializes in enterprise risk management, hazardous materials transportation safety and security, assessing the impacts of energy choices and climate change, and the strategic and operational deployment of intelligent transportation systems. A Professor of Civil & Environmental Engineering at Vanderbilt University, he also serves as the Director of the Vanderbilt Center for Environmental Management Studies www.vanderbilt.edu/vcems. VCEMS provides the guidance and support for the interdisciplinary graduate study of environmental issues. The Center brings faculty members and students together from various disciplines for collaborative study and research on topics such as environmental risk assessment, management and communication, policy analysis, civil and criminal liability, environmentally conscious manufacturing and technology management, and global environmental issues and business development. Dr. Abkowitz has authored over one hundred publications on these topics, and has appeared on National Public Radio, Fox National News and CNBC to discuss issues of national importance. Dr. Abkowitz is currently a member of the Nuclear Waste Technical Review Board, having been appointed to this position by President George W. Bush in June 2002. He is the recipient of the 1996 Distinguished Service Award from the National Academy of Sciences for his leadership role with the Transportation Research Board. Dr. Abkowitz has served as a researcher and consultant to a wide variety of businesses and government agencies. An accomplished public speaker, Dr. Abkowitz has addressed audiences at several national and international forums. He is the author of Operational Risk Management -- A Case Study Approach to Effective Planning and Response, recently published by John Wiley & Sons. So and so a chemical, physical or a biological agent poses a risk; This or that product is a hazard or behaving a certain way is unsafe. A lot of the time “hazard” and “risk” are freely used to mean the same thing. However they are not. Hazard is the potential to cause harm. Risk on the other hand is the likelihood of harm in defined circumstances. In a nutshell, hazard and risk are not always aligned as the risk depends on the exposure to the hazard ; similarly, risk, safety and perception of risk are not always aligned; this can make political decisions regarding safety levels difficult to make, in these cases it is especially important to base them on facts rather than on subjective perceptions. http://www.greenfacts.org

Hazard: Anything (e.g. condition, situation, practice, behavior) that has the potential to cause harm, including injury, disease, death, environmental, property and equipment damage. A hazard can be a thing or a situation. Hazard Identification: This is the process of examining each work area and work task for the purpose of identifying all the hazards which are “inherent in the job”. Work areas include but are not limited to machine workshops, laboratories, office areas, agricultural and horticultural environments, stores and transport, maintenance and grounds, reprographics, and lecture theatres and teaching spaces. Tasks can include (but may not be limited to) using screen-based equipment, audio and visual equipment, industrial equipment, hazardous substances and/or teaching/dealing with people, driving a vehicle, dealing with emergency situations, construction. This process is about finding what could cause harm in work task or area. Risk: The likelihood, or possibility, that harm (injury, illness, death, damage etc) may occur from exposure to a hazard. Risk Assessment: Is defined as the process of assessing the risks associated with each of the hazards identified so the nature of the risk can be understood. If under confinement, an explosion may produce a shock front and a missile hazard. This may be a rapid gas expansion (deflagration) in a confined area or a detonation. Blasting Agents: any material or mixture, consisting of a fuel and oxidizer, intended for blasting, not otherwise classified as an explosive and in which none of the ingredients are classified as an explosive, provided that the finished product, as mixed and packaged for use or shipment, cannot be detonated by means of a No. 8 test blasting cap when unconfined. Detonation: An extremely rapid chemical reaction and violent decomposition producing a lethal shock front, heat and flame. The speed of the decomposition is supersonic, i.e.: 1250 to 30,000 ft/sec. Deflagration: A rapid or violent decomposition with flame and large amounts of heat. The speed of the decomposition (the reaction front as it moves through the material) is subsonic, i.e.: slower than ~1250 ft/sec. Decomposition: A breakdown of a substance into a group of different substances. In the case of highly reactive or explosive materials, large amounts of energy will be released.

