Understanding Medicaid's Role in Ending Homelessness: Utilization of Regulatory Waivers to State Medicaid Plans to Expand Supportive Housing: Ending homelessness will require expansion of programs offering both social services and affordable housing (supportive housing models). A barrier to the creation of supportive housing is the lack of public funding to cover supportive services to the families, youth and adults experiencing homelessness. Medicaid is becoming an excellent source of funding to increase local capacity—federal health care dollars that cover case management, care coordination and tenancy support services in community housing settings. Lawyers can become involved in reforms to State Medicaid Plans and assist community agencies to access Medicaid reimbursement. Additionally, lawyers representing persons with disabilities can advocate to expand medicaid funding to meet the goal of integrating homeless and disabled persons in community-based settings under the Americans with Disabilities Act and Olmstead v. L.C., 527 U.S. 581 (1999). Speakers will review changes in federal law and regulations, identify States that have amended their State Medicaid Plans to expand services to service people experiencing homelessness, and review ways Olmstead and Medicaid can be used to utilize supportive housing to prevent homelessness for those at-risk of institutionalization. BREAKING NEWS: Police in York region, just north of Toronto, raided a facility that was licensed by Health Canada allowing for up to 875 pot plants for medical purposes. Officers found a house and 22 greenhouses stuffed with thousands of plants in varying stages of growth on July 27, 2018. Coachella has taken steps permitting its second cannabis business. The City Council unanimously voted to adopt the environmental assessment for an estimated 30,000 square foot medical marijuana cultivation and manufacturing facility. The Coachella Grow and Research Center project would consist of office spaces and two cannabis grow houses stated in the proposal which has been approved by Coachella’s Planning Commission. According to The Desert Sun, the assessment completed by the city board determined the project would have no “significant impact on the environment” and that the odor concerns will be controlled by air filters located within the city. Coachella is already home to Cultivation Technologies Inc, a cannabis cultivation and manufacturing facility that plans to open in January 2017. Small-dose edibles is becoming the industry’s fastest growing sector according to a group of panelist at the New West Summit. Products ranging from marijuana-infused chocolates and gummies often contain between five to 10 milligrams. This has become a conservative dose for adults who are not familiar with their tolerance when it comes to THC consumption. Chief operating officer of Kiva Confections, Kristi Knoblich, believes that these small dosages help patients who are new to edibles. Kiva Confections cater to patients needs by providing user-friendly chocolate infused bars ranging from 60 to 180 milligrams of THC. Knoblich describes the company’s target customer as the more casual edible consumer. She states, “We’re looking for that person who isn’t looking to get blasted.” Each Kiva bar contains divisible servings and feature impressions on the bars that make it easy to parse for smaller doses. Detroit continues to close medical marijuana dispensaries that don’t comply with the city’s zoning ordinance. According to Detroit Corporate Counsel Melvin Hollowell, 87 out of 273 dispensaries are out of business. Hollowell’s goal earlier this year was to close all but 50 medical dispensaries by the end of this year. The dispensary zoning ordinance requires that dispensaries operated in designated zones such as 1,000 feet from drug free zones, other medical marijuana caregiver centers and controlled use centers. A new law that takes effect in December also requires a new tax on dispensary shops and establishes a state licensing system to grow, process, sell, transport or test marijuana. People who want state operating licenses need to wait until late 2017 to apply. http://detroitiscrap.com DETROIT -- The owner of a Detroit medical facility, which has been broken into six times in the past five weeks, has threatened to leave the city if police do not amp up their investigation efforts. Dr. Vasan Deshikachar wrote a letter to Detroit Police Chief Ella Bully-Cummings and demanded swift action to investigate and arrest the thieves who broke into the Grand River Medical Center on Grand River Avenue. Deshikachar said thieves have gone to great lengths to break in and have entered through the roof, glass block windows and the front door. The facility was robbed twice on May 29 and most recently on Friday. The thieves mostly target computers and office equipment, according to Deshikachar. Deshikachar said he has strong emotional attachments to the community and does not want to leave. However, "If similar incidents occur, then we will be left with no option to re-locate our business out of the city," he said in a letter to Bully-Cummings. Bully-Cummings has not yet responded to the letter.

