It was produced in the framework of the Vertical Integration and Learning for Low Emission Development (V-LED) project. To find out more about the V-LED project visit: https://localclimateaction.org The Philippines economic growth in recent years, mostly occurring in cities and urban areas, brought greater opportunities such as better public services and enhanced social equity. This growth, if not managed properly and when done unsustainably, will lead to problems like congestion, greater air pollution, and higher demand for energy. With this urbanisation trend, comes rising greenhouse gas emissions causing climate change that brings in stronger typhoons, increased rainfall and long dry spells. If not addressed, socio-economic activities of both families and communities will be affected - making it crucial for government leaders to take adaption and mitigation actions to avoid the devastating impact of climate change. Local leaders should ensure that investments consider the environment to provide quality of life for all, now and in the future. Low emission development lowers GHG emissions and ensures climate compatible and resilient development, leading to economic, social and environmental benefits. It ensures that developments are resilient against a changing climate. The Philippines submitted its Intended Nationally Determined Contributions to the United Nations Framework Convention on Climate Change with the aim of reducing GHG emissions in agriculture, waste, industry, transport, forestry and energy. Although a nationally let process, the transition to low emission development needs to mobilise the emission reduction potential at the local level. Agriculture, waste, industry, forestry, transport and energy contribute to greenhouse gas emissions. These sectors are covered in the Nationally Determined Contributions or NDC. As frontline institutions Local Government Units (LGUs) can transition to action plans that support vertical integration and learning a low emission development. This dimension in planning is necessary to stimulate urban climate actions. Local governments formulate Local Climate Change Action Plans LCCAP which are integrated into or derived from long term plans like the CLUP and CDP. Using local planning processes your LGU can integrate adaptation and mitigation policies in every step of your development. While national leadership establishes the policy framework for achieving climate resilient and low emission development, you enforce these policies and decide your resources. LGUs formulate land use plans and enforce zoning ordinances, governing urban sprawl. With low emission development, your LGU can reduce energy costs, address local pollution and lower carbon emissions while improving local economy and creating new businesses and job opportunities. Your locality has much to gain from taking concrete actions to achieve low emission development: reduce health impacts from air pollution, sustainable energy from more secure and cheaper energy supplies reduce poverty and enhance safety; access to climate action funding such as the green climate fund, adaption fund and people survival fund. The multiple benefits of climate action is a win-win situation for climate protection and local development. In fact there are local government units which are already demonstrating leadership for bringing down emissions. One example is the diversion of waste into compost used to grow plants and crops, and processing of garbage into alternative fuels. There are more examples from other LGUs that have also transitions towards this development model with the assistance of various programmes and using tools and resources for integrating low emission development into planning and decision making. Such as the USAID Philippine B-Leaders in partnership with the Climate Change Commission; the CCC Low Emission Capacity Building PHL Project; the Urban LEDS implemented by the United Nation Human Settlements Programme in Partnership with ICLEI and EU; the V-LED project, implemented by UN Habitat in partnership with adelphi and support from the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety. How do you start? You start by including GHG inventory and management into your local plans. Investment programmes and budget processes with the end goal of producing sustainable solutions. Your responsibility is clear: addressing emissions needs to be an integral part of your development planning and investment programming with meaningful participation from all stakeholders, with your city and other local governments leading the way.

