Indianapolis Airport Authority tested its airport emergency operations plan with a full-scale, multi-emergency training exercise, involving airport personnel, first responders and participants from more than 30 organizations in the Greater Indianapolis Area. The Airport Emergency Exercise, required by the Federal Aviation Administration to take place once every three years, evaluates airport operations plans in the event of an emergency. During the exercise, critical functions such as incident command and control, rescue methods and procedures, and triage of injured victims are assessed. “For the IAA, this exercise goes far beyond meeting an FAA requirement,” said Mike Medvescek, IAA senior director of operations and public safety. “It allows us to take a critical look at our procedures, personnel, controls and so forth -- and ensure we are continuing to do everything possible to be stringently prepared to respond to an aircraft disaster.” Medvescek said the exercise includes multiple organizations from all over the surrounding area, such as local police and fire departments, emergency personnel, hospitals, and even public businesses that are located in close proximity to the airport, all in the interest to ensure everyone is prepared in the case of such an emergency. More than 100 first responders directly participated in the drill. “In partnering with multiple agencies, we’re able to provide a training that not only tests us, but also strengthen relationships within the community,” said Chief Rick Gentry, head of IAA fire department. An actual aircraft was staged at the scene of the exercise as well as a separate live aircraft fire trainer. Additionally, approximately 100 volunteers of all ages served as disaster victims and survivors, complete with theatrical make-up and moulage to create mock wounds and injuries. “Training and planning is the best way for our first responders to prepare for a disaster situation, said Mayor Joe Hogsett. “This multi-agency drill will ensure that if the unthinkable happens, our citizens will be served with a speedy, efficient response with collaboration and cooperation across agencies.”

High-rise fire - Chicago fire department [Ride along]

This is a video that you won't see often: ride along with Chicago's Aerial Tower 1 to a confirmed high rise fire (still and box high rise) in north downtown. At 1:52 you can see the screen with all the units responding to the box: 6 engines, 3 trucks, 3 battalions and 4 special units (as a side note: the initial dispatch was already 4 engines, 3 trucks, 3 battalions, squad 1 and 271). Engine 1, Aerial tower 1 and ambulance 41 respond out of the fire house in the South Loop and make their long way to the north. While en route you can hear the dispatch assigning the different functions to the responding units. Because of many calls coming in, at 6:30 an EMS Plan 1 has been announced, this means a response of additional units: 1 Engine, 1 Truck, 5 ALS Ambulances, 2 BLS Ambulances, 1 Battalion Chief, 1 EMS Field Officer, 1 EMS Assistant Deputy Chief Paramedic. After reaching the scene you will have an overview of what was going on in the street. Since the fire was in one of the upper floors (5 floors from top) I could not see anything from the ground. Note all the tourists looking at the trucks, this must have been a great attraction. Aerial Tower is the only unit of that kind in the city. Under the direction of Governor Dannel P. Malloy, the State of Connecticut and nearly all of its municipalities held a statewide emergency preparedness drill designed to enhance readiness and disaster planning at all levels of government, with an emphasis on school emergency preparedness and response. Coordinated by the Connecticut Department of Emergency Services and Public Protection, this year's exercise simulated a tornado touching down in participating towns and tested the coordination and response of all participating stakeholders. “As several recent storms and emergencies have shown us, all key stakeholders in the state must be prepared and ready at any given time for any type of sudden, unexpected situation, and that’s why it is imperative that we must come together and regularly conduct these drills to ensure that we have a coordinated response that can help limit the impact of potential disasters,” Governor Malloy said. The exercise is part of Governor Malloy’s ongoing Emergency Preparedness and Planning Initiative, which began in 2011 and included the first statewide exercise in 2012. May 18, 2010 UC San Diego Health System participates in "Golden Guardian 2010," a statewide exercise with area hospitals, clinics, and San Diego response agencies. The exercise is conducted as a CODE TRIAGE at UC San Diego Medical Center-Hillcrest as well as Thornton Hospital and Moores Cancer Center in La Jolla. CODE TRIAGE is initiated when the Emergency Department Attending Physician determs that a communicate event requires activation of the Medical Center's Emergency Operation Plans. CODE TRIAGE is announced on all Medical Center pagers and the overheard paging system. The Hospital Command Center (HCC) is opened to manage the hospital and clinic's response to the emergency. Golden Guardian 2010 enables the Medical Center's faculty and staffs to practice the response to multiple-casualty incidents involving trauma, burn, and possible radiation exposures and contamination from a bomb scenario. A conventional bomb containing radioactive material is called a "dirty bomb." Contamination requires the sue of radiation survey meters and activation of the Medical Center's Decontamination Team. Patients are sent to Trauma Resuscitation Room and Burn Unit for further medical evaluation. The Incident Commander has given the ALL CLEAR regarding the Code Triage Drill activated earlier. UC San Diego Medical Center's participation in the statewide Golden Guardian 2012 exercise has ended. Any and all available physicians and staff who participated in the drill are invited to a debriefing.