A suicide bomb attack on a hospital complex in the Pakistani city of Quetta Monday has left more than 60 people dead. Officials say 160 people were wounded in the blast. Many are in critical condition. Most of the victims were lawyers who had been at a hospital to protest the killing of a local bar association President. A splinter faction of the Pakistani Taliban is claiming responsibility for both incidents. The fight for Syria's northern city of Aleppo has intensified. Opposition groups are pledging to send in more fighters and fully capture the area. Pro-government forces have responded to rebel gains with airstrikes. The medical charity, Doctors Without Borders, said Monday airstrikes damaged a hospital in northwestern Syria and killed 13 people, including a number of children. Meanwhile, U.N. officials in Syria are calling for a stop to fighting so repairs can be done to Aleppo's damaged water and electricity facilities and provide aid to people trapped in the eastern part of the city. Authorities in Afghanistan said Monday they have made major successes against the Taliban and the Islamic State group. They say national security forces have killed 100s of fighters, including key leaders linked to both groups. Officials say fighting between anti-government protesters and Ethiopian police has left dozens of people dead. 2 officials with the Oromo Federalist Congress party say more than 30 people were killed in the Oromiya region during protests on Saturday and Sunday. Amnesty International says 97 people were killed. One of the worst cities hit was Bahir Dar, the Amhara region's capital. This is VOA news. 50 former Republican national security advisers, intelligence chiefs and trade representatives have signed a letter saying, none of them plan to vote for Donald Trump. The strongly worded letter not only says Trump is unqualified to be President, but that he would be a dangerous commander-in-chief and, in its words, "the most reckless President in American history.” Trump dismissed the 50 as part of what he called the "failed Washington elite.” Trump's real focus Monday was the economy. Speaking at the Detroit Economic Club, Trump outlined his economic plan, saying he wants to jump start the American economy with new tax cuts, curbs on government regulation and efforts to boost the fortunes of middle-income workers. "I am proposing an across-the-board income tax reduction, especially for middle-income Americans. This will lead to !1,000,000s of new and really good-paying jobs.” In St. Petersburg, Florida, Democrat Hillary Clinton assailed the Trump plan. "So here's the deal, he can't escape the math. Now you know, math can be kind of inconvenient if it doesn't add up the way you want it to. And economists left, right, in the middle all say the same thing. That Trump's policies would throw us into a recession, the last thing we need.” Clinton plans to release her own economic plan later this week. The United States summoned the envoy of the Philippines on Monday to clarify remarks made by President Rodrigo Duterte about U.S. ambassador Philip Goldberg. Duterte in his meeting with soldiers at a military base last week was reported to have singled out Goldberg and lashed out with personal attacks. Goldberg has been critical of Duterte's remarks about sexual violence. Meanwhile, the U.S. government is alarmed by reports of extrajudicial killings as a result of Mr. Duterte's anti-drug dealer campaign. Here is State Department spokeswoman Elizabeth Trudeau: "We believe in rule of law. We believe in due process. We believe in respect for universal human rights. We believe fundamentally that those aspects ensure and promote long-term security.” Media reports say 100s of people with suspected drug links have been killed, some allegedly at the hands of vigilantes and !500,000 have surrendered. Delta Air Lines gradually resumed flights worldwide Monday, that after a computer outage grounded planes, leaving 1000s of passengers stranded. Brandon Chrostowski is on a mission to change the face of re-entry in the United States. In 2007, he founded EDWINS Leadership & Restaurant Institute. Chrostowski began his career in Detroit fifteen years ago and has since trained in some of the world's finest restaurants. He received an Associate's degree in Culinary Arts and a Bachelor's degree in Business and Restaurant Management at The Culinary Institute of America. He apprenticed at Chicago's legendary restaurant, Charlie Trotters, and after graduation worked at Lucas Carton, Paris' longest standing, Michelin 3-star restaurant. After spending time in Europe, Chrostowski decided to return to the United States to refine further what he learned in France. After several years in the kitchen, Chrostowski expanded his restaurant knowledge by moving to the front of the house at Le Pavilion in upstate New York, which is owned and operated by former CIA instructor Claude Guermont. Certified by the Court of Master Sommeliers in 2008, Brandon