Identify Mission and Objectives. The mission statement should include a founding principle upon which the company was created, and remains the foundation for all that the company does. Do some Environmental Scanning. Essentially, the environmental scan includes an internal evaluation of the company, an analysis of the industry (including market trends), and evaluation of the competition. This step will allow you to see how your company measures up in the marketing place, and where improvement or focus is needed. Formulate a Strategy. There are many factors to consider in the formulation of your strategy, including: competitive position in the market; marketing budget; marketing strategies; public relations strategies (if pertinent for your industry; includes goodwill activities); distribution channels; sales process; brand strategy; pricing strategy; new product rollout; etc. Implement the Strategy. Plan your work and work your plan. Strategy implementation begins with a viable action plan. Implementation of the strategy would also include: Budget creation; Policies and procedures; Organizing the company's resources; Keeping staff on task. Evaluate and control. This includes: Measurement -- what and how to measure, benchmarks, and tracking; Desired Targets -- know what specific targets you are aiming to hit; Comparison -- compare your actual results to what was predicted or anticipated in the strategy; Adjustment -- adjust your action steps as necessary to ensure that all objectives and targets are met. Whenever you buy a complex piece of equipment such as a TV or a car, do you ever wonder: how exactly did they put this all together? This video analyzes Toyota's Just in Time production system. Well, ever since the industrial revolution, that “how” has been a vital question for many businesses. Today, we’re going to look at how in post-war Japan, Toyota helped to create one of the smartest production systems that we have, named “Just In Time”. We’ll look at how it works and how you can apply the philosophy and practises to many other areas of business too. After World War 2, Japan faced some difficult problems; they didn’t have a lot of cash, resources were scarce, and there wasn’t a lot of free land to expand factories. However, Taiichi Ohno at Toyota managed to turn these problems into advantages by slowly creating the Just In Time system. The idea didn’t all come at once, it’s more that through the 50s and 60s, various changes were implemented and improved until the 70s were the wider world began to realise the benefits and start to adopt a similar approach. Commercial oil production faces more delays Government and the oil companies, French Total E&P and China’s Cnooc are looking at reaching final investment decision (FID) mid next year to allow an early commercial oil production start in 2021 but some industry sources say production could be delayed to as far as 2022. FID is an agreement on capital investments on a long term project: when money for the project is availed and project execution commences. Current projections show that $6.7b (Shs24 trillion) is the capital expenditure for developing the oil fields borne by the oil companies and government through the Uganda National Oil Company (Unoc). Unoc has a 15 per cent stake in each of the production licences but this is being carried by the oil companies until the former is able financially. Energy minister Irene Muloni speaking at the Africa Oil Week in Cape Town, South Africa, last week said the protracted discussions on FID had pushed government to provisionally shift early commercial oil production from 2020 to 2021. “We are waiting for the companies to make their final investment decisions. The front-end engineering designs have been completed (and we are) just going through the process of approval by government to make sure that everything is set,” Ms Muloni said. The delays on FID for development of the oil fields was previously hinged on several uncompleted activities like front end engineering design (FEED) studies, resettlement action plan, and environment social impact assessments, especially for Total E&P’s exploration areas-EA1 and northern EA2 or the Tilenga project at the northern end of Lake Albert (in the Murchison Falls National Park) and Buliisa District, respectively. Total E&P has since finalised all studies and are currently undergoing approval processes. Tilenga includes eight oil fields, and will feature about 419 oil wells Complications Discussions on FID was further complicated by Anglo-Irish Tullow Oil’s sale of its assets to both Total E&P, and Cnooc. The transaction is worth $900m but officials indicate that Tullow has been frantically fighting hard to circumvent payment of Capital Gains Taxes on the deal, which meant government would not approve the transfer of assets to Total E&P and Cnooc. However, a senior Energy ministry official told this newspaper last week that Tullow has since agreed “to pay some taxes” and the deal will be finalised early next month. Total E&P officials were not readily available for comment but Cnooc’s senior public relations supervisor, Ms Aminah Bukenya, yesterday said: “I can confirm that our target is to reach FID mid-next year and production to start in 2021.” “First oil is 36 months from FID so that is our plan and we think it is achievable,” she said. The Shs24 trillion for development of the oil fields includes drilling, land acquisition, construction of feeder pipes across the oil fields, well pads, camps, construction yards, and construction of two central processing facilities (CPF), and a pumping terminal for the proposed crude oil export pipeline to Tanzania. A CPF is where oil