Press conference by Mr. Jean-Pierre Lacroix, UN Under-Secretary-General for Peacekeeping Operations, on the report entitled "Improving Security of United Nations Peacekeepers" and the future of peacekeeping. Story: Presenting The Cruz Report” – a comprehensive review on how to reduce casualties amongst peacekeepers serving in the United Nations (UN) missions across the globe, the UN peacekeeping chief Jean-Pierre Lacroix told media in New York the report is “a very, very candid assessment of what the problems are and we should do in order to reduce a number of fatalities in peacekeeping.” in November 2017, UN Secretary-General António Guterres appointed Lieutenant General Carlos Alberto dos Santos Cruz of Brazil to lead a high-level review to identify why the UN has had so many casualties caused by acts of violence in recent years, and what should be done to reduce these casualties. The review team visited UN peacekeeping operations in the Democratic Republic of the Congo (DRC), the Central African Republic (CAR), Mali and South Sudan, accessed relevant internal UN data and conducted 160 interviews to inform their work. The report does not address the issue of mandates, but instead confines its conclusions to operational issues in missions in those countries. The report, which was submitted to the Secretary-General, states that with the influx of armed groups, extremists, organized crime, and other criminal elements and threats, the blue helmet and UN flag no longer offer ‘natural’ protection to peacekeepers. The review team identified four broad areas where the UN and Member States must take actions to reduce fatalities. These include (1) changing mindsets so that personnel are aware of the risks and empowered to take the initiative to deter, prevent, and respond to attacks; (2) improving capacities so that the mission and personnel are equipped and trained to operate in high-threat environments; (3) achieving a “threat sensitive mission footprint” that is aligned with mission mandates and limits the exposure of the mission to threat; and (4) enhancing accountability to ensure that those able to take actions to prevent fatalities and injuries live up to their responsibilities. The UN Departments of Peacekeeping Operations and of Field Support have developed an action plan to implement the report’s recommendations, according to a note to correspondents issued by the Office of the Spokesperson for the UN Secretary-General. Lacroix told reporters in New York “The Cruz report and the action plan that we will implement, they are about the reducing fatalities in peacekeeping but they touch most issues that are relevant to performance. They address issues such as are we implementing our own rules even down to the basic levels – are we playing by our own book.” The plan focuses on three main areas – operational behaviour and mindset; capacity building and readiness; and support issues – and includes immediate Headquarters and field-level actions. The Departments have also established an implementation support team led by two senior officials, which will coordinate and monitor implementation of these measures at Headquarters and provide support to field missions. The report was released on Monday to UN Member States at a session of the Special Committee on Peacekeeping Operations by Jean-Pierre Lacroix, the Under-Secretary-General for Peacekeeping Operations, who will brief the press about the report on Wednesday. General Santos Cruz previously served as Force Commander, of the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) from 2013 to 2015 and of the UN Stabilization Mission in Haiti (MINUSTAH) from 2007 to 2009. Two other authors are William R. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation, and recovery. Programmes of this sort were initially discussed at least as early as the 1920s and were implemented in many countries, but only became widespread in the USA after the threat of nuclear weapons was realised... In most of the NATO states, such as the United States, the United Kingdom or Germany as well as the [then] Soviet Bloc, and especially in the neutral countries, such as Switzerland and in Sweden during the 1950s and 1960s, many civil defense practices took place to prepare for the aftermath of a nuclear war, which seemed quite likely at that time. Such efforts were opposed by the Catholic Worker Movement and by peace activists such as Ralph DiGia, on the grounds that these programs gave the public false confidence that they could survive a nuclear war. In many western countries there was never strong civil defense policies implemented because it was fundamentally at odds, and violated the West's doctrine of "mutual assured destruction" (MAD) by making provisions for survivors. It was also considered that a fully fledged total defense would have been very expensive and not worth the expense. Above all, compared to the power of destruction a defense was seen by much of the public, for whatever reason, to be fundamentally ineffective and therefore a waste of time and money. Despite evidence that detailed scientific research programmes lay behind the much-mocked government civil defence pamphlets of the 1950s and 1960s. In the West's early MAD doctrine, a doctrine officially at odds with that of the USSRs ideology, an ideology that insisted that survival was possible and therefore spent considerably more on civil defense preparations, with therefore, defense plans that would have been far more effective. There are not supposed to be any survivors in MAD for a civil defense system to assist (thus the acronym). Governments in most Western countries, with the sole exception of Switzerland, therefore sought to mostly underfund Civil Defense but nevertheless implement effective, but commonly dismissed civil defense measures against nuclear war, in the face of popular apathy and scepticism of authority. Civil defense has different sirens like the Federal Signal Thunderbolt siren to warn people of a coming attack. Public service announcements including children's songs were created by government institutes and then distributed and released by radio stations to educate the public in case of nuclear attack...