brings a wealth of knowledge and polished service to his current position as general manager of L'Albatros Brasserie and Bar in Cleveland, where he also is the restaurant's sommelier and fromager. Brandon has written for The Ohio Authority and serves on the advisory committee for Slow Food's northern Ohio chapter. Transparency International released its 2013 Global Corruption Barometer report. It found South Africa to be among the most corrupt countries in the world. Twelve percent of South Africa's population is HIV-positive, but President Mbeki says that HIV cannot cause AIDS. In response to growing violence, South Africa's minister of safety and security, Steve Tshwete, says: "We can't police this; there's nothing more we can do. South Africa's currency, the rand, has fallen about 70 percent since the African National Congress (ANC) came to power in 1994. Emigration from South Africa (mainly of skilled people) is now at its highest level ever." The tragic fact of business is that ordinary Africans were better off under colonialism. Colonial masters never committed anything near the murder and genocide seen under black rule in Rwanda, Burundi, Uganda, Nigeria, Mozambique, and other countries, where millions of blacks have been slaughtered in unspeakable ways, which include: hacking to death, boiling in oil, setting on fire and dismemberment. The National Bureau of Economic Research found that the average income of all races in South Africa dropped 40% between 1995 and 2000. The UN 2006 Human Development Report found that over the last 3 decades Africa has had a "virtual reversal" of human development; South Africa dropped 38 places on the Human Development Index since 1994. (UN Development Programme, 2007). The country of the world's first heart transplant (Christian Barnard, Dec., 1967), the Union of South Africa, is now the rape and murder capital of the world.  At the start of the year 1900, the number of African South Africans was found to be 3,5-million according to the British colonial government census. By 1954, our African population had soared to 8,5-million — and by 1990, there were a full 35-million of us in the decades prior to the official policy of apartheid, (which was started in 1948), the average life expectancy of African South Africans was only 38 years. His work over the years has tended to include more Eastern philosophy and some things he discusses could tend to take you beyond your comfort zone - depending on how open minded you are at this stage in your life. Dr Dyer's approach is a simpler, more relaxed one .. you could imagine a kindly grandparent advising you about life, while strolling down a beach at sunset :-)

The Beverly Hills Bar Association Supreme Court Luncheon Eighty two years ago, the Beverly Hills Bar Association was founded as an unincorporated association by attorneys on the Westside of Los Angeles. In 1954, the Association hosted its first judicial reception honoring the California Supreme Court. Sixty years later, the 1954 reception has evolved into the annual Supreme Court Luncheon. He was born in the Pittsburgh suburb of Harrison City, Pennsylvania to parents Samuel Ferguson (Oct. 1857 in Pennsylvania -- 1933) and Margaret Bush (Nov. 1857 in Pennsylvania -- 1940). Ferguson attended the public schools and the University of Pittsburgh. He graduated from the University of Michigan at Ann Arbor in 1913, was admitted to the bar the same year and commenced practice in Detroit, Michigan. He was judge of the circuit court for Wayne County, Michigan from 1929--1942 and also professor of law at Detroit College of Law (now part of Michigan State University) from 1929 to 1939. Ferguson was elected as a Republican to the United States Senate in 1942 and was reelected in 1948, serving from January 3, 1943, to January 3, 1955. Feguson successfully was re-elected in 1948, a year dominated by the Democratic party's upset wins. He was an unsuccessful candidate for reelection in 1954, defeated by Democrat Patrick V. McNamara. While in the Senate, he served as chairman of the Republican Policy Committee in the 83rd United States Congress. In 1948, he served as chairman of the Investigations Subcommittee of the Committee on Expenditures in Executive Departments, which held hearings on such matters as export control violations, for which Soviet spy William Remington was called in to testify; the trial of Nazi war criminal Ilse Koch; and the Mississippi Democratic Party's sale of postal jobs, which Mississippians from rural areas attested to purchasing. He introduced the Senate version of the bill that inserted "under God" into the Pledge of Allegiance in 1954. Michigan's 17th congressional district United States House of Representatives Republican Charles G. Oakman had previously introduced a House version. The bill became law on Flag Day, June 14, 1954. Also in 1954, Ferguson proposed several amendments to the Bricker Amendment. Ferguson served as United States Ambassador to the