is separated from other impurities before being fed into either the proposed pipeline or refinery. Unoc’s legal and corporate affairs director, Mr Peter Muliisa, yesterday said a schedule on which all ongoing activities has been put in place to guide the remaining processes until production. “The delays are costly for the oil companies as well as government,” Mr Muliisa said. “The good thing here is that it is same players in the upstream (development of oil fields) and midstream (oil pipeline) except Tanzania; so, there is no repeating ourselves in the discussions.” As a result of the delays, Mr Muliisa also said procurement—Engineering, Procurement and Construction (EPC)—tenders are being discussed simultaneously. “Ordinarily, we should have waited for FID to start on procurement agreements but we are doing this concurrently to meet our timelines in the schedule.” That said, the full equation of commercialising Uganda’s oil is premised on the crude oil export pipeline— the East African Crude Oil Pipeline and an oil refinery whose development is still in infant stages. and which could delay production further. The 1,445km pipeline is expected to run from Hoima through the districts Kakumiro, Kyankwanzi, Mubende, Gomba, Ssembabule, Lwengo to Rakai at the border to Tanga port at the Indian Ocean in Tanzania. The section of the Ugandan pipeline is approximated around $700m (approximately Shs2.4trillion). Greening the Ecucational Industrial Complex: Creating a Climate Justice Youth Bill of Rights Dr. Akom will draw on the disciplines of environmental sociology, critical race theory, and social epidemiology to examine the relationship between environmental inequality, structural racialization, and health and educational outcomes. He introduces a conceptual framework--Eco-Apartheid that links environmental health to educational outcomes and considers the dynamic social processes through which social and environmental inequalities—and associated health and educational disparities—are produced, reproduced and transformed. Dr. Akom founded the Wangari Maathai Center (WMC) for Economic, Educational and Environmental Design in 2010, an organization that harnesses the expertise and imagination of leading academics, community leaders, and decision-makers to address policy and planning issues concerning energy, education, waste, water, advanced manufacturing, and design. The WMC's most recent project, "Greening the Educational Industrial Complex," is pioneering "Green STEM" curricular pathways that combine art and social media with science, technology, engineering, and math (STEM) to create college and career pathways in environmental and clean energy fields for low-income and vulnerable youth. In 2009, Dr. Akom co-founded the Environmental Sustainability Planning Network (ESPN), a national learning network that drafts local and regional climate action plans to reduce carbon emissions, secure land tenure, create economic opportunities, build infrastructure, and improve environmental health. The culmination of this work will be a Climate Justice Youth Bill of Rights to be unveiled on Earth day 2012. Dr. Akom is a 2010 recipient of a RIMI Investigator Award supported by the National Center on Minority and Health Disparities. He is currently co-editing a solution-oriented book with Dr. Jason Corburn on Race, Climate Justice, and the Politics of Pollution in Cities and Schools.

URL: http://youtu.be/oOkCuivTCmY S-1: Welcome to video #20 in my series of presentations that will attempt to “demystify tourism”. I’m Dr. Stan McGahey, the creator and narrator of the videos. Their content is based on my professional experiences in more than 80 countries on 6 continents. S-2: The reason for TP, is that tourism develops and grows on its own, and it generates major impacts. TP understands the current situation, determines where a destination wants to go, and then picks the best courses of action to accomplish. Tourism that is well-planned in the best interest of all the destination’s stakeholders, generates more positive, and sustainable, economic, socio-cultural, and environmental impacts. If you fail to plan, you plan to fail. S-3: If tourism is just starting, there is often a lack of funding or expertise. If tourism is already established, stakeholders may question the need for a plan, as they prefer to spend money on promotion. Many stakeholders have conflicting interest, are small businesses, focus only on their specific segment, get a large share of their business from locals, or are only seasonal. S-4: TP is based on research, assessment, and stakeholder input. It enables a destination to identify alternative approaches and select the most appropriate ones to proceed, with orderly development, and optimize the return on its resources. Planning can also create consensus, unity, and a common sense of purpose among the destination’s many moving parts. S-5: All of tourism’s stakeholders should be involved in TP. Governments for funding, legal framework, and coordination and liaison. Businesses for the reality of the marketplace. Tourism organizations, hospitality associations, and tourism consultants for their unique perspectives. Tourism-related groups, special interest groups, and non-profits organizations should have their voices heard, and the local people must ensure the actions discussed consider their biggest dreams and worst fears. S-6: TP at all levels comes under the national tourism policy and other economic development plans. TP is most effective when it includes participation from all its stakeholders. When a top-down government approach is used, it disenfranchises those with the most to gain, or lose, and it