This Trailer Blocked The West Line

This occurred after 8:00 AM Friday March 31, 2017 in Elmhurst Illinois. A moving company tractor trailer combo bottomed out as it tried to cross the Union Pacific tracks at the Haven/Arlington grade crossing. (Take a look at the clip with the propane truck coming over the tracks!) The trailer blocked all three tracks of the busy U.P. "Chicago West Line," and no freight or commuter trains could make it through. The Elmhurst Police & Fire Department's responded as well as the Union Pacific Railroad and a Metra Police Officer. The Union Pacific MOW crew tried to jack the trailer and move it under its own power but it really the very large O'Hare Towing truck that finally pulled it off the crossing. The moving truck driver stated that he had 17,000 ponds of of someone's stuff in the back and he was just trying to get out of town. He also remarked that he thought the grade should be marked to indicate the incline. This incident took close to two hours to resolve and trains were moving within ten minutes of the tracks being cleared. {More Elmhurst Police & Fire at my "Emergency" Playlist!

Lessons Learned from Miamisburg Train Derailment

MIAMISBURG -- Twenty-six years ago, a major train derailment in Miamisburg forced 30,000 people from their homes.  Cars containing phosphorus overturned and caught fire sending toxic gas into the air.      The train derailment happened on the tracks over Bear Creek.  Forty-four cars were going 45 miles per hour when 15 of the cars went off the track."You could see phosphorus and everything up in the sky," said Miamisburg resident Rodney Myers.  He remembers July 8, 1986.  He keeps a picture to remind him of the train derailment.  When asked if he worries about something like that ever happening again, his answer was simple."All the time, all the time. We've got trains coming through here non-stop," Meyers said.Forty trains every day roll on the tracks where the derailment happened."Any community that has train tracks going through their town always has to be aware of the possibilities that exist," said Miamisburg Public Information Officer Gary Giles. The city has an emergency response plan in place for any type of disaster. City officials learned a lot from the derailment."We learned you have to have a very good emergency center operations and you have to have a very flexible emergency plan," said former Assistant City Manager John Weithofer.The city also discovered it needed the help of surrounding towns, and effective ways to communicate to the public.  After state and federal investigations,  changes were made to its operations center and fire and police equipment."So, there were lessons learned and there always are," said Weithofer.According to Ohiohistory.org, the derailment resulted in lawsuits of more than one billion dollars.

SULPHUR, LA. First In Rescue, Safety and Training, LLC. (F.I.R.S.T.), a safety services company located in Deer Park, Texas, conducted industrial fire training school for the Kaneka Texas Corporation Emergency Response Team at the Calcasieu Emergency Response Training Center in Sulphur, Louisiana. F.I.R.S.T. trainers led the two day training that began with a refresher course and reminding the responders "life safety first and foremost." The course goes through proper use of supplied breathing air equipment, radio use, Incident Command structure and frame work and types of equipment used in the field. The first live burn was on a well head prop fueled by propane. This teaches how to size up a fire, nozzle control, and sets the ground work for the larger props used on the second day of training. The production unit prop utilized at the Homeland Security sponsored training facility is a full scale replica that can be found in most petrochemical facilities. The response team can decide on fuel type, propane or diesel or both. The Kaneka team picked both for the hottest burn available, and man was it hot. Combining the fire heat and the response gear everyone was wearing with the 100 degree August day, the responders were being tested well beyond a class room setting. A dry run and plan is developed by the response team prior to igniting the unit. Once the fire is at full blaze, the F.I.R.S.T. trainers only step in if they see a safety issue. After each completion of a burn scenario, the response team and F.I.R.S.T. trainers stand down and cool off while discussing the activity. A Q&A session takes place during this time and another scenario is planned before heading back out for the next burn. The F.I.R.S.T. training team work at the students skill level and takes as much time as needed to confirm each response team member are as comfortable as possible. The goal is each team member show confidence in the different operations and conditions and develop a skill set for the different apparatus, monitors and fire fighting techniques. Wary of natural disaster, NY Fed bulks up in Chicago. The New York branch of the U.S. Federal Reserve, wary that a natural disaster or other eventuality could shut down its market operations as it approaches an interest rate hike, has added staff and bulked up its satellite office in Chicago. Some market technicians have transferred from New York and others were hired at the office housed in the Chicago Fed, according to several people familiar with the build-out that began about two years ago, after Hurricane Sandy struck Manhattan. Officials believe the Chicago staffers can now handle all of the market operations that are done daily out of the New York Fed, which is the U.S. central bank's main conduit to Wall Street. The satellite office in the Midwest readies the New York Fed for perhaps the most delicate U.S. interest-rate hike ever. With rates having been near zero for more than six years, and markets flooded with reserves, the Fed will rely on an array of new tools to help it tighten policy, likely later this year. Two of the sources, which included market participants and Fed officials and who spoke under condition of anonymity, said the Chicago office was partly protection against a possible cyber attack against the New York Fed. In February, Fed Chair Janet Yellen told a congressional panel the central bank is addressing "ever-escalating (cyber) threats to our operations." But the main reason for the build-out 700 miles (1,127 kilometers) to the west appeared to be the need to have staff ready at all times in case of disaster. Lower Manhattan lost power and flood waters came within blocks of the New York Fed when Sandy hit in 2012. Early-stage backup plans were also put in place after the September 11, 2001 attacks on New York. A spokeswoman for the New York Fed declined to comment. The Chicago Fed bank deferred to its New York counterpart. The New York Fed's Chicago-based staffers already handle some daily market operations including purchases and sales of Treasury and mortgage bonds, and controlling the central bank's key federal funds rate.