Philippines from 1955 to 1956 and was judge of the United States Court of Military Appeals at Washington, D.C. from 1956 to 1971. He served as senior judge on the United States Court of Military Appeals from 1971 to 1976. In 1976, he retired and moved back to Michigan and resided in Grosse Pointe until his death. He is interred in Woodlawn Cemetery, in Detroit. Ferguson's behind the scenes involvement in influencing the failed investigation, trial, and slander of Preston Tucker by the Securities and Exchange Commission has long been speculated. Racism in the United States has been a major issue since the colonial era and the slave era. Legally sanctioned racism imposed a heavy burden on Native Americans, African Americans, Asian Americans, and Latin Americans. European Americans (particularly Anglo Americans) were privileged by law in matters of literacy, immigration, voting rights, citizenship, land acquisition, and criminal procedure over periods of time extending from the 17th century to the 1960s. Many non-Protestant European immigrant groups, particularly American Jews, Irish Americans, Italian Americans, as well as other immigrants from elsewhere, suffered xenophobic exclusion and other forms of discrimination in American society. Major racially structured institutions included slavery, Indian Wars, Native American reservations, segregation, residential schools (for Native Americans), and internment camps. Formal racial discrimination was largely banned in the mid-20th century, and came to be perceived as socially unacceptable and/or morally repugnant as well, yet racial politics remain a major phenomenon. Historical racism continues to be reflected in socio-economic inequality. Racial stratification continues to occur in employment, housing, education, lending, and government. The 20th century saw a hardening of institutionalized racism and legal discrimination against citizens of African descent in the United States. Although technically able to vote, poll taxes, acts of terror (often perpetuated by groups such as the Ku Klux Klan, founded in the Reconstruction South), and discriminatory laws such as grandfather clauses kept black Americans disenfranchised particularly in the South but also nationwide following the Hayes election at the end of the Reconstruction era in 1877. In response to de jure racism, protest and lobbyist groups emerged, most notably, the NAACP (National Association for the Advancement of Colored People) in 1909. This time period is sometimes referred to as the nadir of American race relations because racism in the United States was worse during this time than at any period before or since. Segregation, racial discrimination, and expressions of white supremacy all increased. So did anti-black violence, including lynchings and race riots. In addition, racism which had been viewed primarily as a problem in the Southern states, burst onto the national consciousness following the Great Migration, the relocation of millions of African Americans from their roots in the Southern states to the industrial centers of the North after World War I, particularly in cities such as Boston, Chicago, and New York (Harlem). In northern cities, racial tensions exploded, most violently in Chicago, and lynchings--mob-directed hangings, usually racially motivated—increased dramatically in the 1920s. As a member of the Princeton chapter of the NAACP, Albert Einstein corresponded with W. E. B. Du Bois, and in 1946 Einstein called racism America's "worst disease." The Jim Crow Laws were state and local laws enacted in the Southern and border states of the United States and enforced between 1876 and 1965. They mandated "separate but equal" status for black Americans. In reality, this led to treatment and accommodations that were almost always inferior to those provided to white Americans. The most important laws required that public schools, public places and public transportation, like trains and buses, have separate facilities for whites and blacks. (These Jim Crow Laws were separate from the 1800-66 Black Codes, which had restricted the civil rights and civil liberties of African Americans.) State-sponsored school segregation was declared unconstitutional by the Supreme Court of the United States in 1954 in Brown v. Board of Education. Generally, the remaining Jim Crow laws were overruled by the Civil Rights Act of 1964 and the Voting Rights Act; none were in effect at the end of the 1960s. Segregation continued even after the demise of the Jim Crow laws. Data on house prices and attitudes toward integration from suggest that in the mid-20th century, segregation was a product of collective actions taken by whites to exclude blacks from their neighborhoods. Segregation also took the form of redlining, the practice of denying or increasing the cost of services, such as banking, insurance, access to jobs, access to health care, or even supermarkets to residents in certain, often racially determined, areas.