undermines community support by denying local ownership. TP must also incorporate sustainable tourism for lasting positive impacts. S-7: TP begins with a situation analysis: “where are we now”. A SWOT Analysis tells the destination’s internal strengths and weaknesses and external opportunities and threats. Reviews of existing tourism policies and plans, and inventories of the Four Operational Sectors, institutional elements, and infrastructure are also conducted. Tourism resources are mapped, zones are created, and comparative advantages are identified. Competition is researched and markets are analyzed for product-market matches. S-8: TP evolves from the destination’s vision. It utilizes the situation analysis and research to create a new vision. Visioning helps create a more specific plan, Government officials and consultants lead this step with input from all stakeholders. Synthesis creates a workable plan based on position statements that contribute to a broader vision statement. S-9: This part of TP planning expands the Goals, Strategies, and Objectives made while formulating tourism policy. The duration of tourism plans ranges from 1, 3, or 5 years to 10 or 20 years, depending on area covered and purpose. Goals are long-term and are the major components of all plans. Strategies explain how goals will be achieved. Objectives have a shorter horizon and are more easily measured than the goals they are meant to achieve. S-10: A tourism plan is a technical report that describes everything necessary to achieve the plan’s goals, strategies, and objectives. Major sections include development of tourism products, source markets, branding, promotions, distribution, institutional elements, community awareness, and education and training with timelines and funding needs for each. Many plans require environmental and socio-cultural impact assessments. Tourism plans are written by a government tourism official or consultant, but many are never implemented. S-11: Monitoring a tourism plan’s goals and objectives is performed by the government agency in charge of implementation and are modified accordingly. Evaluation comes after implementation. Each goal and objective is measured, stakeholders are surveyed, and meetings are held to discuss the findings. Lessons learned and incomplete goals can be worked into the next plan. S-12: Although the steps and procedures involved in the planning process differ among destinations, its main purpose remains the same: to provide a blueprint for organized tourism development that follows the most appropriate course of action. It uses an incredible amount of resources, emits toxic pollutants into the air, and pumps the ground full of formaldehyde, which is known to cause cancer. It's also prohibitively expensive. The average cost of a modern funeral costs between $10,000 to $12,000. There are a number of greener options available though. Cremation uses less resources and requires less space than a traditional burial, but isn't perfect. There are more experimental methods on the horizon such as promession and alkaline hydrolysis. Luca Cetara graduates in Economics of public administrations and international organisations at Università Bocconi, Milan (2002). Luca holds a Master's Degree in Environmental Policies and Law from Università Ca' Foscari, Venice (2004) and specializes in Protected Areas’ Planning and Management at the University of Camerino (2011). He attends courses and lectures in Italy and abroad in the field of sustainable development, environmental policies, environmental economics, leadership for sustainability. Since 2004, Luca is researcher at Eurac Research, Bolzano mainly focusing on environmental policies for mountain areas inside and outside Europe. He regularly cooperates with the Italian Ministry for the Environment and the Italian Delegation to the Alpine Convention. He has been working with national institutions (e.g. the Presidency of the Council of Ministers, Università Cattolica di Brescia, Ministry for Education and Scientific research, National Union of Mountain Municipalities and Communities, etc.) and international organisations (e.g. UNEP, OECD, FAO, REC) on environmental topics and the economics/environment interface. His research and advisory activities focus on climate change and its impacts at the national and international level, environmental policies, sustainable tourism, finance for nature conservation, market instruments for sustainable development, business environmental responsibility and CSR. He is particularly interested in the participation of the private sector in environmental and climate change policies, in latest development of environmental and ecological economics and in the development of indicators of sustainable development and human well-being. He served as project manager in several international research and cooperation projects concerning environmental issues, sustainable mobility, spatial planning, tourism and climate change in Europe. He has been participating in the process of development of the action plan on climate change of the Alpine Convention. He is lecturer in some graduate courses (e.g. IUAV University, Venice; University of Camerino) and chairperson in sections of international conferences and workshops. He authored several papers and reports and edited the Acts of workshops and conferences on water, natural hazards, sustainable mobility providing a specific focus on the emerging economic and policy aspects. He is lecturer in “Managing for sustainability and corporate responsibility” at the European School of Economics in Milan and "Leadership, Governance & Corporate Sustainability" in Rome, since January 2009.