. Slips, trips, and falls are among the leading causes of injuries in general industry. Avoid accumulation of trash, dust and loose debris in walking areas. Frequent housekeeping and cleaning up spills when they occur is essential to prevent slips. Floors, passageways, aisles, and egress paths should be clean and clear of debris, obstructions, and clutter. At doorways and in high traffic areas consider installing walk off mats to avoid slipping especially in inclement weather Ensure adequate shelving is installed and can support the weight of the stored material. Ensure Isles have proper head clearance to avoid a strike against injury. Materials should be stored flush with the shelving and not protrude into the walking areas. When heavy or bulky items must be handled manually, store these items at waist level. This will reduce the possibility of overexertion. Secure items that could fall causing a struck by an injury such as ladders. "Fire hazards are frequently encountered in facilities. Improper stored flammable and combustible liquids, open ignition sources and other hazards should be prevented. Avoid accumulation of items that can cause fires. Store flammables in fire lockers dispose of all combustible items in a metal receptacle positioned far away from any ignition sources. Ensure doorways and exits are free of obstructions. Conduct monthly inspection of fire protection systems such as fire extinguishers pull stations and emergency lights." Some types of injuries occur more frequently than others. For instance, slips – trips- and falls occur more often in general industry. According to OSHA, they cause 15% of all accidental deaths. 1 in 6 of all last time incidents involves slips trips and falls. This produces an average of 11 days away from work. You can mitigate these types of accidents by conducting an inspection of your facility, performing detailed investigations of accidents and near misses and retrain employees when conditions and work environment changes. Power tools and equipment account for over 400,000 injuries yearly. Most of these injuries are avoidable when safe work practices are followed. Some safe practices include: providing training to workers, inspecting tools before each use, wearing proper PPE when using tools, observing warning signs, verifying machine guards are in place and repairing defective equipment. 6. Conduct inspections All of the steps shared would be pointless if there is no formal process to assess their effectiveness. —this could be daily, weekly, monthly, or a mix of different levels of assessments at different periods. Always follow the simple concept of Plan - Do- Check- Act. To stay ahead of any potential hazard, have a checklist at hand, and go over each inspection task thoroughly. Doing so will help to avoid overlooking potential dangers that may exist. An important item that is often overlooked is employee training. Training should be one of the first items covered with new hires before working in a facility. Employees should be trained on safe work practices, PPE required for each activity and how to identify unsafe conditions. It is no use having a detailed set of standards and rules if your employees have little or no knowledge of them. Using safety standards during training sessions is great, but they must be incorporated into daily activities for them to be effective. That means training and informing employees of these rules frequently. Promoting open lines of two-way communication regarding safety processes, performance, and expectations. If you’re changing a protocol, update the signage as soon as possible to keep staff abreast of the update in time. Any such catastrophic biological event could rapidly shift global security dynamics by destabilizing economies, changing political landscapes, and disproportionately impacting populations. While the world continues to receive wake-up calls in the form of pandemic outbreaks two things are apparent: Society is changing in ways that are likely to make a rapidly spreading biological agent increasingly deadly and destabilizing, and the world is largely unprepared for this type of biological event. Beth Cameron discussed why U.S. leadership continues to be vital in advancing the Global Health Security Agenda’s mission to build a world safe from biological threats. She also explored issues from a global lens as she discussed the intricacies of incentivizing and adopting standards for reducing biological risk in an age of emerging and converging technologies. This event was part of the Global Health Security Seminar Series, co-sponsored by Georgetown’s Center for Global Health Science and Security and the Global Health Initiative. Over the course of the 2017-2018 academic year, speakers in the series will address critical issues in global health in an effort to promote greater dialogue regarding pandemic preparedness across the university and the wider Washington D.C. community. Dr. Beth Cameron is the Nuclear Threat Initiative's senior director for global biological policy and programs. She previously served as the senior director for global health security and biodefense on the White House National Security Council staff and the White House Ebola Task Force.
